    The ambivalent shadow of the pre-Wilsonian rise of international law

    The generation of American international lawyers who founded the American Society of International Law in 1906 and nurtured the soil for what has been retrospectively called a “moralistic legalistic approach to international relations” remains little studied. A survey of the rise of international legal literature in the U.S. from the mid-19th century to the eve of the Great War serves as a backdrop to the examination of the boosting effect on international law of the Spanish American War in 1898. An examination of the Insular Cases before the US Supreme Court is then accompanied by the analysis of a number of influential factors behind the pre-war rise of international law in the U.S. The work concludes with an examination of the rise of natural law doctrines in international law during the interwar period and the critiques addressed.by the realist founders of the field of “international relations” to the “moralistic legalistic approach to international relation

    Convergence towards a European strategic culture? A constructivist framework for explaining changing norms.

    The article contributes to the debate about the emergence of a European strategic culture to underpin a European Security and Defence Policy. Noting both conceptual and empirical weaknesses in the literature, the article disaggregates the concept of strategic culture and focuses on four types of norms concerning the means and ends for the use of force. The study argues that national strategic cultures are less resistant to change than commonly thought and that they have been subject to three types of learning pressures since 1989: changing threat perceptions, institutional socialization, and mediatized crisis learning. The combined effect of these mechanisms would be a process of convergence with regard to strategic norms prevalent in current EU countries. If the outlined hypotheses can be substantiated by further research the implications for ESDP are positive, especially if the EU acts cautiously in those cases which involve norms that are not yet sufficiently shared across countries

    Russia’s idea of the multipolar world order: origins and main dimensions

    Contemporary international relations are rife with the ideological struggle over the potential nature of the rapidly changing world order. Two distinct paradigmatic positions have surfaced. One champions economic, cultural, and political globalization conducted under the leadership of the Western world. The other advocates a more particularistic approach that fends for a balance of interests, multiplicity of politico-cultural forms and multiple centers of international influence. The latter doctrine, often referred to as the multipolar world theory, is the subject of this paper. The discussion argues that the idea of a multipolar world order has emerged as Russia’s main ethical and ideological position advanced in the international arena. Its philosophical tenets buttress Russian society intellectually at home, providing the expedients to pursue the country’s foreign policy goals abroad. The paper examines a substantial value package with roots in both Russian and Western philosophy that sustains the multipolar world order theory

    Balance of Power and the Propensity of Conflict

    We study the role of an imbalance in fighting strengths when players bargain in the shadow of conflict. Our experimental results suggest: In a simple bargaining game with an exogenous mediation proposal, the likelihood of conflict is independent of the balance of power. If bargaining involves endogenous demand choices, however, the likelihood of conflict is higher if power is more imbalanced. Even though endogenous bargaining outcomes reflect the players' unequal fighting strengths, strategic uncertainty causes outcomes to be most efficient when power is balanced. In turn, the importance of exogenous mediation proposals depends on the balance of power

    In the year marking the centenary since the foundation of the Azerbaijani Diplomatic Service, Baku’s foreign policy is increasingly characterised by a broader understanding of diplomacy, shaped by the gradual yet steady expansion of both areas and the tools for intervention. Guided by the attempt to develop a ‘niche strategy’ aiming at safeguarding and promoting Azerbaijani national interest, the Humanitarian Diplomacy emerges as a privileged field for Baku to adopt a pro-active and creative foreign policy. Building upon the debate around the interests behind the aid-providing activities of traditional and emerging donors, the article aims at introducing the motivations and the aims behind Azerbaijani aid policy. In particular, it aims at demonstrating that Baku’s Humanitarian Diplomacy aims chiefly at achieving immaterial benefits, having to do with international prestige and with the construction and international projection of a Good International Citizenship

    Development Aid and International Politics: Does Membership on the UN Security Council Influence World Bank Decisions?

    We investigate whether temporary members of the UN Security Council receive favorable treatment from the World Bank, using panel data for 157 countries over the period 1970-2004. Our results indicate a robust positive relationship between temporary UN Security Council membership and the number of World Bank projects a country receives, even after accounting for economic and political factors, as well as regional and country effects. The size of World Bank loans, however, is not affected by UN Security Council membership

    A Continuous-Outcome Expected Utility Theory of War

    A continuous-outcome expected utility model is presented that generalizes the expected utility theory of Bueno de Mesquita. An examination of the more general model uncovers several unstated assumptions within and produces new conclusions from, while supporting the basic logic of, the expected utility theory. Among the new conclusions is the finding that nations shifting their level of acceptable outcomes to a conflict upward or downward after fighting starts is perfectly consistent with a rational model. The derivations demonstrate the value of theoretical articulation, a task too often neglected in quantitative international relations, and provide a sound logical basis for the construction of systemic theories based upon the expected utility theory.Peer Reviewedhttp://deepblue.lib.umich.edu/bitstream/2027.42/67171/2/10.1177_0022002785029003005.pd
