    Vietnam’s Accession to the World Trade Organization: Economic Projections to 2020

    This study presents a set of assessments of the long term economic effects of Vietnam’s accession to the WTO. Generally speaking, our results indicate that Vietnam would benefit from accelerating its participation in more open multilateralism. However, it is also clear from our analysis that these benefits will remain modest in the absence of comprehensive and complementary domestic economic reforms. Passive external liberalization, even when coupled with determined domestic reform, is inferior to WTO participation combined with negotiated market access and other activist multilateral agreements. Finally, our analysis shows that capital insufficiency is a very serious constraint on Vietnamese economic growth and diversification.     A Machine Learning-based Approach to Vietnamese Handwritten Medical Record Recognition

    Handwritten text recognition has been an active research topic within computer vision division. Existing deep-learning solutions are practical; however, recognizing Vietnamese handwriting has shown to be a challenge with the presence of extra six distinctive tonal symbols and extra vowels. Vietnam is a developing country with a population of approximately 100 million, but has only focused on digitalization transforms in recent years, and so Vietnam has a significant number of physical documents, that need to be digitized. This digitalization transform is urgent when considering the public health sector, in which medical records are mostly still in hand-written form and still are growing rapidly in number. Digitization would not only help current public health management but also allow preparation and management in future public health emergencies. Enabling the digitalization of old physical records will allow efficient and precise care, especially in emergency units. We proposed a solution to Vietnamese text recognition that is combined into an end-to-end document-digitalization system. We do so by performing segmentation to word-level and then leveraging an artificial neural network consisting of both convolutional neural network (CNN) and a long short-term memory recurrent neural network (LSTM) to propagate the sequence information. From the experiment with the records written by 12 doctors, we have obtained encouraging results of 6.47% and 19.14% of CER and WER respectively

    TwinLiteNet: An Efficient and Lightweight Model for Driveable Area and Lane Segmentation in Self-Driving Cars

    Semantic segmentation is a common task in autonomous driving to understand the surrounding environment. Driveable Area Segmentation and Lane Detection are particularly important for safe and efficient navigation on the road. However, original semantic segmentation models are computationally expensive and require high-end hardware, which is not feasible for embedded systems in autonomous vehicles. This paper proposes a lightweight model for the driveable area and lane line segmentation. TwinLiteNet is designed cheaply but achieves accurate and efficient segmentation results. We evaluate TwinLiteNet on the BDD100K dataset and compare it with modern models. Experimental results show that our TwinLiteNet performs similarly to existing approaches, requiring significantly fewer computational resources. Specifically, TwinLiteNet achieves a mIoU score of 91.3% for the Drivable Area task and 31.08% IoU for the Lane Detection task with only 0.4 million parameters and achieves 415 FPS on GPU RTX A5000. Furthermore, TwinLiteNet can run in real-time on embedded devices with limited computing power, especially since it achieves 60FPS on Jetson Xavier NX, making it an ideal solution for self-driving vehicles.     Labour as a utility measure in contingent valuation studies : how good is it really?

    The Contingent Valuation Method (CVM) aims at the assessment of people's willingness to pay (WTP) for a public project. The sum of the individual WTPs is interpreted as the social benefits of the project under consideration and compared to the project costs. If the benefits exceed the costs the project is recommended for realization. In very poor societies budgets are so tight that households cannot give up any part of their income, i.e. of their market consumption, in favour of a public project, so that their WTP for that project stated in a CVM interview has to be zero or close to zero. This leads to a severe discrimination against poor regions in the decision process on the allocation of public funds. Therefore, several authors suggest to use labour contributions to the realization of a public project instead of monetary contributions as a measure of people's WTP for that project. In this paper we show theoretically and empirically, based on a CVM study conducted in Vietnam, that labour is severely flawed as a measuring rod for individual utility so that CVM based on labour contributions does not provide a reliable and meaningful decision rule for the allocation of public projects

ASEAN has a land area of 4.46 million km², accounting for 3% of the total land area of the Earth , and has a population of about 600 million people, accounting for 8.8% of the world's population . The waters of ASEAN are three times as large as land. Over 55 years of establishment and development, this is considered the most successful regional organization on earth. Speaking well is using vocabulary flexibly and speaking fluently. Researching the popularity of vocabulary is analyzing the prevalence of vocabulary used by linguistics students in communication from discourse analysis. This is a topic the research team is working on. This project will help the researchers learn about common vocabulary that students often use to communicate outside or in the classroom. Thereby understanding whether the vocabulary that students use is diverse, rich, and for the right purpose or not. This study will help students have a more comprehensive view of the ways to use words in communication. In addition, it also helps students improve their communication vocabulary, helps in exams and can be useful for later work.     An Improved Current-Sensorless Method for Induction Motor Drives Applying Hysteresis Current Controller

    A novel strategy based on the feed-forward field-oriented control (FOC) method is proposed for the Hysteresis Current technique to control the induction motor (IM) drive without current sensors (CSs). A control scheme is proposed to estimate stator currents from reference rotor flux, rotor flux angle, and state variables as a replacement for the feedback-signal of CSs used in the hysteresis current controller (HCC). Here the rotor flux angle component is extracted from the feed-forward FOC loop. MATLAB/Simulink is applied to implement the simulations under many different operating conditions. The simulation results demonstrated the feasibility of the proposed method to obtain high performance in controlling the IM drives without the current sensors
