Hydrogen Phases on the Surface of a Strongly Magnetized Neutron Star
The outermost layers of some neutron stars are likely to be dominated by
hydrogen, as a result of fast gravitational settling of heavier elements. These
layers directly mediate thermal radiation from the stars, and determine the
characteristics of X-ray/EUV spectra. For a neutron star with surface
temperature T\lo 10^6 K and magnetic field B\go 10^{12} G, various forms of
hydrogen can be present in the envelope, including atom, poly-molecules, and
condensed metal. We study the physical properties of different hydrogen phases
on the surface of a strongly magnetized neutron star for a wide range of field
strength and surface temperature . Depending on the values of and
, the outer envelope can be either in a nondegenerate gaseous phase or in a
degenerate metallic phase. For T\go 10^5 K and moderately strong magnetic
field, B\lo 10^{13} G, the envelope is nondegenerate and the surface material
gradually transforms into a degenerate Coulomb plasma as density increases. For
higher field strength, G, there exists a first-order phase
transition from the nondegenerate gaseous phase to the condensed metallic
phase. The column density of saturated vapor above the metallic hydrogen
decreases rapidly as the magnetic field increases or/and temperature decreases.
Thus the thermal radiation can directly emerge from the degenerate metallic
hydrogen surface. The characteristics of surface X-ray/EUV emission for
different phases are discussed. A separate study concerning the possibility of
magnetic field induced nuclear fusion of hydrogen on the neutron star surface

GCIP water and energy budget synthesis (WEBS)
As part of the World Climate Research Program\u27s (WCRPs) Global Energy and Water-Cycle Experiment (GEWEX) Continental-scale International Project (GCIP), a preliminary water and energy budget synthesis (WEBS) was developed for the period 1996–1999 from the “best available” observations and models. Besides this summary paper, a companion CD-ROM with more extensive discussion, figures, tables, and raw data is available to the interested researcher from the GEWEX project office, the GAPP project office, or the first author. An updated online version of the CD-ROM is also available at http://ecpc.ucsd.edu/gcip/webs.htm/. Observations cannot adequately characterize or “close” budgets since too many fundamental processes are missing. Models that properly represent the many complicated atmospheric and near-surface interactions are also required. This preliminary synthesis therefore included a representative global general circulation model, regional climate model, and a macroscale hydrologic model as well as a global reanalysis and a regional analysis. By the qualitative agreement among the models and available observations, it did appear that we now qualitatively understand water and energy budgets of the Mississippi River Basin. However, there is still much quantitative uncertainty. In that regard, there did appear to be a clear advantage to using a regional analysis over a global analysis or a regional simulation over a global simulation to describe the Mississippi River Basin water and energy budgets. There also appeared to be some advantage to using a macroscale hydrologic model for at least the surface water budgets
Coordination and Output Attainment in Work Units Performing Non-routine Tasks: A Cross- National Study
Based on an information-processing perspective (Galbraith 1972), a theoretical pro position is advanced which predicts that for work units performing non-routine tasks, the effect of unit coordination on output attainment is contingent on the sources from which the unit acquires information for task performance. This proposition is tested using a cross-national research design. Data from four national samples — Austria, Belgium, Hungary, and Poland — of academic research units support the proposition. The results reinforce the need for a contingency approach to the study of coordination and performance in organizations. Caribbean Corals in Crisis: Record Thermal Stress, Bleaching, and Mortality in 2005
BACKGROUND The rising temperature of the world's oceans has become a major threat to coral reefs globally as the severity and frequency of mass coral bleaching and mortality events increase. In 2005, high ocean temperatures in the tropical Atlantic and Caribbean resulted in the most severe bleaching event ever recorded in the basin. METHODOLOGY/PRINCIPAL FINDINGS Satellite-based tools provided warnings for coral reef managers and scientists, guiding both the timing and location of researchers' field observations as anomalously warm conditions developed and spread across the greater Caribbean region from June to October 2005. Field surveys of bleaching and mortality exceeded prior efforts in detail and extent, and provided a new standard for documenting the effects of bleaching and for testing nowcast and forecast products. Collaborators from 22 countries undertook the most comprehensive documentation of basin-scale bleaching to date and found that over 80% of corals bleached and over 40% died at many sites. The most severe bleaching coincided with waters nearest a western Atlantic warm pool that was centered off the northern end of the Lesser Antilles. CONCLUSIONS/SIGNIFICANCE Thermal stress during the 2005 event exceeded any observed from the Caribbean in the prior 20 years, and regionally-averaged temperatures were the warmest in over 150 years. Comparison of satellite data against field surveys demonstrated a significant predictive relationship between accumulated heat stress (measured using NOAA Coral Reef Watch's Degree Heating Weeks) and bleaching intensity. This severe, widespread bleaching and mortality will undoubtedly have long-term consequences for reef ecosystems and suggests a troubled future for tropical marine ecosystems under a warming climate.This work was partially supported by salaries from the NOAA Coral Reef Conservation Program to the NOAA Coral Reef Conservation Program authors. Hydrogen Molecules In Superstrong Magnetic Field: II. Excitation Levels
We study the energy levels of H molecules in a superstrong magnetic field
(B\go 10^{12} G), typically found on the surfaces of neutron stars. The
interatomic interaction potentials are calculated by a Hartree-Fock method with
multi-configurations assuming electrons are in the ground Landau state. Both
the aligned configurations and arbitrary orientations of the molecular axis
with respect to the magnetic field axis are considered. Different types of
molecular excitations are then studied: electronic excitations, aligned (along
the magnetic axis) vibrational excitations, transverse vibrational excitations
(a constrained rotation of the molecular axis around the magnetic field line).
Similar results for the molecular ion H are also obtained and compared
with previous variational calculations. Both numerical results and analytical
fitting formulae are given for a wide range of field strengths. In contrast to
the zero-field case, it is found that the transverse vibrational excitation
energies can be larger than the aligned vibration excitation, and they both can
be comparable or larger than the electronic excitations. For B\go
B_{crit}=4.23\times 10^{13} G, the Landau energy of proton is appreciable and
there is some controversy regarding the dissociation energy of H. We show
that H is bound even for and that neither proton has a Landau

Mercury Information Clearinghouse
The Canadian Electricity Association (CEA) identified a need and contracted the Energy & Environmental Research Center (EERC) to create and maintain an information clearinghouse on global research and development activities related to mercury emissions from coal-fired electric utilities. With the support of CEA, the Center for Air Toxic Metals{reg_sign} (CATM{reg_sign}) Affiliates, and the U.S. Department of Energy (DOE), the EERC developed comprehensive quarterly information updates that provide a detailed assessment of developments in the various areas of mercury monitoring, control, policy, and research. A total of eight topical reports were completed and are summarized and updated in this final CEA quarterly report. The original quarterly reports can be viewed at the CEA Web site (www.ceamercuryprogram.ca). In addition to a comprehensive update of previous mercury-related topics, a review of results from the CEA Mercury Program is provided. Members of Canada's coal-fired electricity generation sector (ATCO Power, EPCOR, Manitoba Hydro, New Brunswick Power, Nova Scotia Power Inc., Ontario Power Generation, SaskPower, and TransAlta) and CEA, have compiled an extensive database of information from stack-, coal-, and ash-sampling activities. Data from this effort are also available at the CEA Web site and have provided critical information for establishing and reviewing a mercury standard for Canada that is protective of environment and public health and is cost-effective. Specific goals outlined for the CEA mercury program included the following: (1) Improve emission inventories and develop management options through an intensive 2-year coal-, ash-, and stack-sampling program; (2) Promote effective stack testing through the development of guidance material and the support of on-site training on the Ontario Hydro method for employees, government representatives, and contractors on an as-needed basis; (3) Strengthen laboratory analytical capabilities through analysis and quality assurance programs; and (4) Create and maintain an information clearinghouse to ensure that all parties can keep informed on global mercury research and development activities
Express Attentional Re-Engagement but Delayed Entry into Consciousness Following Invalid Spatial Cues in Visual Search
Background: In predictive spatial cueing studies, reaction times (RT) are shorter for targets appearing at cued locations (valid trials) than at other locations (invalid trials). An increase in the amplitude of early P1 and/or N1 event-related potential (ERP) components is also present for items appearing at cued locations, reflecting early attentional sensory gain control mechanisms. However, it is still unknown at which stage in the processing stream these early amplitude effects are translated into latency effects. Methodology/Principal Findings: Here, we measured the latency of two ERP components, the N2pc and the sustained posterior contralateral negativity (SPCN), to evaluate whether visual selection (as indexed by the N2pc) and visual-short term memory processes (as indexed by the SPCN) are delayed in invalid trials compared to valid trials. The P1 was larger contralateral to the cued side, indicating that attention was deployed to the cued location prior to the target onset. Despite these early amplitude effects, the N2pc onset latency was unaffected by cue validity, indicating an express, quasiinstantaneous re-engagement of attention in invalid trials. In contrast, latency effects were observed for the SPCN, and these were correlated to the RT effect.
