Estimation of the Handwritten Text Skew Based on Binary Moments
Binary moments represent one of the methods for the text skew estimation in binary images. It has been used widely for the skew identification of the printed text. However, the handwritten text consists of text objects, which are characterized with different skews. Hence, the method should be adapted for the handwritten text. This is achieved with the image splitting into separate text objects made by the bounding boxes. Obtained text objects represent the isolated binary objects. The application of the moment-based method to each binary object evaluates their local text skews. Due to the accuracy, estimated skew data can be used as an input to the algorithms for the text line segmentation

On the characterization of rational homotopy types and Chern classes of closed almost complex manifolds
We give an exposition of Sullivanās theorem on realizing rational homotopy types by closed smooth manifolds, including a discussion of the necessary rational homotopy and surgery theory, adapted to the realization problem for almost complex manifolds: namely, we give a characterization of the possible simply connected rational homotopy types, along with a choice of rational Chern classes and fundamental class, realized by simply connected closed almost complex manifolds in real dimensions six and greater. As a consequence, beyond demonstrating that rational homotopy types of closed almost complex manifolds are plenty, we observe that the realizability of a simply connected rational homotopy type by a simply connected closed almost complex manifold depends only on its cohomology ring. We conclude with some computations and examples
A note on Quintus Numerius Rufus
ObnovivÅ”i trijem jedne zgrade na Isi o svojem troÅ”ku, legat i patron grada Kvint Numerije Ruf upisao se u povijest istoÄne obale Jadrana za razdoblje Cezarove uprave nad provincijom Ilirik (58. ā 50. g. pr. Kr.). PosvjedoÄena nekad prisutnim natpisom, prisutnost Cezarova legata na Isi u tom izrazito bitnom razdoblju odavno je zainteresirala domaÄe i strane istraživaÄe, posebno njegova funkcija, vrijeme dolaska i razlozi njegove prisutnosti. No od znaÄajnog Älanka B. GabriÄeviÄa Issa i njen patron Q. Numerius Rufus do danas nije objavljen noviji rad koji se bavi tom tematikom. Stoga autor ovdje donosi noviju analizu nekoliko aspekata prisutnosti legata Kvinta Numerija Rufa u Iliriku: analizira se dostupna argumentacija kada najranije datirati njegov dolazak na Isu, ukazuje se na prethodne pogreÅ”ke u pretpostavkama o Numerijevoj funkciji te se naglaÅ”ava Numerijevo iskustvo kao jedan od glavnih razloga zaduženja u Iliriku.Repairing the portico of a building on the island of Issa at his own expense helped the legate Quintus Numerius Rufus, the patron of the city, to enter the history of the Eastern Adriatic coast durĀing Caesarās administration in the province of Illyricum (58-50 BC). Ascertained by an inscription found on Issa, the presence of Caesarās legate on the island in that very important historical period drew a great deal of interest among Croatian and foreign researchers long ago, particularly his function, year of arrival and reasons for his presence. However, as there have been no recent papers dealing with the subject even since important B. GabriÄeviÄās paper Issa i njen patron Q. Numerius Rufus, this author has included here a recent analysis of several aspects of the presĀence of legate Quintus Numerius Rufus in Illyricum. The available arguments supporting the accurate dating of his arrival to Issa are analyzed, mistakes in the earlier hypotheses on Numeriusā function are indicated, and Numeriusā experience as one of the principal reasons for his appointment in Illyricum is underlined
SWAT-based runoff modeling in complex catchment areas: Theoretical background and numerical procedures
This paper shows the structure of the SWAT-based model used in modeling of the 'rainfallrunoff' process. The SWAT model is hydro-dynamic and physically-based model for application in complex and large basins. Model inputs are as follows: rainfall, air temperature, soil characteristics, topography, vegetation, hydrogeology and other relevant physical parameters. The model is based on five linear reservoirs as follows: reservoir of the vegetation cover, snow accumulation and melting, surface reservoir, underground reservoir and surface runoff reservoir. The model uses GIS tools for preprocessing and post-processing. The basic modeling unit is the hydrologic response unit (HRU), defined as the network of elementary hydrologic areas with the selected discretization, measure of which is dependent upon the desired accuracy, as well as upon data accuracy. The total runoff on the exit profile of the catchment is computed by convolution of the sum of runoffs (surface and base runoffs). The model can be applied at the daily and hourly level of discretization and used for multiannual simulations. Illustration of operation of the SWAT based model will be presented on a selected part of the River Drina basin (with the total area of around 20.000 km2).
Bilateral trade flows between Western Balkans countries
The development of trade relations between Western Balkan countries represents very complicated and long-term process, including regional and trade integration. In this chapter we analysed foreign trade performances and various
factors that used to affect on trade results between Western Balkan countries. Also, we gave preview of bilateral trade flows between each country in this
region. Factors such as CEFTA agreement signing and creation of free trade area gave results and slight improvement of situation in this field. However, there
still remained many unsolved issues and problems. Countries of this region need to continue mutual cooperation and dialogue on all levels in order to avoid
complications in trade relations and economic development
