Potential efficiency gains and expenditure savings in the Italian Regional Healthcare Systems
The paper aims to analyse the extent to which the adoption of best practice policies could improve the efficiency of Italian Regional Healthcare Systems (RHSs) and reduce public healthcare expenditures. By means of a stochastic frontier model we estimate the RHSs’ technical inefficiency and its determinants using a panel data of 16 regions over the period 2010-2016. We use the Essential Levels of Care (LEA) scores computed by the Ministry of Health as a proxy for the RHSs’ output and public healthcare expenditure as the main input. The level of inefficiency is a function of a set of variables summarising the organisational arrangements implemented by RHS policymakers. The results allow us to identify the best-practice policy, defined as the set of observable organisational arrangements that maximises aggregate efficiency. Adoption of the best-practice policy by all RHSs leads to potential efficiency gains of 1.5 per cent on average (from 93.4 per cent to 94.9 per cent) and to potential healthcare expenditure savings of 1.8 billion euro in 2016 (1.77 per cent of current expenditures)
Regional Institutional Quality and Territorial Equity in LTC Provision
We show how regional governments affect the appropriate – in
terms of territorial equity - assignment of a national LTC benefit. We
analyse a three -layers setting, where eligibility criteria are defined by the
central government (which bears the fiscal cost of transfers) but the
assignment decision is taken by regional medical commissions, while
applications are activated by individual potent ial beneficiaries. Combining
administrative and survey data, and accounting for regional variation in
eligibility prevalence, we document large territorial disparities in need -
adjusted benefit assignment. We investigate the determinants of such
disparities both in terms of individuals’ differential propensity to claim,
and of regional discretionary behaviour, as shaped by the underlying quality
of regional institutions. Regional discretion appears to play a major role,
with local institutional quality accou nting for about one fifth of explained
variation in need- adjusted benefit coverage. Lower regional institutional
quality results in more opportunistic benefit adjudication decisions,
although the relationship is attenuated in highly deprived areas
A Procedure for the Ex-Ante Assessment of Compulsory Municipal Amalgamation Programs
The aim of the paper is to develop a procedure that allows policy makers to make an ex-ante assessment of a
general compulsory amalgamation policy, providing quantitative indications about the possible financial effects.
The amalgamation of small municipalities is a widespread practice all over the world. This policy is based on the
assumption that local public service provision is characterized by economies of scale and economies of scope.
However, population size is not the only determinant of economies of scale, which depend on many other
factors. For these reasons, the expected effects of any amalgamation program are uncertain, and ex-post
empirical analyses are unable to offer unambiguous indications to policy makers since all programs differ.
After a brief discussion of the relevant issues concerning amalgamation, we present the procedure used to
simulate the economics and administrative effects of a general compulsory amalgamation policy. The procedure
is tested with reference to the municipalities of Veneto, a region of Italy and we provide the results of a number
of simulations under alternative amalgamation policies. The main result is that amalgamation policies based only
on the a priori rule that small municipalities should merge may be very inefficient because the expenditure
reduction following an amalgamation policy may depend to a considerable extent on other territorial and socioeconomic
characteristics of the municipalities involved

Trabalho de conclusão de curso, apresentado para obtenção do grau de Bacharel no Curso de Direito da Universidade do Extremo Sul Catarinense, UNESC.O presente estudo tem como objetivo analisar a possibilidade de concessão do salário-maternidade à segurada especial (trabalhadora rural), que ao tempo do parto tenha idade inferior a 16 (dezesseis) anos, sem atingir o limite etário para a filiação ao Regime Geral de Previdência Social. Para isso, se fez necessário compreender as atribuições do Sistema de Seguridade Social e os requisitos utilizados para a caracterização do segurado especial na condição de rural, bem como, analisar a legislação vigente ao que se refere à proteção conferida à trabalhadora gestante e às determinações previdenciárias que possibilitam o deferimento do benefício mencionado para, então, contrapor as regulamentações estabelecidas pela Lei de Planos e Benefícios da Previdência Social com os entendimentos jurisprudenciais que determinam a concessão do salário-maternidade à adolescente que desempenhe atividades laborais na área rural e que não obtenha idade suficiente para caracterização como segurada quando em estado gestacional. A pesquisa utilizou o método dedutivo, com abordagem qualitativa, realizada através de levantamento bibliográfico e material legal, partindo da conceitualização do Sistema de Seguridade até a análise das teses jurisprudenciais que estabelecem a implantação do salário-maternidade à adolescente, tendo em vista o caráter protetivo pelo qual a Previdência Social se justifica
“Mas o que tinha no meu corpo?” Discutindo sobre infâncias e transexualidade
This article presents part of the results of a research that aims to discuss and stress the construction and (dis) arrangement of gender scripts in childhood, perceiving the situations that are at stake when the subject refers to the constitution of body, gender and sexuality of children, especially in relation to the subject of transsexuality. The methodology used was the interview-narrative with three trans women and three trans men. Seeking theoretical support in Gender Studies, post-structuralist inspiration, as well as in the Queer Studies, one can conclude that: a) transsexuality is a contingent identity expression that undergoes constant and heterogeneous normative social and family regulations. b) pastoral power and the repressive hypothesis become technologies with a view to regulating bodies. c) even in the face of all the repressions suffered, children who have a gender variant operate techniques to subvert the cisheteronorma.Este artigo apresenta parte dos resultados de uma pesquisa que tem por objetivo discutir e tensionar a construção e (des)arranjos dos scripts de gênero nas infâncias, percebendo as situações que estão em jogo quando o assunto se refere à constituição de corpo, gênero e sexualidade das crianças, especialmente em relação ao tema da transexualidade. A metodologia utilizada foi a da entrevista-narrativa com três mulheres trans e três homens trans . Buscando apoio teórico nos Estudos de Gênero, de inspiração pós-estruturalista, bem como nos Estudos Queer, pode-se concluir que: a) a transexualidade é uma expressão identitária de caráter contingente que sofre constantemente regulações cisheteronormativas, de ordem social e familiar. b) o poder pastoral e a hipótese repressiva tornam-se tecnologias com vistas na regulação dos corpos. c) mesmo diante de todas as repressões sofridas, as crianças que apresentam variante de gênero operam técnicas para subverter a cisheteronorma

O USO DOS RECURSOS EDUCACIONAIS DIGITAIS NA EDUCAÇÃO MATEMÁTICA NA PERCEPÇÃO DOS PROFESSORES
As mudanças trazidas pelos meios digitais redefinem e transformaram os meios sociais, políticos e econômicos a partir do conhecimento. Barone (2012) afirma que a educação influenciada por tais transformações, deve também constituir-se como o ingrediente central da sociedade do conhecimento. Esse é o contexto que deve orientar a utilização crescente das tecnologias de informação e comunicação (TICs) na educação. Entretanto, apesar destas tecnologias se mostrarem influenciadoras no âmbito educacional, sua utilização nas aulas de matemática ainda é incipiente (SANTOS, 2007). Continuamente citada como a área de conhecimento com problemas de aprendizagem pelos alunos, faz-se necessário repensar as metodologias e os recursos utilizados nas escolas. As atuais gerações Y e Z (OLIVEIRA, 2010) são influenciadas e influenciadoras no uso de TICs. No âmbito da matemática, os conceitos podem ser desenvolvidos com o uso de materiais diversos, como os Recursos Educacionais Digitais (RED), os Recursos Educacionais Abertos (REAs), os softwares geométricos e algébricos como o GeoGebra, o Graph, entre outros. Para Gravina e Santarosa (1998), estes recursos evidenciam novas abordagens no processo de ensino e aprendizagem de entes geométricos por possibilitar conjecturas a partir da experimentação e construção destes objetos, pelo questionamento, argumentação e dedução das propriedades geométricas. São materiais de apoio didático, que possibilitam a simulação dos objetos matemáticos em situações virtuais, com propriedades e características embasadas na Ciência. A pesquisa tem por objetivo, investigar o uso de RED no processo de ensino e aprendizagem de Matemática na perspectiva do professor, com ênfase na utilização dos REAs. A pesquisa se caracteriza em estudo de caso, com abordagens quanti-qualitativa de análise de dados. A população alvo é constituída pelos egressos do curso de licenciatura em matemática da UNESC, de 2000 à 2017. A amostra é composta pelos egressos que atuam como professores nas redes de ensino. Os instrumentos de pesquisa a serem utilizados são: diário de bordo, questionários e entrevistas. Fundamenta-se teoricamente a partir de Kenski (2012), Oliveira (2010), Duval (2003), Borba e Penteado (2001), e Zanette, et al., (2012). Espera-se como resultado e contribuição da pesquisa, compreender como ocorre o movimento de inserção das tecnologias digitais em sala de aula, além de verificar quais inovações das práticas pedagógicas são relevantes para a melhoria do processo de ensino e aprendizagem, na perspectiva do professor de Matemática. Parte-se do pressuposto que, o uso de RED e REAs poderá contribuir na identificação de melhores práticas e na melhoria do ensino e aprendizagem nesta área.Palavras-chave: Educação Matemática, Tecnologias Digitais, Recursos Educacionais Abertos, Docência

Unpleasant olfactory and gustatory stimuli increase pain unpleasantness in patients with chronic oral burning pain: an exploratory study
Background: Despite mounting evidence for the powerful influence of smell and taste substances in experimental pain, our knowledge of their effects in the clinical context is scarce, especially for patients with chronic oral burning pain. To fill this gap, we investigated the effect of olfactory and gustatory stimuli on pain perception in patients with chronic oral burning pain, a disabling condition that is difficult to manage and treat. Methods: Twenty-two patients with chronic oral burning pain underwent testing with a variety of olfactory and gustatory substances (pleasant, neutral, unpleasant) in multisensory interaction. The order of testing was randomized. Perception of pain intensity and unpleasantness was evaluated on a numerical rating scale at baseline and immediately after each test trial. Results: Pain unpleasantness but not pain intensity was found to be modulated by chemosensory stimuli. Unpleasant olfactory and gustatory stimuli increased the perception of pain unpleasantness compared to pleasant and neutral stimuli. Pain unpleasantness after unpleasant olfactory and gustatory stimuli correlated with psychological questionnaire subscale scores for distress (CORE-OM) and emotional awareness (TAS-20). Conclusions: Our findings suggest a role of unpleasant chemosensory stimuli in increasing the perception of pain unpleasantness in patients with chronic oral burning. The lack of an effect on pain intensity indicates a dissociation between sensory and affective pain components. Future research is needed to further study the association between chemosensory stimuli and emotional and subjective aspects in modulating chronic oral burning pain
