    GRAPE - A Balloon-Borne Gamma-Ray Polarimeter Experiment

    This paper reviews the development status of GRAPE (the Gamma-Ray Polarimeter Experiment), a hard X-ray Compton Polarimeter. The purpose of GRAPE is to measure the polarization of hard X-rays in the 50-300 keV energy range. We are particularly interested in X-rays that are emitted from solar flares and gamma-ray bursts (GRBs), although GRAPE could also be employed in the study of other astrophysical sources. Accurately measuring the polarization of the emitted radiation will lead to a better understating of both emission mechanisms and source geometries. The GRAPE design consists of an array of plastic scintillators surrounding a central high-Z crystal scintillator. The azimuthal distribution of photon scatters from the plastic array into the central calorimeter provides a measure of the polarization fraction and polarization angle of the incident radiation. The design of the detector provides sensitivity over a large field-of-view (>pi steradian). The design facilitates the fabrication of large area arrays with minimal deadspace.     Mimicking state diplomacy: The legitimizing strategies of unofficial diplomacies

    Diplomacy and recognition play central roles in the conventional conferral of state legitimacy and functioning of the inter-state system. In broadening the diplomatic frame by stepping outside the conventional state-system, this paper brings a poststructuralist and performative toolkit to mimetic diplomatic practices. Adapting Bhabha’s notion of mimicry to diplomatic discourse, it demonstrates how non-state diplomacies draw on, mimic and intervene in the realm of formal political action in ways which both promote ‘official’ state diplomacy as an ideal and dilute its distinction from other, ‘unofficial’ diplomacies. In thereby examining the enactment of international diplomacy in unexpected spaces, this paper brings together three empirical studies: a Government-in-Exile, a religious community and micropatrias (self-declared parodic nations). In each of these cases, attention focuses on: discourses of recognition; sovereignty and legitimacy; the diplomatic relationships fostered and institutions of diplomacy constructed; and the strategic position of such diplomacy vis-à-vis the conventional state-system. Unpacking the relationship between legitimacy, recognition and diplomacy and exploring the tension between state-centric and non-state diplomatic practices, this paper foregrounds the points of connection between the official and the unofficial. As a result, this paper expands the analytical gaze of diplomacy studies while incorporating lessons from the margins into our understandings of legitimacy, recognition, statecraft and sovereignty

    What is already known about this subjectRates of childhood obesity have increased since the mid-1970s. Research into behavioural determinants has focused on physical inactivity and unhealthy diets. Cross-sectional studies indicate an association between psychological stress experienced by parents and obesity in pre-adolescents.What this study addsWe provide evidence of a prospective association between parental psychological stress and increased weight gain in pre-adolescents. Family-level support for those experiencing chronic stress might help promote healthy diet and exercise behaviours in children.ObjectiveWe examined the impact of parental psychological stress on body mass index (BMI) in pre-adolescent children over 4 years of follow-up.MethodsWe included 4078 children aged 5-10 years (90% were between 5.5 and 7.5 years) at study entry (2002-2003) in the Children's Health Study, a prospective cohort study in southern California. A multi-level linear model simultaneously examined the effect of parental stress at study entry on the attained BMI at age 10 and the slope of change across annual measures of BMI during follow-up, controlled for the child's age and sex. BMI was calculated based on objective measurements of height and weight by trained technicians following a standardized procedure.ResultsA two standard deviation increase in parental stress at study entry was associated with an increase in predicted BMI attained by age 10 of 0.287 kg m(-2) (95% confidence interval 0.016-0.558; a 2% increase at this age for a participant of average attained BMI). The same increase in parental stress was also associated with an increased trajectory of weight gain over follow-up, with the slope of change in BMI increased by 0.054 kg m(-2) (95% confidence interval 0.007-0.100; a 7% increase in the slope of change for a participant of average BMI trajectory).ConclusionsWe prospectively demonstrated a small effect of parental stress on BMI at age 10 and weight gain earlier in life than reported previously. Interventions to address the burden of childhood obesity should address the role of parental stress in children

    Radiation Damage and Activation from Proton Irradiation of Advanced Scintillators

    We present results from a proton accelerator beam test to measure radiation damage and activation in advanced scintillator materials. Samples of LaBr3:Ce and LaCl3:Ce were exposed to protons from 40-250 MeV at the Proton Irradiation Facility of the Paul Scherrer Institute in Switzerland. Twelve energy bands were used to simulate the spectrum of the South Atlantic Anomaly (SAA), with different samples exposed to the equivalent of 4 months, 1 year, and 5 years of SAA passage. No significant decrease in light output was found due to radiation damage, indicating that these new scintillator materials are radiation tolerant. High-resolution spectra of the samples were obtained before and after irradiation with a Germanium spectrometer to study activation. We present a detailed analysis of these spectra and a discussion of the suitability of these scintillator materials for detectors in future space missions

    Exploring the uptake and application of electronic procurement to central and local government

    In recent years, the private sector has witnessed a surge of interest in the potential of the Internet as a medium for managing procurement and purchasing. As a result, many commercial organisations have already reported very significant benefits. Some governmental agencies have also recognised the potential benefits of e-procurement, but relatively little progress has been made towards its wider adoption, within the public sector. The research presented in this paper attempts to help remedy this situation by presenting and empirically testing an embryonic e-procurement adoption model, for use in the public sector. The model has been derived from the extant literature, and draws heavily on institutional theory, and the testing of the model has been accomplished using the detailed case study of a UK-based governmental department

    Seasonal variations of glaciochemical, isotopic and stratigraphic properties in Siple Dome (Antarctica) surface snow

    Six snow-pit records recovered from Siple Dome, West Antarctica, during 1994 are used to study seasonal variations in chemical (major ion and H202), isotopic (deuterium) and physical stratigraphic properties during the 1988-94 period. Comparison of δD measurements and satellite-derived brightness temperature for the Siple Dome area suggests that most seasonal SD maxima occur within ±4 weeks of each 1 January. Several other chemical species (H2O2, non-sea-salt (nss) SO4 2-, methanesulfonic acid and NO3-) show coeval peaks with SD, together providing an accurate method for identifying summer accumulation. Sea-salt-derived species generally peak during winter/spring, but episodic input is noted throughout some years. No reliable seasonal signal is identified in species with continental sources (nssCa2+ nss Mg2+), NH4 + or nssCl-. Visible strata such as large depth-hoar layers (\u3e5 cm) are associated with summer accumulation and its metamorphosis, but smaller hoar layers and crusts are more difficult to interpret. A multi-parameter approach is found to provide the most accurate dating of these snow-pit records, and is used to determine annual layer thicknesses at each site Significant spatial accumulation variability exists on an annual basis, but mean accumulation in the sampled 10 km2 grid for the 1988-94 period is fairly uniform
