Geometric back-reaction in pre-inflation from relativistic quantum geometry
The pre-inflationary evolution of the universe describes the beginning of the
expansion from a static initial state, such that the Hubble parameter is
initially zero, but increases to an asymptotic constant value, in which it
could achieve a de Sitter (inflationary) expansion. The expansion is driven by
a background phantom field. The back-reaction effects at this moment should
describe vacuum geometrical excitations, which are studied with detail in this
work using Relativistic Quantum Geometry.Comment: improved versio
Charged and electromagnetic fields from relativistic quantum geometry
In the Relativistic Quantum Geometry (RQG) formalism recently introduced, was
explored the possibility that the variation of the tensor metric can be done in
a Weylian integrable manifold using a geometric displacement, from a Riemannian
to a Weylian integrable manifold, described by the dynamics of an auxiliary
geometrical scalar field , in order that the Einstein tensor (and the
Einstein equations) can be represented on a Weyl-like manifold. In this
framework we study jointly the dynamics of electromagnetic fields produced by
quantum complex vector fields, which describes charges without charges. We
demonstrate that complex fields act as a source of tetra-vector fields which

Implementing a subnational results-oriented management and budgeting system. Lessons from Medellín, Colombia.
"The purpose of this paper is to describe the budget process reform implemented in Medellín, and to analyze its actual performance and evaluate its success. The reform is changing the way public resources are allocated and executed, while gradually institutionalizing supply and demand-side practices beyond the government´s political cycles.This paper describes and analyzes how the RoB was designed and implemented, and the achievements of the system to date, in terms of resource allocation and the policy-making process. The following section describes the context of Medellín: political and economic trends, and the objectives of the budget reform. The third section presents the state of the budget process in Medellín as it was diagnosed before implementation. Section four describes the implementation process of the system, and section five addresses its major achievements. A final section includes some policy recommendations, which can be divided into two parts: (i) recommendations for consolidating the system as a main support tool of a RoM approach, and (ii) recommendations for replicating the system in other municipalities and subnational governments".Budget process reform, Budget reform, Medellín, Colombia
Covariant canonical formalism for four-dimensional BF theory
The covariant canonical formalism for four-dimensional BF theory is
performed. The aim of the paper is to understand in the context of the
covariant canonical formalism both the reducibility that some first class
constraints have in Dirac's canonical analysis and also the role that
topological terms play. The analysis includes also the cases when both a
cosmological constant and the second Chern character are added to the pure BF
action. In the case of the BF theory supplemented with the second Chern
character, the presymplectic 3-form is different to the one of the BF theory in
spite of the fact both theories have the same equations of motion while on the
space of solutions they both agree to each other. Moreover, the analysis of the
degenerate directions shows some differences between diffeomorphisms and

A causal model for a closed universe
We study a closed model of a universe filled with viscous fluid and
quintessence matter components. The dynamical equations imply that the universe
might look like an accelerated flat Friedmann-Robertson-Walker (FRW) universe
at low redshift. We consider here dissipative processes which obey a causal
thermodynamics. Here, we account for the entropy production via causal

Thermodynamical properties of metric fluctuations during inflation
I study a thermodynamical approach to scalar metric perturbations during the
inflationary stage. In the power-law expanding universe here studied, I find a
negative heat capacity as a manifestation of superexponential growing for the
number of states in super Hubble scales. The power spectrum depends on the

Ionospheric response to the 2009 sudden stratospheric warming over the equatorial, low, and middle latitudes in the South American sector
The present study investigates the ionospheric total electron content (TEC) and F-layer response in the Southern Hemisphere equatorial, low, and middle latitudes due to major sudden stratospheric warming (SSW) event, which took place during January-February 2009 in the Northern Hemisphere. In this study, using 17 ground-based dual frequency GPS stations and two ionosonde stations spanning latitudes from 2.8°N to 53.8°S, longitudes from 36.7°W to 67.8°W over the South American sector, it is observed that the ionosphere was significantly disturbed by the SSW event from the equator to the midlatitudes. During day of year 26 and 27 at 14:00 UT, the TEC was two times larger than that observed during average quiet days. The vertical TEC at all 17 GPS and two ionosonde stations shows significant deviations lasting for several days after the SSW temperature peak. Using one GPS station located at Rio Grande (53.8°S, 67.8°W, midlatitude South America sector), it is reported for the first time that the midlatitude in the Southern Hemisphere was disturbed by the SSW event in the Northern Hemisphere.Fil: Fagundes, P.
