    Digital transformation in Morocco: Challenges and perspectives

    In the public administration, the adoption of digital transformation of processes and services is becoming more widespread, and its implementation requires significant resources to address the strategic, financial, and human challenges. The slow and dependent digital transformation is mostly reliant on organizational culture and the acceptance of the many actors for the adoption of digital procedures. Since the 1990s, the Moroccan government has launched several strategies and initiatives related to the digital transformation of public administration. In contrast to the expectations of the administration, the nation has experienced a gap in the effectiveness of the reforms. International e-government indicators showed that Morocco rose from 82 in 2014 to 110 in 2018, and then it gained four places in 2020. With the COVID-19 health crisis, it turned out that the digital transformation of public administration is becoming more than ever a necessity of the first order, with the aim of improving user access to public services. This article introduces the various efforts made by the Kingdom of Morocco in terms of digital transformation, then presents various weaknesses associated with the results of this project, and finally gives some indications through new references. The new perspective of digital transformation mainly focused on new management of digitizing policy, training of professional human resources, and generalization of access to digital infrastructure.info:eu-repo/semantics/publishedVersio

    Quantum simulation of spin ordering with nuclear spins in a solid state lattice

    An experiment demonstrating the quantum simulation of a spin-lattice Hamiltonian is proposed. Dipolar interactions between nuclear spins in a solid state lattice can be modulated by rapid radio-frequency pulses. In this way, the effective Hamiltonian of the system can be brought to the form of an antiferromagnetic Heisenberg model with long range interactions. Using a semiconducting material with strong optical properties such as InP, cooling of nuclear spins could be achieved by means of optical pumping. An additional cooling stage is provided by adiabatic demagnetization in the rotating frame (ADRF) down to a nuclear spin temperature at which we expect a phase transition from a paramagnetic to antiferromagnetic phase. This phase transition could be observed by probing the magnetic susceptibility of the spin-lattice. Our calculations suggest that employing current optical pumping technology, observation of this phase transition is within experimental reach.Comment: 11 pages, 3 figues; Published versio

    PHARMACOGNOSTIC AND PHYTOCHEMICAL EVALUATION OF TREMA ORIENTALIS LEAF

    Trema orientalis (Ulmaceae) is native to India. This tree species has been of interest to researchers because it is a medicinal plant employed in the Indian indigenous system of medicine. Pharmacognostic standardization, physic-chemical evaluation of the leafs of Trema orientalis was carried out to determine its macro-and micro-scopical characters and also some insoluble ash and sulphated ash values, alcohol-and water-soluble extractive values were determined for phytochemical evaluations. Preliminary phytochemical screening was also done to detect different phytoconstituents. Microscopically, Leaf showed trichomes, Lamina, midrib regions, stomata and calcium oxalate crystals. Powder microscopy showed mesophyll region, abundant xylem vessels with annular thickenings and xylem vessels, Unicellular, multiseriate covering trichomes and glandular trichomes, Rosette and prism shape calcium oxalate crystals, Anomocytic stomata. Total ash was approximately two times and four times more than acid insoluble and water soluble as, respectively Ethanol soluble extractive was approximately two times higher than water soluble extractive. TLC of petroleum ether and ethanol extract showed five spots using Hexane: Ethyl acetate (12:4) and four spot using Choloroform: Ethyl acetate (5:4). Phytochemically, root exhibited phytosterols, Flavanoids, Tannin and phenolic compounds

    Clinical characteristics and management of cancer-associated acute venous thromboembolism: findings from the MASTER Registry.

    Background: Clinical characteristics and management of acute deep vein thrombosis and pulmonary embolism (PE) have been reported to be different in patients with and without cancer. The aim of this paper was to provide information on clinical characteristics and management of acute venous thromboembolism in patients with cancer by means of a large prospective registry. Design and Methods: MASTER is a multicenter registry of consecutively recruited patients with symptomatic, objectively confirmed, acute venous thromboembolism. Information about clinical characteristics and management was collected by an electronic data network at the time of the index event. Results: A total of 2119 patients were enrolled, of whom 424 (20%) had cancer. The incidence of bilateral lower limb deep vein thrombosis was significantly higher in patients with cancer than in patients without cancer (8.5% versus 4.6%; p<0.01), as were the rates of iliocaval thombosis (22.6% versus 14%; p<0.001), and upper limb deep vein thrombosis (9.9% versus 4.8%; p<0.001). Major bleeding (3.3% versus 1.1%; p=0.001), in-hospital treatment (73.3% versus 66.6%; p=0.02) and inferior vena cava filter implantation (7.3% versus 4.1%; p=0.005) were significantly more frequent in patients with cancer, in whom oral anticoagulants were less often used (64.2% versus 82%; p<0.0001). Conclusions: The clinical presentation of acute venous thromboembolism is different and often more extensive in cancer patients than in patients free from malignancy. Moreover, the management of the acute phase of venous thromboembolism is more problematic in cancer patients, especially because of a higher rate of major bleeding and the need for implantation of inferior vena cava filters

    Canada\u27s assisted human reproduction act: Pragmatic reforms in support of research

    Canada\u27s Assisted Human Reproduction Act is long overdue for Parliamentary review. We argue that the current regulation of research using human reproductive materials is not proportionate, not responsive to the uncertain threats posed to human and environmental health and safety, and is not considerate of diverse values in a democratic society. We propose tailored regulatory carve-outs for in vitro research for currently prohibited activities, such as gene editing, and for the exercise of Ministerial Discretion for access by Canadians to experimental in vivo interventions that are currently prohibited, such as mitochondrial replacement therapy. Our recommendations are bounded by constitutional constraints that recognize political and practical challenges in keeping oversight of this research under Federal jurisdiction, whether conducted in academic or private sectors. The proposed nuanced regulatory scheme should be overseen by a new national Agency, modeled on a blend of the Canadian Stem Cell Oversight Committee and Assisted Human Reproduction Canada

    Efficiency of free energy calculations of spin lattices by spectral quantum algorithms

    Quantum algorithms are well-suited to calculate estimates of the energy spectra for spin lattice systems. These algorithms are based on the efficient calculation of the discrete Fourier components of the density of states. The efficiency of these algorithms in calculating the free energy per spin of general spin lattices to bounded error is examined. We find that the number of Fourier components required to bound the error in the free energy due to the broadening of the density of states scales polynomially with the number of spins in the lattice. However, the precision with which the Fourier components must be calculated is found to be an exponential function of the system size.Comment: 9 pages, 4 figures; corrected typographical and minor mathematical error

    Ancient DNA sheds light on the genetic origins of early Iron Age Philistines

    The ancient Mediterranean port city of Ashkelon, identified as “}Philistine{”} during the Iron Age, underwent a marked cultural change between the Late Bronze and the early Iron Age. It has been long debated whether this change was driven by a substantial movement of people, possibly linked to a larger migration of the so-called {“}Sea Peoples.{” Here, we report genome-wide data of 10 Bronze and Iron Age individuals from Ashkelon. We find that the early Iron Age population was genetically distinct due to a European-related admixture. This genetic signal is no longer detectible in the later Iron Age population. Our results support that a migration event occurred during the Bronze to Iron Age transition in Ashkelon but did not leave a long-lasting genetic signature

    Poly(2-oxazoline)-magnetite NanoFerrogels: Magnetic field responsive theranostic platform for cancer drug delivery and imaging

    Combining diagnosis and treatment approaches in one entity is the goal of theranostics for cancer therapy. Magnetic nanoparticles have been extensively used as contrast agents for nuclear magnetic resonance imaging as well as drug carriers and remote actuation agents. Poly(2-oxazoline)-based polymeric micelles which have been shown to efficiently solubilize hydrophobic drugs and drug combinations, have high loading capacity (above 40% w/w) for paclitaxel. In this study, we report the development of novel theranostic system, NanoFerrogels, which is designed to capitalize on the magnetic nanoparticle properties as imaging agents and the poly(2-oxazoline)-based micelles as drug loading compartment. We developed six formulations with magnetic nanoparticle content of 0.3~12 % (w/w), with the z-average sizes of 85–130 nm and ξ-potential of 2.7–28.3 mV. The release profiles of paclitaxel from NanoFerrogels were notably dependent on the degree of dopamine grafting on poly(2-oxazoline)-based micelles. Paclitaxel loaded NanoFerrogels showed efficacy against three breast cancer lines which was comparable to free paclitaxel. They also showed improved tumor and lymph node accumulation and signal reduction in vivo (2.7% in tumor; 8.5% in lymph node) compared to clinically approved imaging agent ferumoxytol (FERAHEME®) 24 hours after administration. NanoFerrogels responded to super-low frequency alternating current magnetic field (50 kA m−1, 50 Hz) which accelerated drug release from paclitaxel-loaded NanoFerrogels or caused death of cells loaded with NanoFerrogels. These proof-of-concept experiments demonstrate that NanoFerrogels have potential as remotely actuated theranostic platform for cancer diagnosis and treatment
