Viewing from the reality that is happening in the bureaucracy in Indonesia, the image of public service which seems slow and cumbersome continues to be a particular concern in the bureaucratic reform program. It is closely linked to the conditions that occur in the service of licenses. BPPT and PM Salatiga is one of public service providers engaged in the licensing and investment sector. BPPT and PM Salatiga are apparently not capable to provide public services well. It is evidenced by the number of complaints from the public, not achieving the targets in the SPM, and there are still people who do not feel satisfied with the services provided. The purpose of this research is to describe the performance of public service providers in the BPPT and PM Salatiga and identify factors driving and inhibiting the performance of BPPT and PM Salatiga. This research uses descriptive type with qualitative approach. Data collection techniques used on this research is observation, interviews, documentation and triangulation. The results of this research indicate that the performance of public service providers in the BPPT and PM Salatiga is still needed to be increased. The indicators that are considered to be improved are the indicators of standard service, notice of service, complaint management and Public Service Information System (PSIS). Therefore, it is recommended to add training for employees, publish notice of service, provide a complaints management officer, implement the updating data and information related with the service held, and reactivate the website owned by BPPT and PM Salatiga
Implementasi Kebijakan Kawasan Tanpa Rokok Di Puskesmas Pandanaran Kota Semarang
Dalam rangka upaya membatasi aktivitas merokok seseorang di Kota Semarang maka Pemerintah Kota Semarang mengeluarkan Peraturan Daerah Kota Semarang nomor 3 tahun 2013 tentang Kawasan Tanpa Rokok. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi Kebijakan Kawasan Tanpa Rokok di Puskesmas Pandanaran Kota Semarang dan aspek-aspek penghambat implementasi Kebijakan Kawasan Tanpa Rokok di Puskesmas Pandanaran Kota Semarang. Penelitian ini menggunakan metode kualitatif deskriptif. Data dalam penelitian ini diperoleh dari hasil wawancara dan dokumentasi.Hasil dari penelitian ini menunjukkan bahwa implementasi Kebijakan Kawasan Tanpa Rokok di Puskesmas Pandanaran Kota Semarang cukup baik namun masih ada beberapa kekurangan. Pada aspek komunikasi masih ada masyarakat yang kurang memahami batasan dalam wilayah Kawasan Tanpa Rokok. Dalam aspek sumberdaya Puskesmas Pandanaran memiliki kekurangan dalam tenaga keamanan dan tidak adanya dana yang dikeluarkan untuk Kawasan Tanpa Rokok. Pada aspek disposisi sikap banyak pegawai yang melakukan tugasnya secara ganda untuk menutupi kekosongan yang ada. Kemudian, aspek Perubahan perilaku, setiap orang membutuhkan waktu untuk berubah dan terbiasa dengan adanya Kawasan Tanpa Rokok.Kesimpulan dari penelitian ini adalah implementasi kebijakan Kawasan Tanpa Rokok tidak dapat berjalan dengan baik karena beberapa aspek penghambat, yaitu komunikasi, sumberdaya, disposisi sikap dan Perubahan perilaku. Saran yang diberikan adalah perlu adanya penambahan pegawai terutama pada tenaga keamanan serta tingkat kemampuan dan ketegasan pegawai. Kemudian segera menyediakan media sosialisasi melalui video promosi dan informasi kesehatan secara periodik tentang Kawasan Tanpa Rokok di Puskesmas Pandanaran Kota Semarang agar masyarakat dapat cepat mengerti tentang Kawasan Tanpa Rokok
Evaluasi Pelaksanaan Kebijakan Undang-undang Nomor 22 Tahun 2009 Tentang Lalu Lintas Dan Angkutan Jalan Dalam Penggunaan Helm Berstandar Sni Di Kota Semarang
Policy Legislation Number 22 Year 2009 regarding Traffic and Transportation in the Application of Standards SNI Helmet in Semarang is one of the government\u27s efforts to cope with the level of accidents that occur due to the use of helmets. The focus and main objectives of this policy are Indonesian citizens without being limited lifespan. Evaluation of this policy to see the results, driving and inhibiting factors in the implementation of the policy by using the policy evaluation indicators by William Dunn, namely: effectiveness, adequacy, responsiveness and appropriateness. Evaluation of Policy Implementation Legislation Number 22 Year 2009 regarding Traffic and Transportation In The Application of Standard SNI Helmet in Semarang in the indicators of the evaluation, two of them still considered the maximum that is based on the adequacy and responsiveness, while the assessment is good in the evaluation indicators effectiveness and appropriateness. Obstacles to Implementation of Standards SNI Helmet in Semarang is the lack of knowledge and understanding of the usefulness of the helmet. Other inhibiting factors in the program are given the uneven dissemination throughout the community. The results showed that the application of Standards SNI Helmet in Semarang is not maximized. The recommendation to the program like socializing more evenly, better understanding of the use of safety helmets, clarified and reinforced sanctions
Implementasi Program Car Free Day Di Kota Semarang
The problems such as lack of public awareness of the city of Semarang on the environment particularly concerning air pollution and lack of public participation in in the program Car Free Day would be a background of this research. This research was meant to find out how the implementation of the program Car Free Day in the town of Semarang and knowing factor - factor thruster and inhibitors in the program Car Free Day. This research using methods research qualitative descriptive. The subjects in this study consisted of six ( 6 ) informant main. The results showed that the implementation of the programme of Car Free Day in the city of Semarang have yet to demonstrate the effective implementation. The success of the goals enshrined in the rules of the Mayor of Semarang number 22 year 2011 free days on the implementation of the motor vehicle has not been fully achieved, Car Free Day programs that aim to restore the quality of the air in fact only recently able to reduce air pollution. The participation of the community in Semarang city are still without wind in the implementation of the program should be Car Free Day could be more enthusiastic and regularly follow this activity so that an open space for the public this is true can actually manifest properly. Based on these conclusions, the researchers recommend to the executing program Car Free Day this need high commitment and support from the Government as well as society Semarang city, especially the parties involved to implement the program of Car Free Day an ongoing basis in order to achieve the purpose of which is to restore the quality of the air in Semarang city
A model of an expanding giant that swallowed planets for the eruption of V838 Monocerotis
In early 2002 V838 Monocerotis had an extraordinary outburst whose nature is
still unclear. The optical light curve showed at least three peaks and imaging
revealed a light echo around the object - evidence for a dust shell which was
emitted several thousand years ago and now reflecting light from the eruption.
Spectral analysis suggests that the object was relatively cold throughout the
event, which was characterized by an expansion to extremely large radii. We
show that the three peaks in the light curve have a similar shape and thus it
seems likely that a certain phenomenon was three times repeated. Our suggestion
that the outburst was caused by the expansion of a red giant, followed by the
successive swallowing of three relatively massive planets in close orbits,
supplies a simple explanation to all observed peculiarities of this intriguing

School Operational Assistance Program (BOS) is a very important program to support education funding. This study aims to determine the BOS program implementation and to identify factors that support or hinder the implementation. This study uses a descriptive qualitative method. Data collection is done by documentation and interview with a number of informants. Data analysis is implemented through data reduction, data presentation, and verification.Phenomenon is approached by a model study of public policy implementation by George Edward III in which the factors that support and hinder the implementation are; communication, resources, disposition, and bureaucratic structure. There are factors that support and hinder the implementation of BOS in Semarang. This is due to the unfavorable socialization, the lack resources and the lack of competence to handle the policy. A Benchmark of GW Methods for Azabenzenes: Is the GW Approximation Good Enough?
Many-body perturbation theory in the GW approximation is a useful method for
describing electronic properties associated with charged excitations. A
hierarchy of GW methods exists, starting from non-self-consistent G0W0, through
partial self-consistency in the eigenvalues (ev-scGW) and in the Green function
(scGW0), to fully self-consistent GW (scGW). Here, we assess the performance of
these methods for benzene, pyridine, and the diazines. The quasiparticle
spectra are compared to photoemission spectroscopy (PES) experiments with
respect to all measured particle removal energies and the ordering of the
frontier orbitals. We find that the accuracy of the calculated spectra does not
match the expectations based on their level of self-consistency. In particular,
for certain starting points G0W0 and scGW0 provide spectra in better agreement
with the PES than scGW
