Jihadist Foreign Terrorist Fighters : Contemporary Threats and Challenges in East Central Europe

This paper deals with the phenomenon of Jihadist foreign terrorist fighters from the perspective of East Central European countries. Over the past decade, the term ‘foreign terrorist fighter’ has become established in scholarly literature, international law and the popular consciousness. Today, Jihadist foreign terrorist fighters are closely watched globally for the security threat they pose. Although the greatest danger in Europe is seen to be to nations in the west, several cases in East Central Europe – involving terrorists travelling through the region and attempting to radicalise local jihadists – have led Poland, Hungary, Slovakia and the Czech Republic to adopt important legislation to eliminate this threat.Článek se zabývá fenoménem džihádistických zahraničních teroristických bojovníků z perspektivy zemí středovýchodní Evropy. V odborné literatuře i v mezinárodním právu se pojem „zahraniční teroristický bojovník etabloval“ v posledním desetiletí. V současnosti jsou v globálním rámci sledovanou entitou džihádističtí zahraniční terorističtí bojovníci. Představují bezpečnostní hrozbu i pro země Visegrádské skupiny, a to jak z hlediska cestování přes jejich území, tak i z hlediska radikalizace domácích džihádistů. Několik dosavadních případů v zemích středovýchodní Evropy však zatím nepředstavuje tak závažnou hrozbu, jakou je tento fenomén v západní Evropě. Nicméně Polsko, Maďarsko, Slovensko i Česká republika přijaly důležitá legislativní opatření k eliminaci této hrozby

Russian Disinformation Threat : Comparative Case Study of Czech and Slovak Approaches

This comparative case analysis focuses on the approaches of the Czech and Slovak governments to Russian disinformation activities, with particular attention to the securitization of the threat. The paper argues that the extent of energy relations with Russia plays an important role in the securitization of the threat posed by the said state. It employs a rational model of policy-making to better understand the rationale for the decisions of the actors leading to the different approaches taken by the governments of the examined states. The analysis shows that while the Czech approach seems to be driven mostly by security interests, in Slovakia, the economic goals are of primary importance, with the primary factor being the importance of energy relations with Russia. The Czech approach is considered as an appropriate one in this paper, as it allows for more objective threat assessment and consequently better preparedness and resilience, whereas a rather pragmatic approach of Slovakia leads to increasing vulnerability of disinformation activities

Protiteroristická politika Evropské unie

Boj proti terorismu je jednou z priorit bezpečnostní politiky České republiky i Evropské unie. ES/EU budovala svou protiteroristickou politiku od poloviny 70. let (TREVI). Maastrichtská smlouva a jiné důležité evropské smlouvy (Amsterdamská smlouva, Smlouva z Nice) zahrnovaly protiteroristické nástroje hlavně do třetího pilíře (vnitřní bezpečnost), ale také do druhého pilíře (zahraniční a bezpečnostní politika) a prvního pilíře (financování terorismu). Některé protiteroristické nástroje a dokumenty byly kritizovány ze strany různých subjektů (např. lidskoprávní nevládní organizace). Evropská bezpečnostní politika se v EU diskutuje často, protože některé členské státy ve "válce proti terorismu" upřednostňují úzkou spolupráci s USA, zatímco jiné státy podporují autonomní evropskou cestu

This article analyses and compares the different territorial conceptions of the extreme right in Eastern Europe and their political impact, with a view to explaining how important the historical legacy of the supposed territorial and border claims and injustices is for the identity of the extreme right (or their parts) in contemporary Eastern Europe. Text se zabývá rámcem pro analýzu využití sportu v pravicově extremistickém prostředí. Analyzuje situaci v extremistických politických režimech i subverzivních hnutích v různých historických obdobích, především ve středoevropském kontextu. Za hlavní oblasti přitom identifikuje posilování identity organizací a hnutí, propagandu idejí a představitelů, infiltraci do občanské společnosti a mocenských struktur, přípravu na násilné působení, krytí jiných aktivit a útoky na protivníky.This paper deals with framework for analysing sport in the right-wing extremist environment. It analyses the situation in extremist regimes and in subversive movements in various historical periods, mostly in the context of Central European. The main areas identify the strengthening of the identity of organisations and movements, propaganda of ideas and representatives, infiltration in the civil society and power-structures, preparation of violent activities, cover-activities and attacks against opponents

Extreme Left Terrorism in Contemporary Europe: from “Communist Combatant Parties” to Militant Campaigns?

The aim of this paper is to analyze the strategy and tactics of the of extreme left terrorism in Europe. Traditional red terrorist organizations (combatant communist parties like the RAF, the RB etc.) have been replaced by small militant groups, by violent militancy campaigns, by anti-globalist violence or by “single-issue” terrorism. The militant extreme left may itself be both a direct and indirect ally to other forms of terrorism, including Islamist terrorism.The aim of this paper is to analyze the strategy and tactics of the of extreme left terrorism in Europe. „Znalci na extremismus“: sociální vědy ve službách vnitřní bezpečnosti?

Základním výzkumným cílem článku je objasnit příčiny a důsledky zapojení některých sociálních vědců do procesu dokazování v oblasti protiextremistického působení práva. Výzkumná otázka zní: jakým způsobem došlo k relativně silnému zapojení některých sociálních vědců do protiextremistického působení v ČR a jakým způsobem bylo toto zapojení vnímáno ve veřejné sféře? Článek je pojat jako kvalitativní studie, která využívá analýzy veřejné politiky, historické metody a srovnávacího přístupu. V části o právních předpokladech budou využity i metody právní analýzy, ale článek je dominantně psán ze sociálněvědní perspektivy a neobsahuje komplexní zpracování právní úpravy soudního znalectví a její soudní praxe. Autor vychází především z primárních pramenů, kterými jsou úřední dokumenty z resortů vnitra a spravedlnosti, dále pak soudní rozsudky a další rozhodnutí orgánů činných v trestním řízení. V článku bude primárně věnována pozornost využití politologie a příbuzných oborů

Komparace zákonů o zahraničních agentech: případ USA a RF

Článek se zabývá zákonem o tzv. zahraničních agentech v Ruské federaci. Zákon je srovnáván s americkým zákonem FARA prostřednictvím přístupu „the most different”. Z výstupu komparace vyplývá, že jsou oba zákony jsou v praxi diametrálně odlišné, přičemž ruská verze je používána k politickému tlaku, stigmatizaci a odvetným reakcím
