Le terme de développement implique une modification structurelle, où celui de durabilité suppose une continuité dans l'utilisation des ressources.     The Pitfalls of Sustainability Policies: Insights into Plural Sustainabilities

    A lot can be learned from the numerous pitfalls of sustainable development implementation: they outline how collective representation, short term interests and balance of power can undermine sustainability. For instance, the usefulness of global institutions in dealing with sustainable development is questionable as most are skewed toward the interests and perceptions of developed countries. The notion of sustainable development itself induces a profound cleavage between academic authors and the actors of its implementation, some of whom confuse it with sustainable growth (which favors spatial equity), whilst the others with environment management (which favors intergenerational equity). This polarization is a real problem, since originally, "Our Common Future" report promotes an inclusive approach, able to cope with both equities simultaneously. Finally, if there are obligations toward future generations, there are also obligations toward the current generation. The key issue for effective sustainability policies should be making them acceptable to everyone by including the expectations of local societies and communities. As a matter of consequence, universal solutions do not exist. They would not meet the specificities of local circumstances. The traditional prescriptive sustainable development model should give way to flexible plural sustainabilities. Singular, top-down, global-to-local approaches to sustainable development should be substituted for multiple sustainabilities

    Sustainability Science in the Light of Urban Planning

    The purpose of this article is to demonstrate that, as part of its mission, sustainability science can change the way planners engage with urban problems on three points: First, that effective standard planning is an illusion, and the crucial task for urban planners should be considering—on a place-based rationale—the long-term consequences of decisions, policies and, technology change. Second,how it is necessary to develop collaborative planning and co-production of knowledge. Third, to build effective actions on the basis of collaborative planning, it is crucial to take first into account how the population and the institutions respond to and resist change. Conversely, this paper shows that urban planning is also a breeding ground for consolidating the theoretical framework of sustainability science, considering that cities can be seen as paragons of both socio-ecological systems and complex adaptive systems—a position that is discussed throughout the article. Bringing sustainability science and urban planning in closer dialogue with each other, to exploit their potential synergies, has not been done sufficiently: It is an important gap in the academic literature that this article aims at filling

    May urban agriculture be the cornerstone that helps reconfigure more sustainable cities and if so, under which conditions? And if so, what type of urban agriculture? Such are the two issues underlying this article. Why not counteracting urban sprawl by fostering what could be called “rural sprawl”, by introducing nature and rural characteristics such as farming within the city, in its interstitial areas and wastelands? In this perspective, urban agriculture becomes a common good, bringing people together and reshaping the whole urban fabric that would eventually propose a radical remaking of the urban. Urban agriculture lends particularly well to long-lasting urban policies, especially those turning environmental “bads”—such as brownfields and wastelands—into environmental “goods” and urban amenities. Urban agriculture in interstitial abandoned urban areas may be one of cities’ main seedbeds of creative innovation.     Un enjeu important pour la mise en oeuvre de politiques d'aménagement relevant du développement est la détermination d'un référentiel lisible. Cet article fait le constat de trois questions préliminaires qui orientent le développement durable : le type de gouvernance invoquée, le type de durabilité ("faible" ou "forte") et la décision sur ce qui relève ou non des ressources naturelles. Ce qui conduit à dire qu'il n'y a pas "un" mais "des" développements durables dont les expressions en aménagement dépendent des réponses à ces trois questions qui sont autant de dilemmes. Une telle approche est une invitation à une conception transactionnelle de la relation de l'homme avec le monde. Ici, plus qu'ailleurs s'expriment les rapports de pouvoir entre les hommes pour lesquels cette matière n'est qu'un enjeu.     Sustainability and participation have become two priorities of urban policies. They are usually considered perfectly synergistic, but they are not. This chapter aims to disentangle the imbroglio of sustainability coupled with participatory processes in the theory and practice of urban planning and development. To do so, it reflects upon empirical observations in the field of public policies in France and Germany as well as on some cases on both sides of the Rhine.     Natural hazards and urban policies in Mexico City

    L’agglomération de Mexico, à plus de 2 000 mètres d’altitude, adossée à la Sierra Madre et la Cordillère Volcanique est assise sur un site accueillant mais redoutable. Il s’agit d’un des endroits les plus exposés du globe, soumis à une combinaison de risques naturels, de risques technologiques souvent mal maîtrisés dus à des industries lourdes, de nuisances, de cumul des polluants et d’un épuisement des ressources locales utilisables, tout particulièrement les ressources en eau. Après le séisme dévastateur de 1985, les acteurs de l’aménagement de Mexico tentent d’intégrer risques et durabilité dans la définition de nouvelles politiques urbaines. Mais, si les risques sont bien identifiés et des réponses sont données, leur applicabilité est quasi-nulle. Une approche normative et n’incluant pas l’ensemble de l’agglomération, mais utilisant les périphéries pour améliorer la durabilité des centres (sorte de durabilité importée à l’échelle de la métropole) explique cette situation. Comme dans le mythe de Sisyphe, acteurs locaux et nationaux tentent de faire remonter la pente au rocher du risque mais ce dernier finit toujours par redescendre ? C’est qu’en réalité le problème n’est pas le rocher. Le problème, c’est la pente, c’est-à-dire le substrat fait de représentations territoriales et d’usages de l’espace qui fondent la société mexicaine, sur laquelle roule le rocher.Mexico City is located at an altitude of over 2 000 metres where it occupies an attractive but hazardous site hemmed in by the Sierra Madre and volcanic mountain ranges.The site is one of the most disaster-prone locations in the world, threatened by a combination of natural hazards, poorly controlled technological hazards created by the city’s heavy industry, pollution – particularly air pollution and diminishing local resources, the most seriously threatened being water. Since the devastating earthquake of 1985, Mexico’s planners have attempted to address the questions of hazards and sustainability in the city’s new urban development policies. But although the various hazards have been clearly identified and appropriate responses determined, the latter have remained for the most part unimplemented. A normative approach that does not take into account the entire metropolitan area but uses the peripheral zones to improve the sustainability of central areas (a kind of imported sustainability at the metropolitan scale) explains this situation. Local and national players regularly attempt to address the many hazards to which the city is exposed but ultimately seem to make very little progress. Their situation is a little like that of Sisyphus trying to push his rock up the hill, but in this case it is not really the rock that is the problem but rather the slope. In other words, the real problem for Mexico City is the substrate composed of local representations and uses of space that underlie the very foundations of Mexican society – and on which the rock rolls
