    Implementation of Good Practices in Environmental Licensing Processes

    Publisher Copyright: © 2022 by the authors.One of the main command and control mechanisms for the environment is the environmental licensing process. However, the isolated adoption of this mechanism has not satisfactorily ensured the environmental quality of natural resources. On the other hand, an increasing number of organizations are voluntarily adhering to good environmental practices. As a result, approximating the relationship between command and control instruments (state regulation) and good practices becomes increasingly important for improving the environmental performance of organizations. Within this context, the present work proposes to evaluate how good environmental practices can strengthen and advance current environmental licensing models adopted in South America. This research consists of an exploratory case study, conducted with a qualitative approach. Several countries in South America were evaluated because of the great natural resources that the region has, as well as the European Economic Community, due to their adoption of the so-called “best available techniques” of environmental management since 1996. The results of the study indicated that voluntary adherence to international environmental management standards has evolved in the analyzed countries and that environmental agencies in South American countries could establish legal bases to consolidate the inclusion of good environmental practices in environmental licensing processes. It was also observed that some benefits could be given to organizations that implement good environmental practices, such as granting of licenses with extended terms; debureaucratization (with time gain) of administrative procedures; exemption or reduction of fees; and facilitation of financing. This study could thus support debates for the effective advancement of the current environmental licensing model. However, this hypothesis must be evaluated and consolidated through further research, carried out individually for each country analyzed.publishersversionpublishe

    Numerical Study of the Ghost-Gluon Vertex in Landau gauge

    We present a numerical study of the ghost-gluon vertex and of the corresponding renormalization function \widetilde{Z}_1(p^2) in minimal Landau gauge for SU(2) lattice gauge theory. Data were obtained for three different lattice volumes (V = 4^4, 8^4, 16^4) and for three lattice couplings \beta = 2.2, 2.3, 2.4. Gribov-copy effects have been analyzed using the so-called smeared gauge fixing. We also consider two different sets of momenta (orbits) in order to check for possible effects due to the breaking of rotational symmetry. The vertex has been evaluated at the asymmetric point (0;p,-p) in momentum-subtraction scheme. We find that \widetilde{Z}_1(p^2) is approximately constant and equal to 1, at least for momenta p > ~ 1 GeV. This constitutes a nonperturbative verification of the so-called nonrenormalization of the Landau ghost-gluon vertex.     Influence of compacting pressure on the magnetic and structural properties in Gd5Ge2.15Si1.85 alloy obtained by powder metallurgy

    The magnetocaloric effect (MCE) has been studied seeking their application in cooling systems near room temperature (domestic employ). The magnetic refrigerators work with nontoxic solids that substitute the refrigerant gases used in hermetic compressors, without relying on ozone-depleting coolants. Some alloys of Gd5(Ge xSi4-x) present the giant magnetocaloric effect (GMCE), and the Gd5Ge2Si2 alloy, announced in 1997 by Pecharsky e Gschneidner, have a first-order magneto-structural transition at the Curie Temperature (Tc = 273 K) and MCE around 30 J.(kg.K)-1, being probable their use in those cooling systems. However, when that material is sintered, it loses its initial characteristics during the powder metallurgy process. Therefore, this study will treat of the compacting pressure interferences on the structural and magnetic properties of the Gd5Ge2.15Si1.85 alloy.O denominado efeito magnetocalórico (EMC) vem sendo estudado visando sua aplicação em sistemas de refrigeração próximas à temperatura ambiente (uso doméstico). Os refrigeradores magnéticos operam com base em sólidos atóxicos que substituem os gases refrigerantes usados em compressores herméticos, como os CFC?s e HCFC?s, altamente poluentes. Algumas ligas da família Gd5(Ge xSi4-x) apresentam o efeito magnetocalórico gigante (EMCG), sendo que a liga Gd5Ge2Si2, apresentada em 1997 por Pecharsky e Gschneidner, possui transição magneto-estrutural de primeira ordem na temperatura de Curie (Tc = 273 K) e EMC por volta de 30 J.(kg.K)-1, sendo provável o seu uso nesses sistemas de refrigeração. Entretanto, quando submetida a uma pressão de compactação e posterior sinterização, o material perde suas características iniciais. Assim sendo, este estudo tratará da influência da pressão de compactação sobre as propriedades estruturais e magnéticas na liga de Gd5Ge2,15Si1,85.12512

    Universality and scaling study of the critical behavior of the two-dimensional Blume-Capel model in short-time dynamics

    In this paper we study the short-time behavior of the Blume-Capel model at the tricritical point as well as along the second order critical line. Dynamic and static exponents are estimated by exploring scaling relations for the magnetization and its moments at early stage of the dynamic evolution. Our estimates for the dynamic exponents, at the tricritical point, are z=2.215(2)z= 2.215(2) and θ=0.53(2)\theta= -0.53(2).Comment: 12 pages, 9 figure
