Assessing the impact of deliberation and information on opinion change: a quasi-experiment in public deliberation

Deliberative democracy has become fashionable for many and it has been used in some places to solve real-world policy problems. However measuring the ‘success’ of deliberative democracy is not clearly achievable. For most ‘success’ is measured in terms of opinion change, but these are only rarely measured against control groups, and in particular there is no way of knowing if the opinion change took place because of the deliberation or because of information they received through the deliberation process. Exercises in deliberation seem to represent one big treatment. But we would want to separate out the component parts of the treatment. This paper outlines the results of an experiment in which deliberation took place in a pilot Citizens’ Assembly in Ireland. As part of this we measured the impact using pre and post-test controls, including a control group given the information the CA participants received, but without the deliberation. The results of the experiment reveal that there is a deliberation effect separate to the information effect

Occurrence of the Old World bug Megacopta cribraria (Fabricius) (Heteroptera: Plataspidae) in Georgia: a serious home invader and potential legume pest

Specimens of Megacopta cribraria (Fabricius) were collected in northern Georgia in late October 2009, where they were invading homes in large numbers. This is the first known occurrence of this species and the family Plataspidae in the New World. Megacopta cribraria was previously known from Asia and Australia. A key is provided to separate Plataspidae from other families of Pentatomoidea in America North of Mexico. A diagnosis and figures are provided to facilitate recognition of M. cribraria. Reported host plants and other aspects of the biology of this species are reviewed. Megacopta cribraria is considered a pest of numerous legumes in Asia, has the potential to provide biological control of kudzu, Pueraria montana var. lobata (Willd.) Ohwi, (Fabaceae) and likely will continue to be a household pest in the vicinity of kudzu fields as well as become a pest of North American legume crops

Dáil reforms since 2011: Pathway to power for the 'puny' parliament?

We know that the Dáil is dominated by the government. From 2010 to 2016 there was a clamour for change, which ultimately led to significant reforms of the Oireachtas, and specifically the Dáil. In this article we show that the basis for the weakness of the Dáil was the government’s control of the legislative agenda. This article tracks the changes that were made, and we make an early assessment of them. However, firm conclusions are difficult to draw because of the extent to which the strengthening of the Dáil is a function of the weak position of the current minority government

Cavalier King Charles Spaniels with Chiari-like malformation and Syringomyelia have increased variability of spatio-temporal gait characteristics

Abstract Background Chiari-like malformation in the Cavalier King Charles Spaniel is a herniation of the cerebellum and brainstem into or through the foramen magnum. This condition predisposes to Syringomyelia; fluid filled syrinxes within the spinal cord. The resulting pathology in spinal cord and cerebellum create neuropathic pain and changes in gait. This study aims to quantify the changes in gait for Cavalier King Charles Spaniel with Chiari-like malformation and Syringomyelia. Methods We compared Cavalier King Charles Spaniel with Chiari-like malformation with (n = 9) and without (n = 8) Syringomyelia to Border Terriers (n = 8). Two video cameras and manual tracking was used to quantify gait parameters. Results and conclusions We found a significant increase in coefficient of variation for the spatio-temporal characteristics and ipsilateral distance between paws and a wider base of support in the thoracic limbs but not in the pelvic limbs for Cavalier King Charles Spaniels compared with the border terrier

An examination of the effects of Passy-Muir Tracheostomy Speaking Valve placement on incidence and severity of aspiration in tracheostomized patients

The purpose of this study was to examine the effects of tracheostomy cuff deflation and Passy-Muir Tracheostomy Speaking Valve placement on the incidence and severity of aspiration. In addition, the effects of cuff deflation and Passy-Muir valve placement on durational swallow measures were examined. Fourteen non-ventilator dependent patients completed videofluoroscopic swallow studies (VFSS) under three conditions: 1) cuff inflated, 2) cuff deflated, and 3) Passy-Muir valve in place. Four additional patients with cuffless tracheostomy tubes completed VFSS with no cuff and with the Passy-Muir valve in place. The order in which each participant completed these conditions was randomized. Participants were given two 5-mL boluses of thin liquid and two 5-mL boluses of puree. All VFSS were analyzed by a judge who was blinded to the condition under which each swallow was completed. All swallows were analyzed for the presence or absence of penetration or aspiration, the timing of aspiration, if present, and the severity of penetration/aspiration based on an apoint penetration-aspiration scale (Rosenbek, Robbins, Roecker, Coyle, & Wood, 1996)

The Lawrence and Lynne Brown Democracy Medal, presented by the McCourtney Institute for Democracy at Penn State, recognizes outstanding individuals, groups, and organizations that produce innovations to further democracy in the United States or around the world. 2019 Brown Democracy Medal winners David M. Farrell and Jane Suiter are co-leads on the Irish Citizens' Assembly Project, which has transformed Irish politics over the past decade. The project started in 2011 and led to a series of significant policy decisions, including successful referenda on abortion and marriage equality.
