Semi-infinite parabolic IC-sheaf

Let G be a connected reductive group, P its parabolic subgroup. We consider the parabolic semi-infinite category of sheaves on the affine Grassmanian of G and construct the parabolic version of the semi-infinite IC-sheaf of each orbit. We establish some of its properties and relate it to sheaves on the Drinfeld compactification of the moduli stack Bun_P of P-torsors on a curve. We also relate the parabolic semi-infinite IC-sheaf with the dual baby Verma object on the spectral side.Comment: 85

Comparative analysis of migration policy in Russia under the reigns of Catherine II and Alexander III

This article is devoted to the social and political development of the Russian Empire under Catherine II and Alexander III. The issue of migration policy and its relationship with the economic, demographic and social indicators of the country was the purpose of this comparative study. The authors also analyze the challenges of socialization and education of human resources during the analyzed historical periods. The achievement of the main goal of the research was accompanied by a number of difficulties associated with gaps in statistical data. It was especially true for the reign of Catherine II, when the process of systematization of state documentation was in stage of formation. In these regards, the systematic work of various researchers using the retrospective method and the method of comparative analysis formed the methodological basis of the article. Despite certain restrictions related to the size of the article and the number of data used for research, it was possible to achieve the goal and reflect the main aspects of the policies of both sovereigns. As the result of the given research it was revealed that the effective migration policy of Catherine II led to the growth of the economy by attracting human resources to strategically important regions of the country. It allowed increasing development indicators, primarily in the field of agriculture and industry. The migration policy of Alexander III was more restrained and was one of the factors influencing the economy. The authors conclude that reigns of both Catherine II and Alexander III were accompanied by rapid growth of the country's economy due to the migration policies

Product Market Regulation in Russia

This paper uses the OECD’s indicators of product market regulation (PMR) to assess the extent to which the regulatory environment in Russia supports competition and to draw attention to the areas where further reform efforts would pay dividends. The indicators show that, despite improvements in some areas, many aspects of Russia’s regulatory framework are still restrictive, which provides considerable scope for reaping gains from bringing regulation into line with international best practice. In particular, the scores suggest that Russia’s economic performance would greatly benefit from a reduction in the role of the state enterprise sector in markets that are inherently competitive and reinvigorated efforts to liberalise foreign trade and direct investment regimes. In some network sectors, recent regulatory changes have significantly improved the scope for competition. However, ongoing work needs to focus on separating competitive and monopoly market segments and eliminating barriers to entry. In addition, the authorities need to develop the capacity and strengthen the hands of the sectoral regulators. Introducing an overarching competition policy would also help bring the issue of competition to centre stage and spread a competition ethos through different levels of government.economy, transition, growth, competition, product market regulation, trade, foreign direct investment, state ownership

Nod1 signaling overcomes resistance of S. pneumoniae to opsonophagocytic killing

Airway infection by the Gram-positive pathogen Streptococcus pneumoniae (Sp) leads to recruitment of neutrophils but limited bacterial killing by these cells. Co-colonization by Sp and a Gram-negative species, Haemophilus influenzae (Hi), provides sufficient stimulus to induce neutrophil and complement-mediated clearance of Sp from the mucosal surface in a murine model. Products from Hi, but not Sp, also promote killing of Sp by ex vivo neutrophil-enriched peritoneal exudate cells. Here we identify the stimulus from Hi as its peptidoglycan. Enhancement of opsonophagocytic killing was facilitated by signaling through nucleotide-binding oligomerization domain-1 (Nod1), which is involved in recognition of γ-D-glutamyl-meso-diaminopimelic acid (meso-DAP) contained in cell walls of Hi but not Sp. Neutrophils from mice treated with Hi or compounds containing meso-DAP, including synthetic peptidoglycan fragments, showed increased Sp killing in a Nod1-dependent manner. Moreover, Nod1-/- mice showed reduced Hi-induced clearance of Sp during co-colonization. These observations offer insight into mechanisms of microbial competition and demonstrate the importance of Nod1 in neutrophil-mediated clearance of bacteria in vivo

Variety of narrow-leaved lupine (<i>Lupinus angustifolius L.</i>) Mezenat

The purpose of the study was to create of an early ripening variety of narrow-leaved lupine with a seed and green mass yield above the standard, resistant to unfavorable biotic and abiotic environmental factors in the North-West region of the Russian Federation. As the result of many years of breeding, an early ripening variety of narrow-leaved lupine Metsenat has been developed. In a competitive varietal trial conducted in the conditions of the Leningrad Region, the seed yield of the variety Metsenat averaged 4.3 t/ha in 2015-2017 that was 1.1 t/ha higher than the standard (Kristall), the yield of green hay was 48.4 t/ha (13.9 t/ha higher than the standard). According to the results of the structural analysis of plants, the variety Metsenat was characterized by an increased number of seeds per plant (90.4 pcs.) and a good seeding of the beans (4.4 pcs.). It is a variety of universal use, with a low content of alkaloids (0.0072 %), it is technological, resistant to lodging (7 points), to cracking of beans and shedding of seeds on the vine, resistant to anthracnose (9 points). It is characterized by a rapid growth rate of plants in the initial period of vegetation. In 2018 the Metsenat variety was included into the State Register of Breeding Achievements of the Russian Federation approved for use in agricultural production in 12 regions (Patent No. 9559)

Biomechanics of the anterior abdominal wall man with implants with functional load

Проведено дослідження структурної організації биомеханічної системи черевної стінки людини з пошкодженими м'язово-аповневротичними біологічними тканинами. Дано оцінку її несучої спроможності при функціональному силовому навантаженні надлишковим черевним тиском тканин стінки в нормі і для випадку відновлення ушкоджених тканин апоневрозу методом алопластики. Створена адекватна аналітична імітаційна модель циліндричного фрагменту тонкостінної неоднорідної оболонки з еквівалентними жорсткістними параметрами однорідного шару ізотропного матеріалу та скінченно-елементна модель плоского прототипу – аналога з характеристиками трансверсально-ізотропного матеріалу. Практичне застосування розроблених методик розрахунку проведено для визначення залежності черевного тиску та допустимих напружень апоневрозу від радіусу сферичного сегменту циліндричної оболонки для трьох випадків біомеханічного стану черевної стінки у нормі, з пошкодженнями, після алопластики сітчастими імплантатами.The study of the structural organization of the biomechanical system of the abdominal wall with damaged human muscular-aponevrotyc biological tissues. The estimation of its load-bearing capacity in functional power load pressurized tissues in normal and in the case of damage repair of the abdominal wall by alloplasty. An adequate analytical simulation model of a thin-walled cylindrical fragment inhomogeneous shell with equivalent stiffness parameters of a homogeneous isotropic material layer and the finite element model of the prototype flat - an analogue of the characteristics of a transversely isotropic material. Practical application of the method of calculation carried out to determine the relationship of abdominal pressure and allowable stresses of the aponeurosis of the radius of the spherical segment of a cylindrical shell for three cases of the biomechanical state of the abdominal wall in the norm, with injuries, after alloplasty by mesh implants. Using finite-element model of the prototype flat – an analogue of the abdominal wall revealed that concentration by Mises equivalent stresses in the zone of damage aponeurosis compared with values in normal growing six times and strain twice. Bearing capacity multilayer membrane biological tissues of the abdominal wall is mainly determined person as biomechanical tissue aponeurosis.Проведено исследование структурной организации биомеханической системы брюшной стенки человека с поврежденными мышечно-аповневротичными биологическими тканями. Дана оценка ее несущей способности при функциональной силовой нагрузке избыточным давлением тканей в норме и для случая восстановления повреждений брюшной стенки методом алопластики. Создана адекватная аналитическая имитационная модель цилиндрического фрагмента тонкостенной неоднородной оболочки с эквивалентными жесткостными параметрам однородного слоя изотропного материала и конечно-элементная модель плоского прототипа – аналога с характеристиками трансверсально-изотропного материала. Практическое применение разработанных методик расчета проведено для определения зависимости брюшного давления и допустимых напряжений апоневроза от радиуса сферического сегмента цилиндрической оболочки для трех случаев биомеханического состояния брюшной стенки в норме, с повреждениями, после алопластики сетчатыми имплантатами

Impact of decisions of European court upon legal system of Ukraine

Аналізується питання щодо необхідності приведення українського права у відповідність з нормами та принципами міжнародного права — тенденції, що особливо виявила себе після підписання політичної та економічної частини частини Угоди про асоціацію між Європейським Союзом і Україною. Розглядається діяльність Європейського суду з прав людини та вплив даної міжнародної інституції на національну судову практику і сприяння її дотриманню основних прав і свобод людини. Обговорюється вплив рішень Європейського Суду на правову систему України, що потребує реформацій не лише на рівні захисту прав і свобод людини, а й на рівні інституційних змін. Йдеться, зокрема, що певні рішення системи судоустрою і юрисдикції судів України викликають сумнів щодо відповідності положенням Європейській конвенції з прав людини. Зазначається, що правотворчий вплив Суду на українське право виявляється у багатьох аспектах, включаючи принцип автономності термінів та концепцій, що їх використано у тексті Конвенції. Новим для України став інститут апеляційних судів, який розглядається Європейським Судом як один з ефективних засобів захисту прав людини в більшості держав-членів Ради Європи.It is analyzed the question about necessity of bringing Ukrainian law into conformity with the norms and principles of international law — the tendency which especially revealed itself after signing the political and economic part of the Association Agreement between the European Union and Ukraine. It is considered the activity of the European Court of Human Rights and the influence of this international institution on a national jurisprudence and the promotion of fundamental human rights and freedoms. Discussion is given on the impact of the European Court of Human Rights on the legal system of Ukraine which is of need to be reformed not only upon protection of human rights and freedoms, but also at the institutional level. It s said in particular in this respect, that certain decisions of the judicial system of Ukraine and the jurisdiction of the courts cast doubt according to European Convention on Human Rights. It is noted legislative impact of the European Court on the Ukrainian law in different spheres, including the principle of autonomy of the terms and concepts used in the text of the Convention. New for Ukraine became the Institute of appellate courts which is seen by the European Court as one of the most effective means of protecting human rights in most of the members of the Council of Europe.Анализируется вопрос о необходимости приведения украинского права в соответствие с нормами и принципами международного права — тенденции, которая особенно проявила себя после подписания политической и экономической части Соглашения об ассоциации между Европейским Союзом и Украиной.
