National Urban Wastewater Treatment Program: Assessment of Task Implementation
This paper presents an assessment of the state of advancement of work on tasks encompassed by the National Urban Wastewater Treatment Program that are vital in meeting the transitional goals as defined in the Poland's Treaty of Accession to the European Union in the section relating to Council Directive 91/271/EEC concerning urban wastewater treatment. Reasons behind delays in completing planned projects with respect to deadlines earmarked in the National Urban Wastewater Treatment Program are discussed, as are the consequences of the delays. Environmental effects in the area of biodegradable pollutants as achieved in 2009 in terms of individual voivodeships and the country as a whole have also been calculated.W artykule przedstawiono ocenę zaawansowania zadań ujętych w Krajowym programie oczyszczania ścieków komunalnych, niezbędnych dla spełnienia celów pośrednich określonych w Traktacie Akcesyjnym Polski do Unii Europejskiej w części dotyczącej Dyrektywy Rady 91/271/EWG w sprawie oczyszczania ścieków komunalnych. Omówiono przyczyny opóźnień w realizacji zaplanowanych inwestycji w stosunku do przyjętych w Krajowym programie terminów oraz konsekwencje tych opóźnień. Eco-innovations for economic growth and environment protection
The aim of this work is the presentation of current EU issues
on eco-innovations in the light of its role for economic growth and natural
environment protection. Within the EU economic and environmental climate,
eco-innovations can be the key to Europe’s competitiveness in the future.
However, in many EU countries, including Poland, the market
of eco-innovations is developing too sluggishly and faces a number
of obstacles. Moreover, there are many differences between the EU countries
in the field of eco-innovations. Although at the European level numerous
support tools are currently applied, there is a growing necessity
to gear them towards making eco-innovations commonplace on the market.
This paper makes an attempt at answering a few questions crucial
for finding optimal solutions for the development of an integrated support
system for ecological innovations, in particular: what are the potential
benefits of the implementation and development of innovations for the
economy and natural environment, what are the current eco-innovation
support tools and the main issues in their development, and what is the level
of eco-innovation in the EU countries including Poland, seen through the

Przyswajanie J3: czy nie słychać za dużo J2?
For the last two decades, second language pronunciation has been in the
centre of interest of numerous scholars, also in Poland. Although it was
underestimated for many years, it has finally been noticed and valued,
especially after the series of conferences devoted to accent studies and
teaching pronunciation held in Łódź in the 1990s and then in Płock and
Konin (Szpyra-Kozłowska, 2008) as well as subsequent phonetic conferences.
Since then, numerous studies have been conducted focusing mainly
on L2 learners’ achievements in L2 pronunciation at different learning levels
(e.g. Szpyra-Kozłowska, et al., 2002; Wrembel, 2002; Nowacka, 2003;
Porzuczek, 2002; Wysocka, 2003). A considerable amount of research has
also been done in the field of teachers’ and students’ views and attitudes
to pronunciation teaching and learning (e.g., Majer, 2002; Nowacka, 2008;
Sobkowiak, 2002; Szpyra-Kozłowska, et al., 2002; Waniek-Klimczak, 2002;
Wrembel, 2002).
The aim of this paper is to examine the attitudes towards learning
English pronunciation by various groups of Polish learners of English,
as well as to check whether these attitudes have changed in comparison
to the previous studies carried out in this field. It is also supposed
to test whether these attitudes change with the level of proficiency in
ESL/EFL and the amount of formal instruction in English phonetics and phonology. Four groups of learners are compared in this study. They
were recruited among high school and university students at different
levels of proficiency in English. All groups of study participants filled
in the specially designed questionnaires, containing various questions
concerning students’ attitudes to English pronunciation, the perceived
importance of correct pronunciation in ESL/EFL, evaluation of phonetic
classes they attended, etc. The results suggest that learners’ attitudes
and motivation change with the level of proficiency in English and that
the amount of undergone course in English phonetics and phonology is
an important factor influencing learners’ success in the acquisition of
correct L2 pronunciation.Pomimo iż wymowa w języku obcym/drugim przez wiele lat była niedoceniana
i uważana za małowartościowy element tego języka, przez ostatnie
dwie dekady znalazła się ona w centrum uwagi lingwistów i skupiła na
sobie liczne badania. Również w Polsce cykliczne konferencje poświęcone
fonetyce języków obcych zwróciły szczególną uwagę badaczy na to zjawisko
i zaowocowały wieloma badaniami i artykułami dotyczącymi nie tylko
sukcesów i porażek uczących się angielskiego w tej kwestii (np. Szpyra-Kozłowska,
et al., 2002; Wrembel, 2002; Nowacka, 2003; Porzuczek, 2002;
Wysocka, 2003), ale również stosunkiem do nauki wymowy języka drugiego
wyrażanym przez nauczycieli oraz uczniów (np. Majer, 2002; Nowacka,
2008; Sobkowiak, 2002; Szpyra-Kozłowska, et al., 2002; Waniek-Klimczak,
2002; Wrembel, 2002).
Celem niniejszego artykułu jest zbadanie jaki stosunek do nauki wymowy
języka angielskiego mają różne grupy uczących się tego języka
jako języka drugiego/obcego oraz czy poglądy w tej kwestii zmieniły się
w porównaniu do tych opisanych w poprzednich badaniach na ten temat.
Kolejnymi czynnikami, które zostały zbadane to biegłość w języku angielskim oraz liczba godzin odbytego kursu fonetyki praktycznej tego
języka i ich wpływ na postrzeganie ważności poprawnej wymowy w J2.
Cztery grupy uczących się języka angielskiego wzięły udział w badaniu.
Zostały one wybrane spośród uczniów szkół średnich oraz studentów
filologii angielskiej i różniły się biegłością językową oraz znajomością
wymowy języka angielskiego. Wszystkie grupy wypełniły
specjalnie zaprojektowany do tego badania kwestionariusz. Otrzymane
wyniki sugerują, że stosunek do wymowy w języku drugim zmienia się
wraz z biegłością językową oraz że odbyty kurs fonetyki praktycznej
ma duży wpływ na tę kwestię

It is widely agreed that acquisition of a sound system of a second language
always presents a great challenge for L2 learners (e.g. Rojczyk, 2010). Numerous
studies (e.g. Nowacka, 2010; Flege, 1991) prove that L2 learners
whose first language has a scarce number of sounds, encounter difficulties
in distinguishing L2 sound categories and tend to apply their L1 segments
to new contexts. There is abundance of studies examining L2 learners’ successes
and failures in production of L1 and L2 sounds, especially vowels
(e.g. Flege, 1992; Nowacka, 2010; Rojczyk, 2010). However, the situation
becomes more complicated when we consider third language production.
While in the case of L2 segmental production the number of factors affecting
L2 sounds is rather limited (either interference from learners’ L1 or
some kind of L2 intralingual influence), in the case of L3 segmental production
we may encounter L1→L3, L2→L3, L1+L2→L3 or L3 intralingual
interference. This makes separation of L3 sounds a much more complex
process.
The aim of this paper is to examine whether speakers of L1 Polish, L2
English and L3 German are able to separate new, L3 vowel categories from
their native and L2 categories. The research presented in this article is
a part of a larger project assessing production of L3 segments. This time the focus is on German /y/. This vowel was chosen since it is regarded as
especially difficult for Polish learners of German and it is frequently substituted
with some other sounds. A group of English philology (Polish-English-
German translation and interpretation programme) students was
chosen to participate in this study. They were native speakers of Polish, advanced
speakers of English and upper-intermediate users of German. They
had been taught both English and German pronunciation courses during
their studies at the University of Silesia. The subjects were asked to produce
words containing analysed vowels, namely: P /u/, P /i/, E /uÉ/, E /iÉ/, E
/ɪ/ and G /y/. All examined vowels were embedded in a /bVt/ context. The
target /bVt/ words were then embedded in carrier sentences: I said /bVt/
this time in English, Ich sag’ /bVt/ diesmal in German and Mówię /bVt/ teraz
in Polish, in a non-final position. The sentences were presented to subjects
on a computer screen and the produced chunks were stored in a notebook’s
memory as .wav files ready for inspection. The Praat 5.3.12 speech-analysis
software package (Boersma, 2001) was used to measure and analyse
the recordings. The obtained results suggest that L2 affects L3 segmental
production to a significant extent. Learners find it difficult to separate all
“new” and “old” vowel categories, especially if they are perceived as “similar”
to one another and when learners strive to sound “foreign”.Przyswajanie systemu fonetycznego języka drugiego (J2) zawsze jest
ogromnym wyzwaniem dla uczących się nowego języka (np. Rojczyk, 2010).
Liczne badania (np. Flege, 1991; Nowacka, 2010) udowodniły, że w przypadku,
gdy J1 uczących się nowego języka ma raczej ograniczoną liczbę
dźwięków, wówczas osoby te mają problemy z odróżnianiem większej
liczby nowych głosek i często zastępują je ojczystymi segmentami. Łatwo
można znaleźć wiele badań dotyczących sukcesów i porażek w produkcji
i percepcji nowych dźwięków przez uczących się J2 (np. Flege, 1992; Nowacka,
2010; Rojczyk, 2010), jednakże sytuacja staje się znacznie bardziej skomplikowana w przypadku przyswajania języka trzeciego (J3). Podczas
przyswajania języka drugiego liczba czynników wpływających na proces
produkcji poszczególnych segmentów jest raczej ograniczona (może to być
wpływ języka pierwszego lub też interferencja językowa wewnątrz J2), natomiast
podczas przyswajania języka trzeciego ich liczba jest zdecydowanie
większa (J1→J3, J2→L3, J1+J2→L3 lub procesy zachodzące wewnątrz
J3). To wszystko sprawia, że przyswajanie systemu fonetycznego języka
trzeciego jest procesem wyjątkowo złożonym.
Celem niniejszego artykułu było zbadanie czy rodzimi użytkownicy
języka polskiego z J2 — angielskim i J3 — niemieckim, są zdolni do oddzielenia
nowych, niemieckich kategorii samogłoskowych od tych polskich
i angielskich. Badanie tu opisane jest częścią większego projektu mającego
na celu ocenę produkcji samogłosek w J3. Tym razem opisana jest produkcja
niemieckiego /y/. Samogłoska ta została wybrana ponieważ jest uważana
przez uczących się języka niemieckiego za wyjątkowo trudną i często
jest zastępowana innymi, podobnymi polskimi dźwiękami. Uczestnikami
badania była grupa studentów filologii angielskiej, potrójnego programu
tłumaczeniowego: polsko-angielsko-niemieckiego. Byli rodzimymi użytkownikami
języka polskiego, zaawansowanymi użytkownikami języka
angielskiego i średniozaawansowanymi użytkownikami języka niemieckiego.
Przed przystąpieniem do badania, byli oni uczeni wymowy obu obcych
języków. W trakcie badania musieli wyprodukować słowa zawierające
wszystkie badane dźwięki, mianowicie: P/u/, P/i/, A/uÉ/, A/iÉ/, A /ɪ/ oraz
N/y/. Wszystkie badane samogłoski były ukryte w kontekście /bSt/ . Te słowa
były następnie ukryte w zdaniach: I said /bVt/ this time po angielsku, Ich
sag’ /bVt/ diesmal po niemiecku oraz Mówię /bVt/ teraz po polsku. Wszystkie
wypowiedzi zostały nagrane jako pliki .wav, a następnie poddane analizie
akustycznej przy użyciu programu Praat (Boersma, 2001). Uzyskane wyniki
pokazały jak trudne dla uczących się języków jest rozdzielenie „nowych”
i „starych” samogłosek, zwłaszcza, gdy brzmią one podobnie, a mówiący
starają się mówić „jak obcokrajowiec”
European Union Water Policy: Key Issues and Challenges
Water resources are among the most valuable resources of the natural environment. The sustainable and integrated management of these resources is the basis of European water policy. Pursuant to the Water Framework Directive, all waters in the European Union should achieve a state considered at least good by the year 2015. Just how this objective can be met continues to be a topic of discussions in some of the Member States. There exist serious problems and delays in performing and implementing the provisions of the Directive in most EU countries. What is more, the state of the water economy in several countries, including Poland, has been criticized by the European Commission. Many challenges stand before European water policy. They require solutions on a global and local level. This article presents current key problems and planned directions for EU water policy development, subjected to analysis and assessment. Note is taken on the newest initiative of the European Commission in the area of water policy, especially the plan for protecting Europe’s water resources-the Blueprint to Safeguard Europe’s Water Resources.Zasoby wodne należą do najcenniejszych zasobów środowiska naturalnego. Zrównoważona i zintegrowana gospodarka tymi zasobami stanowi podstawę Europejskiej polityki wodnej. Zgodnie z Ramową Dyrektywą Wodną do 2015 roku wszystkie wody w Unii Europejskiej powinny osiągnąć co najmniej dobry stan wód, co jest nadal przedmiotem dyskusji w niektórych państwach członkowskich, w jaki sposób osiągnąć ten cel. Istnieją poważne problemy i opóźnienia w realizacji i wdrażaniu zapisów Dyrektywy w większości krajów członkowskich UE, a w kilku krajach, w tym także i w Polsce, stan gospodarki wodnej został krytycznie oceniony przez Komisję Europejską. Przed Europejską polityką wodną stoi wiele wyzwań, które wymagają rozwiązania na szczeblu globalnym oraz lokalnym. W artykule przedstawiono aktualne kluczowe problemy oraz planowane kierunki rozwoju polityki wodnej UE, poddając je analizie i ocenie. Zwrócono uwagę na najnowsze inicjatywy KE w zakresie polityki wodnej, a w szczególności na plan ochrony zasobów wodnych Europy
The Maastricht Convergence Criteria and Optimal Monetary Policy for the EMU Accession Countries.
The EMU accession countries are obliged to fulfill the Maastricht convergence criteria prior to entering the EMU. This paper uses a DSGE model of a two-sector small open economy, to address the following question: How do the Maastricht convergence criteria modify optimal monetary policy in an economy facing domestic and external shocks? First, we derive the micro founded loss function that represents the objective function of the optimal monetary policy not constrained to satisfy the criteria. We find that the optimal monetary policy should not only target inflation rates in the domestic sectors and aggregate output fluctuations but also domestic and international terms of trade. Second, we show how the loss function changes when the monetary policy is constrained to satisfy the Maastricht criteria. The loss function of such a constrained policy is characterized by additional elements penalizing fluctuations of the CPI inflation rate, the nominal interest rate and the nominal exchange rate around the new targets which are potentially different from the steady state of the unconstrained optimal monetary policy. Under the chosen parameterization, the unconstrained optimal monetary policy violates two criteria: concerning the CPI inflation rate and the nominal interest rate. The constrained optimal policy results in targeting the CPI inflation rate and the nominal interest rate that are 0.7% lower (in annual terms) than the CPI inflation rate and the nominal interest rate in the countries taken as a reference. The welfare costs associated with these constraints need to be offset against credibility gains and other benefits related to the compliance with the Maastricht criteria that are not modelled. Monetary and fiscal policy aspects of indirect tax changes in a monetary union
In recent years a number of European countries have shifted their tax structure more strongly towards indirect taxes, motivated, inter alia, by the intention to foster competitiveness. Against this background, this paper develops a tractable two-country model of a monetary union, characterised by national fiscal and supranational monetary policy, with price-setting firms and endogenously determined terms of trade. The paper discusses a number of monetary and fiscal policy questions which emerge if one of the countries shifts its tax structure more strongly towards indirect taxes. Qualitatively, it is shown that the long-run effects of such a unilateral policy shift on output and consumption within and between the two countries depend sensitively on whether indirect tax revenues are used to lower direct taxes or to finance additional government expenditures. Moreover, short-run dynamics are shown to depend significantly on the speed at which fiscal adjustments take place, on the choice of the inflation index stabilised by the central bank, and on whether the tax shift is anticipated or not. Quantitatively, the calibrated model version indicates that only if the additional indirect tax revenues are used to finance a cut in direct taxes there is some, though limited scope for non-negligible spillovers between countries. The Water-wastewater-sludge Sector and the Circular Economy
The objective of this paper is a theoretical and empirical analysis and evaluation of the role, importance and opportunities of the water-sewage-sludge industry in the implementation of the circular economy. To realize this objective, a review of both the literature and the EU strategic documents concerning the subject of the study was conducted. The applied research method is a descriptive analysis based on available statistical data (Eurostat, EEA, EIO and the Polish Central Statistical Office) as well as on source materials. The theoretical part of the work presents the essence of the circular economy and the general characteristics of the analyzed sector, with a particular focus on the potential for the recovery of water from sewage and the reuse of wastewater, as well as the recovery of phosphorus from the wastewater treatment, processing and disposal of sewage sludge. The results of the study show that: (1) there are significant links between the development goals of the water-sewage-sludge sector and the circular economy. (2) it is necessary to seek and implement new solutions and technologies leading to the increased recovery of energy and biogens from sewage sludge. (3) there are still many barriers to the recycling of rainwater and graywater as well as to the reuse of wastewater. (4) the circular economy creates new opportunities for water-sewage and sludge management at the local and national level
Knowledge management in a virtual organization
This article, which also has a nature of a review, presents issues of knowledge management in virtual organizations. The aim of the study was to identify and characterize the most important issues, i.e. the nature, subject, methods, tools, problems and benefits associated with the process of knowledge management in virtual organizations. The analysis of the literature included both Polish and foreign papers published in the twenty-first century, containing the latest theories and research results as well as classic approaches. The first part of the article describes the concept of virtual organizations, while the second contains the definitions, conditions and problems of knowledge management in this type of enterprises. The study shows the important role of knowledge and information technology, their relationships and the impact on virtualization of organization
Nitrile Elastomer/LDH Composites with Varying Mg/Al Ratio, Curing, Nanoparticles Dispersion and Mechanical Properties
Layered double hydroxides (LDHs) tend to be a promising material in the field of polymer nanocomposites because it possesses unique chemical and structural properties. The novelty of layered double hydroxides (LDHs) comparing to other conventional fillers is connected with possibility of surface functionalization by introduction of various organic species into an interlayer area. Organic modifiers could act not only as intercalation promoters but also have additional functions such as UV stabilizers, anti-aging substances, pigments, antimicrobial, and antifungal activity. Additionally, in the case of nitrile elastomers, layered double hydroxides (LDHs) could play role as curing substances, reinforcing fillers, and improve mechanical, barrier and thermal properties of rubber products. The purpose of our experimental work was to examine the effect of Mg-Al-LDHs on the crosslink density and properties of nitrile rubber. Various LDHs containing, respectively, 30, 63, 70 wt% of magnesium were applied as a curing system for carboxylated acrylonitrile-butadiene rubber (XNBR) composites prepared by melt compounding methods.
