Development of a whole life cycle cost model for electrification options on the UK rail system
Projects to deliver Overhead Line Equipment (OLE) electrification on the UK rail infrastructure system presents technical challenges which the rail industry in Britain have not traditionally had to consider. Whole Life Cycle assessment provides decision makers with cost estimates for the installation phase and over the entire service life of the system, including disposal. The OLE projects face a particular problem when analysing the best option for overbridges. Much of the rail infrastructure has not traditionally had to consider overhead clearances and therefore many of the bridges are only a little taller than the rolling stock. In addition to the difficulties in assessing the Life-Cycle costs of assets that have historically been used in very limited scales, the Whole Life Cycle assessment must consider the various engineering options that are available for projects. The three competing options (bridge rebuild, track lowering, reduced clearance) are all going to have very different capital expenditure (CAPEX) and operating expenditure (OPEX) costs. This work presents a model created to predict these costs over the anticipated assessment period. This study provides a basic introduction to agent-based modeling (ABM) as a powerful blend of classical and constructive mathematics, with a primary focus on its applicability for social science research.ďż˝ The typical goals of ABM social science researchers are discussed along with the culture-dish nature of their computer experiments. The applicability of ABM for science more generally is also considered, with special attention to physics. Finally, two distinct types of ABM applications are summarized in order to illustrate concretely the duality of ABM: Real-world systems can not only be simulated with verisimilitude using ABM; they can also be efficiently and robustly designed and constructed on the basis of ABM principles. ďż˝
The use and misuse of computers in education : evidence from a randomized experiment in Colombia
This paper presents the evaluation of the program Computers for Education. The program aims to integrate computers, donated by the private sector, into the teaching of language in public schools. The authors conduct a two-year randomized evaluation of the program using a sample of 97 schools and 5,201 children. Overall, the program seems to have had little effect on students'test scores and other outcomes. These results are consistent across grade levels, subjects, and gender. The main reason for these results seems to be the failure to incorporate the computers into the educational process. Although the program increased the number of computers in the treatment schools and provided training to the teachers on how to use the computers in their classrooms, surveys of both teachers and students suggest that teachers did not incorporate the computers into their curriculum.Tertiary Education,Primary Education,Secondary Education,Teaching and Learning,Education For All
Where Have All the Young Trees Gone? A Big Picture Look at the Lack of Seedlings and Saplings in Urban Forests
We take a big picture look at the lack of seedlings, saplings and young trees in urban forests using our research in Forest Park in Portland, Oregon. Broshot, who measured vegetation at 25 sites in Forest Park, recorded significantly fewer live seedlings, saplings and young trees and significantly more dead seedlings, saplings and young trees in 2003 than in 1993. The percent mortality of western red cedar seedlings that were planted at 9 sites in Forest Park in 2005 ranged from less than 5% to over 70%. Investigations into the cause of seedling death has discounted predation by deer, elk or invertebrates, leaf disease, soil moisture, site aspect, and light as factors. The site with the highest mortality is located directly above the St Johnâs Bridge, suggesting air pollution. More recent work with lichens has provided evidence that nitrogen deposition related to air pollution may be the cause. We outline our past work and report preliminary results from our 2012 lichen survey analysis to support our hypothesis that pollution is a cause of the lack of young trees
There Goes the Neighborhood? Estimates of the Impact of Crime Risk on Property Values From Megan's Laws
We combine data from the housing market with data from the North Carolina Sex Offender Registry to estimate how individuals value living in close proximity to a convicted criminal. We use the exact location of sex offenders to exploit variation in the threat of crime within small homogenous groupings of homes, and we use the timing of sex offenders' arrivals to control for baseline property values in the area. We find statistically and economically significant negative effects of sex offenders' locations that are extremely localized. Houses within a one-tenth mile area around the home of a sex offender fall by 4 percent on average (about 1 million per victim -- far in excess of estimates taken from the criminal justice literature. However, we cannot reject the alternative hypotheses that individuals overestimate the risk posed by offenders or view living near an offender as having costs exclusive of crime risk.
Thermal control surfaces experiment: Initial flight data analysis
The behavior of materials in the space environment continues to be a limiting technology for spacecraft and experiments. The thermal control surfaces experiment (TCSE) aboard the Long Duration Exposure Facility (LDEF) is the most comprehensive experiment flown to study the effects of the space environment on thermal control surfaces. Selected thermal control surfaces were exposed to the LDEF orbital environment and the effects of this exposure were measured. The TCSE combined in-space orbital measurements with pre and post-flight analyses of flight materials to determine the effects of long term space exposure. The TCSE experiment objective, method, and measurements are described along with the results of the initial materials analysis. The TCSE flight system and its excellent performance on the LDEF mission is described. A few operational anomalies were encountered and are discussed
