District-Charter Collaboration Compact: Interim Report

The Center on Reinventing Public Education (CRPE), with funding from the Bill & Melinda Gates Foundation, has been monitoring, supporting, and analyzing the cross-sector collaborative work undertaken in 16 District-Charter Compact cities. CRPE tracks progress on agreements and reports on local political, legal, and financial barriers to collaboration, and also facilitates networking and problem-solving among participants. Using data and documents from interviews with district and charter leaders, this interim report details the first two years of Compact work and finds evidence that these cities have made mixed progress on a number of fronts, such as facilities sharing, equitable funding for charter schools, more high-performing schools, and improved access to high-quality special education. But challenges like leadership transitions, local anti-charter politics, and key leaders' unwillingness to prioritize time and resources for implementation have thwarted efforts in some cities. The Precarious State of Family Balance Sheets

This report seeks to develop a clear picture of the current state of household financial security. It begins by exploring three components of family balance sheets -- income, expenditures, and wealth -- and how they have changed over the past several decades, and concludes with an examination of how these pieces interrelate and why understanding family finances requires that they be examined holistically. The data tell a powerful story about the state of household economic security and opportunity: Despite the national recovery, most families feel vulnerable and stressed, and could not withstand a serious financial emergency. This reality must begin to change if the American Dream is to remain alive and well for future generations

Neighborhood Poverty and Household Financial Security

In a previous study, The Pew Charitable Trusts examined the effects of neighborhood context on American families' economic mobility. That analysis found that neighborhood poverty is associated with downward mobility, reinforcing other research that has shown a link between high-poverty neighborhoods and unemployment, poorer performing schools, and increased violence, all of which pose risks to residents' economic security.This chartbook draws on data from the Survey of American Family Finances, commissioned by Pew in November 2014, to illustrate the health of family balance sheets in high- and low-poverty communities across the United States and to examine how neighborhood context influences people's attitudes toward the economy

Nursing Prioritisation of the Patient Need for Care:Tacit Knowledge of Clinical Decision Making in Nursing

Effective nursing prioritisation of the patient need for care is integral to daily nursing practice but there is no formal acknowledgement or study of this concept. Utilising the retroductive research strategy of critical realism, this thesis explores the nursing literature for the tacit knowledge of the discipline about nursing prioritisation and proposes a ‘fit’ for nursing prioritisation of the patient need for care within the bigger picture of nurse clinical decision-making. The tacit knowledge discerned within the literature indicates that nurses use discretionary judgment and ongoing assessment to determine the relative importance of the many aspects of individual patient situations as they unfold. Such nursing prioritisation takes place concurrently between the competing or even conflicting needs of the several individual patient presentations within the nurse’s caseload. Varied frames of reference within different practice settings create specific imperatives on this dynamic and non-sequential process. Starting with an initial set of studies in the 1960s, study of clinical decision-making in nursing has created a significant body of knowledge encompassing a range of approaches. Nursing prioritisation of the patient need for care is most readily discerned in the interpretive perspective and in the plain language descriptions of nurse decision-making. Within the selected literature it is apparent that nursing prioritisation of the patient need for care is an advanced skill of nursing that is developed in practice and honed through experiential learning

Regional Differences in Presence of Shiga toxin-producing Escherichia coli Virulence-Associated Genes in the Environment in the North West and East Anglian regions of England

Shiga toxin-producing Escherichia coli is carried in the intestine of ruminant animals, and outbreaks have occurred after contact with ruminant animals or their environment. The presence of STEC virulence genes in the environment was investigated along recreational walking paths in the North West and East Anglia regions of England. In all, 720 boot sock samples from walkers’ shoes were collected between April 2013 and July 2014. Multiplex PCR was used to detect E. coli based on the amplification of the uidA gene and investigate STEC-associated virulence genes eaeA, stx1 and stx2. The eaeA virulence gene was detected in 45·5% of the samples, where stx1 and/or stx2 was detected in 12·4% of samples. There was a difference between the two regions sampled, with the North West exhibiting a higher proportion of positive boot socks for stx compared to East Anglia. In univariate analysis, ground conditions, river flow and temperature were associated with positive boot socks. The detection of stx genes in the soil samples suggests that STEC is present in the English countryside and individuals may be at risk for infection after outdoor activities even if there is no direct contact with animals. Significance and Impact of the Study: Several outbreaks within the UK have highlighted the danger of contracting Shiga toxin-producing Escherichia coli from contact with areas recently vacated by livestock. This is more likely to occur for STEC infections compared to other zoonotic bacteria given the low infectious dose required. While studies have determined the prevalence of STEC within farms and petting zoos, determining the risk to individuals enjoying recreational outdoor activities that occur near where livestock may be present is less researched. This study describes the prevalence with which stx genes, indicative of STEC bacteria, were found in the environment in the English countryside

Social protection and state-society relations in environments of low and uneven state capacity

Grounded in social-contractual ideas about relationships between the governed and those who govern, the provision of social benefits to citizens has historically been predicated on expectations of acquiescence to state authority. However, the rapid expansion of noncontributory social assistance in sub-Saharan Africa, often supported by global donors through technical assistance programs, raises myriad questions about the relationship between social protection and the social contract in fragile and low-capacity contexts. Focusing on sub-Saharan Africa, but drawing on the theoretical and empirical literature on social protection from around the world, this review parses out the redistributive, contractual, and reconstitutive effects of social protection programming on citizen-state relations. We argue that program features—including targeting, conditionality, accountability mechanisms, bureaucratic reach, and the nature and visibility of state-nonstate partnerships—interact dialectically with existing state-society relationships to engender different social contract outcomes for differently situated populations

Archivematica-EPrints Integration : Developing Digital Preservation Capacity for Open Repositories

Following three years of software development, requirements refinement, and testing, we released the integration of EPrints and Archivematica as a plugin to EPrints in 2021. This paper will explain how the integration evolved, how we implemented it in parallel to a new Archivematica instance at Concordia University, and how we are currently using it to preserve the contents of our institutional research repository. We will conclude with a discussion of some possible future enhancements envisioned for the integration

Connecting EPrints Repository Systems with the Archivematica Open Source Digital Preservation Workflow

In 2018, we proposed an integration plan between the EPrints Digital Repository and the Archivematica digital preservation system. Following three years of software development, requirements refinement and testing, we released the integration as a plugin to EPrints in 2021. This presentation will revisit the original rationale for the integration of these two systems and explain how the current version of the plugin is being used and how it compares to the original integration plan. We will conclude with a discussion of some possible future enhancements envisioned for the integration
