W artykule przedstawiono przemiany infrastruktury transportowej miast, których zadaniem było i jest stworzenie nowoczesnych systemów transportowych usprawniających proces przemieszczania ludzi i ładunków w miastach. Zaprezentowany zostały również problem nadmiernego obciążenia miejskiej infrastruktury transportowej, wskazując przy tym jednocześnie na źródła tego niekorzystnego zjawiska. Przy omawianiu rozwoju miasta przedstawiono koncepcję inteligentnego miasta, przy tym wskazano na ciekawe rozwiązania z zakresu telematyki transportu, na przykładzie systemu zarządzania ruchem drogowym oraz przedstawiono efekty tego działania. W ostatniej części artykuły zaprezentowano rozważania dotyczące humanizacji współczesnych miast oraz przedsiębiorczości.The article presents the transformation of the transport infrastructure of cities, whose task was and is to create a modern transport systems to improve the process of movement of people and goods in cities. Presented they were also the problem of an excessive burden of transport infrastructure pointing at it at the same time the source of the adverse event. In discussing the development of the city we introduced the concept of intelligent city, at the same time pointed out the interesting solutions in the field of transport telematics, for example traffic management system and to show the effects of this action. In the last part of the articles presented considerations relating to the humanization of modern cities and entrepreneurship

It includes changes observed in the Polish transport & logistics sector during the economic crisis and describes results of post-crisis phenomena. The authors also present the actual challenges in the transport & logistics and the forecast of future trends and changes. Sustainable transport development has long been active in EU policy, it is defined by various documents, defined and expressed in various guidelines, ways to achieve it. In practice, it turns out that it is not so easy, as evidenced by the functioning of transport systems of individual member states, regions, metropolitan areas or cities

Do zobrazowania zmian posłużyła szeroka analiza aktualnie dostępnych danych statystycznych zaprezentowanych w niniejszym artykule w postaci kilku tablic. Artykuł ten powstał na podstawie zrealizowanej pracy statutowej w Instytucie Transportu Samochodowego, nr 6030/ITS, pt.: Analiza najważniejszych zmian w transporcie Unii Europejskiej w ostatniej dekadzie.The article presents the changes in the EU in recent years in road transport. It also includes description of changes in transport infrastructure. To illustrate this changes we used a broad analysis of the current, available statistical data, presented in this article in the form of several tables. W artykule zaprezentowano różne pojęcia systemu transportowego również w odniesieniu do przestrzeni miejskiej. Rozważania dotyczące systemu transportowego ujęte zostały w trzech grupach, pierwsza z nich dotyczyła określeń o uniwersalnym charakterze, druga pojęć związanych z koncepcją tzw. zintegrowanego systemu transportowego, a w trzeciej grupie przedstawiono pojęcia zgodne z ogólną teorią systemów. Następnie zaprezentowano podział transportu zarówno w ujęciu gałęziowych jak i rodzajowym, który jest pojęciowo bardzo często mylone właśnie z podziałem gałęziowym. Podział rodzajowy transportu przeprowadzono pod kątem różnych kryteriów. W ostatniej części prezentowanego materiału przedstawiono rozważania dotyczące metodologii badań miasta oraz scharakteryzowano Obszar Metropolitarny Warszawy.The article presents the different concepts of the transport system also in relation to the urban space. Considerations transport systems have been included in the three groups, the first of which concerned the terms of universal character, the other concepts related to the concept of the so-called. integrated transport system and in the third group is shown in accordance with the general concept of systems theory. Then they present the breakdown of transport, both in terms of branch and generic, which is conceptually very often confused with the branch transport. Została zwrócona uwaga na problemy miast polskich w przygotowy-waniu takiego planu. Artykuł zawiera również wyniki badań ośrodka szkoleniowego CIFAL Płock, poruszające kwestie przygotowywania planów zrównoważonej mobilności w miastach polskich. W artykule przypomniano rów-nież cele Strategii 2020. Artykuł powstał w ramach pracy statutowej realizowanej w Instytucie Transportu Samo-chodowego nr 6512/ITS.The article presents a Sustainable Urban Mobility Plan, the purpose and principles of its creation as well. a process for creating a plan. It brought to the attention to the problems of Polish cities in the preparation of such a plan. The article contains the results of a train-ing center CIFAL Plock, which raised the preparation of plans and sustainable urban mobility Polish. Cities, unblocking road transport routes in Poland

W artykule przedstawiono wpływ elementów systemu transportowego na jego ostateczny kształt i jakość funkcjonowania, na przykładzie infrastruktury transportu samochodowego. Ponadto odniesiono się do ostatnio głoszonej tezy, jaką jest „konieczność utrudniania ruchu” kierowcom samochodów osobowych na terenie miast, co może spowodować zmniejszenie ruchu samochodów osobowych w ich obszarach. W dalszej części artykułu zostały przedstawione wybrane przykłady inwestycji drogowych, wraz z wyliczonym dla nich rachunkiem ekonomicznym wskazującym na szybki czas zwrotu poniesionych na ich budowę nakładów finansowych. Artykuł powstał w ramach pracy badawczej pt.: „Analiza wpływu zbudowanej infrastruktury drogowej na poziom aktywności ekonomicznej w otaczających jednostkach terytorialnych”, w ramach Programu Operacyjnego Pomoc Techniczna nr POPT.02.01.00-00-0021/15-00, pt.: Wsparcie instytucji ds. koordynacji strategicznej Umowy Partnerstwa w latach 2015-2016, realizowanego dla Ministerstwa Inwestycji i Rozwoju oraz programu Rozwój Innowacji Drogowych (RID) zorganizowanego i finansowanego przez Narodowe Centrum Badań i Rozwoju i Generalną Dyrekcję Dróg Krajowych i Autostrad (umowa nr DZP/RID-I-41/7/ NCBR/2016).The article presents the influence of elements of the transport system on its final shape and quality of operation, on the example of road transport infrastructure. In addition, reference was made to the recent thesis, which is the „need to obstruct traffic” for drivers of passenger cars in cities, which may reduce passenger car traffic in their areas. In the further part of the article, selected examples of road investments were presented, together with the economic calculation calculated for them, indicating a quick payback period of the financial outlays incurred for their construction. The article was created as part of a research work entitled: „Analysis of the impact of the built road infrastructure on the level of economic activity in the surrounding territorial units”, under the Operational Program Technical Assistance No. POPT.02.01.00-00-0021 / 15-00, Fri: the institution for strategic coordination of the Partnership Agreement in the years 2015-2016, implemented for the Ministry of Investment and Development and the Road Innovation Development Program (RID) organized and financed by the National Center for Research and Development and the General Directorate of National Roads and Motorways (contract No. DZP / RID- I-41/7 / NCBR / 2016)
