ОСОБЛИВОСТІ СТВОРЕННЯ ІНФОРМАЦІЙНОЇ ТЕХНОЛОГІЇ ОПЕРАТИВНОГО ПЛАНУВАННЯ ЗАГОТІВЛІ МОЛОКА НА ТЕРИТОРІЇ ГРОМАД

The analysis of scientific works concerning the creation of information technologies in various branches of a na-tional economy is executed. The state of milk procurement systems in the subject area is analyzed. The analysis of modern approaches to information technology design is performed. Peculiarities and expediency of creation of information technology of operative planning of milk procurement on the territory of communities are substantiated. The purpose of the research is to substantiate the peculiarities of the creation of information technology and on their basis to develop a functional model of processes and system architecture of information technology operational planning of milk production in communities. They are the basis for the high-quality creation of information technology for operational planning of milk production in communities. The scientific novelty of the research is the proposed functional model of the processes of operational planning of milk production in the community and the system architecture of information technology, which, in contrast to existing ones, take into account the specifics of the subject area. In particular, they provide for the consideration of changing natural production and organizational conditions of milk production in the community, which provides timely receiving of complete and reliable information for operational planning of milk production in the community. As a result of the performed researches, the information technology of operative planning of milk procurement on the territory of communities is offered. It involves the implementation of five interrelated groups of processes, which involve the collection, processing and storage of data, taking into account the specifics of the subject area. A functional model for the implementation of the management process of operational planning, which is the basis for making quality management decisions on the formation of operational plans and the formation of work orders. The system architecture of the information system of operative planning of milk procurement on the territory of communities is offered. It involves the creation of five interconnected subsystems that have connections to the database. The proposed system architecture is the basis for the development of software architecture and the development of applications that will accelerate and provide quality support for management decisions during the operational planning of milk production in the community.Виконано аналіз наукових праць, які стосуються створення інформаційних технологій у різних галузях народного господарства. Проаналізовано стан систем заготівлі молока у предметній галузі. Виконано аналіз сучасних підходів до проектування інформаційних технологій. Обґрунтовано особливості та доцільність створення інформаційної технології оперативного планування заготівлі молока на території громад. Метою досліджень є обґрунтування особливостей створення інформаційної технології та на їх основі розробка функціональної моделі процесів і системної архітектури інформаційної технології оперативного планування заготівлі молока на території громад. Вони лежить в основі якісного створення інформаційної технології оперативного планування заготівлі молока на території громад. Науковою новизною виконаних досліджень є запропоновані функціональна модель процесів оперативного планування заготівлі молока на території громад та системна архітектура інформаційної технології, які на відміну від існуючих враховують особливості предметної галузі. Зокрема, вони передбачають врахування мінливих природно-виробничих та організаційних умов заготівлі молока на території громади, що забезпечує своєчасне отримання повної та достовірної інформації для оперативного планування заготівлі молока на території громад. У результаті виконаних досліджень запропоновано інформаційну технологію оперативного планування заготівлі молока на території громад. Вона передбачає виконання п’яти взаємозв’язаних груп процесів, що передбачають проведення збору, обробки і збереження даних із врахування особливостей предметної галузі. Розроблена функціональна модель виконання управлінського процесу оперативного планування, що лежить в основі прийняття якісних управлінських рішень щодо формування оперативних планів та формування нарядів на виконання робіт. Запропонована системна архітектура інформаційної системи оператив-ного планування заготівлі молока на території громад. Вона передбачає створення п’яти взаємопов’язаних підсистем, які мають зв’язки із базою даних. Запропонована системна архітектура лежить в основі розроблення програмної архітектури та розроблення додатків, які пришвидшать та забезпечать якісну підтримку прийняття управлінських рішень під час оперативного планування заготівлі молока на території громад

CONCEPTUAL APPROACHES TO INVESTING IN HUMAN CAPITAL AS A FACTOR OF THE COMPETITIVENESS GROWTH IN THE NATIONAL ECONOMY

Introduction. The article investigates modern conceptual approaches to investing in human capital in order to increase the competitiveness of the national economy. New scientific approaches to the sources and structure of investments into human capital in Ukraine are considered as well as the assessment of the returns from them. The dynamics of investment into human capital by Ukrainian enterprises are analyzed and the main constraints on investment growth are identified. It is also determined that at domestic enterprises the reduction of the budget expenditures is carried out primarily through the saving of personnel costs. In particular, the low level of investment by domestic enterprises in human capital is due to the following reasons: lack of available funds from enterprises; inefficient government incentive system for enterprises; misunderstanding by the leadership of the need for such measures. Also, the article analyzes the main achievements of developed countries in stimulating the growth of the competitiveness of the national economy. The study of conceptual approaches to investing in human capital provided the basis for the emergence of a new concept for the description of market processes based on an analysis of factors of the competitiveness growth in the national economy. Purpose. The purpose of this study is to determine the main features of investing in human capital, to identify problems and prospects for the development of Ukraine’s human capital in modern conditions, and to assess the state of investing in its reproduction and development. Results. Established that human capital is an important factor in ensuring the competitiveness of the national economy, which requires not only significant investment, but also the creation of effective mechanisms for their distribution and control over their use. The positive experience of the developed countries in the field of the state policy of investing in human capital at both macro and micro level is formed, which should serve as a benchmark for the reform of Ukrainian economic policy, which should be aimed at ensuring the growth of a sufficient level of competitiveness of the national economy. Conclusions. Human capital constitutes a major part of the welfare of society and is the most valuable productive resource, which is constantly updated, improved, evolves, acts as a powerful factor in economic and social progress. The development of conceptual foundations for the formation of a socio-economic mechanism for the preservation of human capital in a crisis, the identification of innovative methods of investment in human capital and new opportunities for its effective use. For developed countries, human capital is an intensive economic resource, the most important factor in the formation of a high-tech, innovative economy. An indispensable condition for the development of human capital and its productive use is the high quality of education and science, innovative development of the economy, high social status of intellectual activity. Therefore, the condition for its effective use in the country is economic freedom, high responsibility, competitive quality of life and well-developed conditions for intellectual work. In a crisis, human capital is the fastest and most severely affected by the simultaneous deterioration of the conditions and its formation and implementation. Therefore, investing in human capital is absolutely necessary for the competitiveness growth of any national economy

The results of diagnosis and treatment of chronic generalized catarrhal gingivitis in children at the background of chronic tonsillar infection

Biocenosis of sulcus in chronic generalized catarrhal gingivitis children (CGCG) without background pathology and with chronic tonsillitis (CH) has been investigated. Its development and clinical course depending on dominant microbial agent (streptococci or staphylococci) are specified. This expands  our knowledge about etiology and pathogenesis of CGCG. The results of local immunity and nonspecific resistance study in CGCG children with/ without contaminant pathology are given. A new method of the patients under study treatment has been worked out and clinically tested. It has been established that the use of the complex offered allowes to reduce a number of complications, relapses, and increases the general efficacy of treatment.
