    Determinants of Success in High School Economics: Lessons from the Field

    Recently, the Hawaii Council on Economic Education conducted a survey of high school seniors to gauge their understanding of basic economic concepts. Based on these results, we conduct a series of case studies, consisting of interviews with principals and economics teachers at eight Hawaii public high schools. We summarize the qualitative and quantitative results of these interviews. We then use these and other data to estimate the effects of school, demographic, and other characteristics on average student achievement on the survey. We find that the improvement in student test scores as a result of a one semester economics course is modest, but that the single greatest determinant of achievement is overall school quality. Based on these and other findings, we present recommendations for policy and further research.

    Economic Impacts of E. Coqui frogs in Hawaii

    Eleutherodactylus coqui, a small frog native to Puerto Rico, was introduced to Hawaii in the late 1980s, presumably as a hitchhiker on plant material from the Caribbean or Florida (Kraus et al. 1999). The severity of the frogs' songs on the island of Hawaii has lead to a hypothesis touted both in the scientific community and in the popular media that the presence of the frog on or near a property results in a decline in that property's value. The objective of this study is to explicitly test the extent to which this hypothesis is true, and if it is, what the level of localized damage incurred on a property's value is. The invasion began on either Hawaii or Maui, and has now expanded to Oahu and Kauai. Spread has occurred through the movement of nursery plants and through intentional introduction of the frogs to previously uninfested areas. The coqui frogs have attained some of the highest densities ever observed for terrestrial amphibian populations (up to 133,000 per ha on Hawaii). These extremely dense populations have lead to both economic and ecological concerns, especially on the island of Hawaii. The loud mating song of the male frogs is the most widely cited complaint in Hawaii. The frog's song has been measured to range in the 80-100 decibel level (Beard and Pitt 2005). Given that 45 decibels may be enough to prevent the average person from sleeping , the song of the coqui is considered a form of noise pollution in Hawaii. In this study we focus only on the direct damage costs of the coqui's loud mating songs through a hedonic pricing model. Because this only one component of the economic costs of noise pollution, it should be considered a lower bound estimate of the true cost of their noise and their presence. Since this lower bound is generated through measurable losses in property value, its use in invasive species policy should be welcomingly straightforward compared to survey methods or other efforts to quantify damages from ecosystem change. We find that coqui frogs do impose localized damages to real estate values, but by 800 meters distance from a complaint this damage is declining relative to the effect at 500m. The per-transaction reduction in value when frog complaints have been lodged within 500m appears to be about 0.16%, holding constant district, acreage, financial conditions, zoning, and neighborhood characteristics. This is just over 1/3 of the impact that an increase of 1% in mortgage rates is estimated to have on price.Land Economics/Use,

    Environmental Policy Issues for Sustainable Economic Development in China

    A central pillar of the sustainability movement is the call to include environmental accounting in standard measures of economic performance. This increased transparency would, in principle, mitigate the temptation of economic managers and policy makers to increase growth in material consumption at the expense of the environment. Moreover, as Repetto (1989) and others have argued, deducting depreciation of produced capital from NNP but not deducting depreciation of natural capital is inconsistent and debases NNP as a possible indicator of welfare. Based on the evidence available, it appears that while GNNP is substantially less than NNP, these adjustments do not adversely compromise existing estimates of economic growth for China.Environmental Economics and Policy,

    Control of Invasive Species: Lessons from Miconia in Hawaii

    Once established, invasive species can rapidly and irreversibly alter ecosystems and degrade the value of ecosystem services. Optimal control of an exotic pest solves for a trajectory of removals that minimizes the present value of removal costs and residual damages from the remaining pest population. The shrubby tree, Miconia calvescens, is used to illustrate dynamic policy options for a forest invader. Potential damages to Hawaii's forest ecosystems are related to decreased aquifer recharge, biodiversity, and other ecosystem values. We find that population reduction is the optimal management policy for the islands of Oahu, Maui, and Hawaii. On the island of Kauai, where tree density is lower and search costs higher, optimal policy calls for deferring removal expenditures until the steady state population is reached.Environmental Economics and Policy,

    Prevention, Eradication, and Containment of Invasive Species: Illustrations from Hawaii

    Invasive species change ecosystems and the economic services such ecosystems provide. Optimal policy will minimize the expected damages and costs of prevention and control. We seek to explain policy outcomes as a function of biological and economic factors, using the case of Hawaii to illustrate. First, we consider an existing invader, Miconia calvescens, a plant with the potential to reduce biodiversity, soil cover, and water availability. We then examine an imminent threat, the potential arrival of the Brown treesnake (Boiga irregularis).     Submarine groundwater discharge: updates on its measurement techniques, geophysical drivers, magnitudes, and effects

    The number of studies concerning Submarine Groundwater Discharge (SGD) grew quickly as we entered the twenty-first century. Many hydrological and oceanographic processes that drive and influence SGD were identified and characterized during this period. These processes included tidal effects on SGD, water and solute fluxes, biogeochemical transformations through the subterranean estuary, and material transport via SGD from land to sea. Here we compile and summarize the significant progress in SGD assessment methodologies, considering both the terrestrial and marine driving forces, and local as well as global evaluations of groundwater discharge with an emphasis on investigations published over the past decade. Our treatment presents the state-of-the-art progress of SGD studies from geophysical, geochemical, bio-ecological, economic, and cultural perspectives. We identify and summarize remaining research questions, make recommendations for future research directions, and discuss potential future challenges, including impacts of climate change on SGD and improved estimates of the global magnitude of SGD

    Recovery of Lost Nexus Synergy via Payment for Environmental Services in Kumamoto, Japan

    The objective of this study is to characterize and quantify the “trans-spatial nexus synergy” benefit of subsidized water ponding in the water-energy-food nexus in Kumamoto, Japan. After years of decreased rice production in upstream areas and associated declines in groundwater levels, the Kumamoto city government implemented a subsidy program whereby farmers in the Shira River basin receive payments to water their fields, which provides valuable groundwater recharge to downstream Kumamoto city. We quantify the economic benefits of this subsidy program, which include avoided additional energy costs to obtain scarcer levels of groundwater, as well as net revenue from the crops in the Shira River basin that would otherwise not be grown in the absence of the subsidy. These annual benefits can be combined and compared to the annual cost of the government subsidy. We also calculate potential historical losses that may have occurred in the region as a result of land use transitions from rice farming to urban use, which disrupted the nexus synergy between the watered fields and the groundwater table

    A description of a knowledge broker role implemented as part of a randomized controlled trial evaluating three knowledge translation strategies

    <p>Abstract</p> <p>Background</p> <p>A knowledge broker (KB) is a popular knowledge translation and exchange (KTE) strategy emerging in Canada to promote interaction between researchers and end users, as well as to develop capacity for evidence-informed decision making. A KB provides a link between research producers and end users by developing a mutual understanding of goals and cultures, collaborates with end users to identify issues and problems for which solutions are required, and facilitates the identification, access, assessment, interpretation, and translation of research evidence into local policy and practice. Knowledge-brokering can be carried out by individuals, groups and/or organizations, as well as entire countries. In each case, the KB is linked with a group of end users and focuses on promoting the integration of the best available evidence into policy and practice-related decisions.</p> <p>Methods</p> <p>A KB intervention comprised one of three KTE interventions evaluated in a randomized controlled trial.</p> <p>Results</p> <p>KB activities were classified into the following categories: initial and ongoing needs assessments; scanning the horizon; knowledge management; KTE; network development, maintenance, and facilitation; facilitation of individual capacity development in evidence informed decision making; and g) facilitation of and support for organizational change.</p> <p>Conclusion</p> <p>As the KB role developed during this study, central themes that emerged as particularly important included relationship development, ongoing support, customized approaches, and opportunities for individual and organizational capacity development. The novelty of the KB role in public health provides a unique opportunity to assess the need for and reaction to the role and its associated activities. Future research should include studies to evaluate the effectiveness of KBs in different settings and among different health care professionals, and to explore the optimal preparation and training of KBs, as well as the identification of the personality characteristics most closely associated with KB effectiveness. Studies should also seek to better understand which combination of KB activities are associated with optimal evidence-informed decision making outcomes, and whether the combination changes in different settings and among different health care decision makers.</p

    The creatine kinase pathway is a metabolic vulnerability in EVI1-positive acute myeloid leukemia

    Expression of the MECOM (also known as EVI1) proto-oncogene is deregulated by chromosomal translocations in some cases of acute myeloid leukemia (AML) and is associated with poor clinical outcome. Here, through transcriptomic and metabolomic profiling of hematopoietic cells, we reveal that EVI1 overexpression alters cellular metabolism. A screen using pooled short hairpin RNAs (shRNAs) identified the ATP-buffering, mitochondrial creatine kinase CKMT1 as necessary for survival of EVI1-expressing cells in subjects with EVI1-positive AML. EVI1 promotes CKMT1 expression by repressing the myeloid differentiation regulator RUNX1. Suppression of arginine-creatine metabolism by CKMT1-directed shRNAs or by the small molecule cyclocreatine selectively decreased the viability, promoted the cell cycle arrest and apoptosis of human EVI1-positive cell lines, and prolonged survival in both orthotopic xenograft models and mouse models of primary AML. CKMT1 inhibition altered mitochondrial respiration and ATP production, an effect that was abrogated by phosphocreatine-mediated reactivation of the arginine-creatine pathway. Targeting CKMT1 is thus a promising therapeutic strategy for this EVI1-driven AML subtype that is highly resistant to current treatment regimens.
