    Political Polarization as a Constraint on Corruption: A Cross-National Comparison

    Efforts to explain corruption have increased dramatically in recent years. The interest stems from the increasing weight economists assign to corruption when explaining economic growth. Much research focuses on how political institutions influence perceptions of corruption. We move this debate in a new direction by addressing a previously ignored dimension: ideological polarization. We contend perceptions of corruption are determined not only by specific institutional features of the political system–such as elements of voting systems, ballot structures, or separation of powers–but by who sits at the controls. We employ panel data from a broad variety of countries to test our theoretical argument. Contrary to recent findings by both economists and political scientists, we show that ideological polarization predicts perceptions of corruption

    Talking in the present, caring for the future: Language and environment

    This paper identifies a new source that explains environmental behaviour: the presence of future tense marking in language. We predict that languages that grammatically mark the future affect speakers' intertemporal preferences and thereby reduce their willingness to address environmental problems. We first show that speakers of languages with future tense marking are less likely to adopt environmentally responsible behaviours and to support policies to prevent environmental damage. We then document that this effect holds across countries: future tense marking is an important determinant of climate change policies and global environmental cooperation. The results suggest that there may be deep and surprising obstacles for attempts to address climate change

    Early and Middle Holocene Hunter-Gatherer Occupations in Western Amazonia: The Hidden Shell Middens

    We report on previously unknown early archaeological sites in the Bolivian lowlands, demonstrating for the first time early and middle Holocene human presence in western Amazonia. Multidisciplinary research in forest islands situated in seasonally-inundated savannahs has revealed stratified shell middens produced by human foragers as early as 10,000 years ago, making them the oldest archaeological sites in the region. The absence of stone resources and partial burial by recent alluvial sediments has meant that these kinds of deposits have, until now, remained unidentified. We conducted core sampling, archaeological excavations and an interdisciplinary study of the stratigraphy and recovered materials from three shell midden mounds. Based on multiple lines of evidence, including radiocarbon dating, sedimentary proxies (elements, steroids and black carbon), micromorphology and faunal analysis, we demonstrate the anthropogenic origin and antiquity of these sites. In a tropical and geomorphologically active landscape often considered challenging both for early human occupation and for the preservation of hunter-gatherer sites, the newly discovered shell middens provide evidence for early to middle Holocene occupation and illustrate the potential for identifying and interpreting early open-air archaeological sites in western Amazonia. The existence of early hunter-gatherer sites in the Bolivian lowlands sheds new light on the region's past and offers a new context within which the late Holocene "Earthmovers" of the Llanos de Moxos could have emerged. © 2013 Lombardo et al

    Immunization with Cocktail of HIV-Derived Peptides in Montanide ISA-51 Is Immunogenic, but Causes Sterile Abscesses and Unacceptable Reactogenicity

    BACKGROUND: A peptide vaccine was produced containing B and T cell epitopes from the V3 and C4 Envelope domains of 4 subtype B HIV-1 isolates (MN, RF, CanO, & Ev91). The peptide mixture was formulated as an emulsion in incomplete Freund's adjuvant (IFA). METHODS: Low-risk, healthy adult subjects were enrolled in a randomized, placebo-controlled dose-escalation study, and selected using criteria specifying that 50% in each study group would be HLA-B7+. Immunizations were scheduled at 0, 1, and 6 months using a total peptide dose of 1 or 4 mg. Adaptive immune responses in16 vaccine recipients and two placebo recipients after the 2nd immunization were evaluated using neutralization assays of sera, as well as ELISpot and ICS assays of cryopreserved PBMCs to assess CD4 and CD8 T-cell responses. In addition, (51)Cr release assays were performed on fresh PBMCs following 14-day stimulation with individual vaccine peptide antigens. RESULTS: 24 subjects were enrolled; 18 completed 2 injections. The study was prematurely terminated because 4 vaccinees developed prolonged pain and sterile abscess formation at the injection site-2 after dose 1, and 2 after dose 2. Two other subjects experienced severe systemic reactions consisting of headache, chills, nausea, and myalgia. Both reactions occurred after the second 4 mg dose. The immunogenicity assessments showed that 6/8 vaccinees at each dose level had detectable MN-specific neutralizing (NT) activity, and 2/7 HLA-B7+ vaccinees had classical CD8 CTL activity detected. However, using both ELISpot and ICS, 8/16 vaccinees (5/7 HLA-B7+) and 0/2 controls had detectable vaccine-specific CD8 T-cell responses. Subjects with moderate or severe systemic or local reactions tended to have more frequent T cell responses and higher antibody responses than those with mild or no reactions. CONCLUSIONS: The severity of local responses related to the formulation of these four peptides in IFA is clinically unacceptable for continued development. Both HIV-specific antibody and T cell responses were induced and the magnitude of response correlated with the severity of local and systemic reactions. If potent adjuvants are necessary for subunit vaccines to induce broad and durable immune responses, careful, incremental clinical evaluation is warranted to minimize the risk of adverse events.     Institutions vs. ‘first-nature’ geography: what drives economic growth in Europe's regions?

    The debate on whether institutions or geography prevail in driving economic growth has been rife (e.g., Sachs 2003 vs. Rodrik et al. 2004). Most of the empirical analyses delving into this debate have focused on world countries, whose geographical and institutional conditions differ widely. Subnational analyses considering groups of countries with, in principle, more similar institutional and geographical conditions have been limited and tended to highlight that geography is more important than institutions at subnational level. This paper aims to address whether this is the case by investigating how differences in institutional and ‘first-nature’ geographical conditions have affected economic growth in Europe's regions in the period 1995–2009. In the analysis we use a newly developed dataset including regional quality of government indicators and geographical charactersitics and employ two-stage least squares (2SLS) and instrumental variables-generalized method of moments (IV-GMM) estimation techniques with a number of regional historical variables as instruments. Our results indicate that at a regional level in Europe institutions rule. Regional institutional conditions – and, particularly, government effectiveness and the fight against corruption – play an important role in shaping regional economic growth prospects. This does not imply, however, that geography is irrelevant. There is evidence of geographical factors affecting regional growth, although their impact is dwarfed by the overriding influence of institutions

    Archaeoseismology: Methodological issues and procedure

    Archaeoseismic research contributes important data on past earthquakes. A limitation of the usefulness of archaeoseismology is due to the lack of continuous discussion about the methodology. The methodological issues are particularly important because archaeoseismological investigations of past earthquakes make use of a large variety of methods. Typical in situ investigations include: (1) reconstruction of the local archaeological stratigraphy aimed at defining the correct position and chronology of a destruction layer, presumably related to an earthquake; (2) analysis of the deformations potentially due to seismic shaking or secondary earthquake effects, detectable on walls; (3) analysis of the depositional characteristics of the collapsed material; (4) investigations of the local geology and geomorphology to define possible natural cause(s) of the destruction; (5) investigations of the local factors affecting the ground motion amplifications; and (6) estimation of the dynamic excitation, which affected the site under investigation. Subsequently, a 'territorial' approach testing evidence of synchronous destruction in a certain region may delineate the extent of the area struck by the earthquake. The most reliable results of an archaeoseismological investigation are obtained by application of modern geoarchaeological practice (archaeological stratigraphy plus geological–geomorphological data), with the addition of a geophysical-engineering quantitative approach and (if available) historical information. This gives a basic dataset necessary to perform quantitative analyses which, in turn, corroborate the archaeoseismic hypothesis. Since archaeoseismological investigations can reveal the possible natural causes of destruction at a site, they contribute to the wider field of environmental archaeology, that seeks to define the history of the relationship between humans and the environment. Finally, through the improvement of the knowledge on the past seismicity, these studies can contribute to the regional estimation of seismic hazard
