    A Carrot-and-Stick Approach to Environmental Improvement: Marrying Agri-Environmental Payments and Water Quality Regulations

    Agri-environmental programs, such as the Environmental Quality Incentives Program, provide payments to livestock and crop producers to generate broadly defined environmental benefits and to help them comply with federal water quality regulations, such as those that require manure nutrients generated on large animal feeding operations to be spread on cropland at no greater than agronomic rates. We couch these policy options in terms of agri-environmental "carrots" and regulatory "sticks," respectively. The U.S. agricultural sector is likely to respond to these policies in a variety of ways. Simulation analysis suggests that meeting nutrient standards would result in decreased levels of animal production, increased prices for livestock and poultry products, increased levels of crop production, and water quality improvements. However, estimated impacts are not homogeneous across regions. In regions with relatively less cropland per ton of manure produced, the impacts of these policies are more pronounced.Environmental Economics and Policy,

    Confined animal production in the U.S. and its associated discharge of manure nutrients into area waters is considered a leading contributor to current water quality impairments. A common option to mitigate these impairments is to limit land application of manure. This paper evaluates the implications of alternative land application constraints for U.S. agriculture and the environment at the regional and sector level. The results suggest that when these constraints are particularly binding, due to minimal acceptance of manure as a substitute for commercial fertilizer, potentially large and unanticipated changes in returns to agricultural production and water quality may occur. Furthermore, we find that some of the cost of meeting the land application constraints will be passed on to consumers through higher prices and to a portion of rural economies through lower production rates and labor expenditures.Environmental Economics and Policy, Livestock Production/Industries,

    The purpose of this comment is to describe some of the problems that exist in the present system of foreign tax credits, and to set forth some suggested improvements that can be made. The discussion proceeds in four steps: (1) a description of the growth of the present statutory framework, including a discussion of the political and economic factors which purported to influence its development; (2) an examination of the operation of the credit system and its limitations; (3) an examination of the limitations in greater detail with illustrations of how they are rendered largely impotent by their own internal qualifications, by subsequent tax treaties, and by careful tax planning, and a description of the resultant inequities which they have on both the government revenues and the individual taxpayers; and (4) a proposed change in the credit system which would strike a more perfect balance between the interests of the United States and those who derive income from foreign sources

    K→ππK \to \pi \pi Decays with Domain Wall Fermions: Towards Physical Results

    We are using domain wall fermions to study K→ππK \to \pi \pi matrix elements by measuring K→πK \to \pi and K→0K \to 0 matrix elements on the lattice and employing chiral perturbation theory to relate these to the desired physical result. The residual chiral symmetry breaking of domain wall fermions with a finite extent in the fifth dimension impacts these measurements. Using the Ward-Takahashi identities, we investigate residual chiral symmetry breaking effects for divergent quantities and study pathologies of the quenched approximation for small quark mass.     Animal waste from confined animal feeding operations is a potential source of air and water quality degradation from evaporation of gases, runoff to surface water, and leaching to ground water. This report assesses the potential economic and environmental tradeoffs between water quality policies and air quality policies that require the animal agriculture sector to take potentially costly measures to abate pollution. A farm-level analysis of hog farms estimates the economic and environmental tradeoffs that occur when policies are designed to address pollutant flows to one environmental medium without considering flows to another medium. A national analysis addresses the broader impacts of coordinated (water and air) policies, including long-term structural adjustments and welfare impacts on both producers and consumers.     Prolonged survival of patients receiving trastuzumab beyond disease progression for HER2 overexpressing metastatic breast cancer (MBC)

    Background: The aim of this retrospective analysis was to evaluate the impact of trastuzumab-based regimens on the survival of patients with HER2-overexpressing metastatic breast cancer (MBC). The study specifically focussed on the influence of the continuation of trastuzumab-based treatment despite tumor progression on survival. Patients and Methods: Patients with HER2 overexpressing MBC were included in this retrospective analysis. HER2 overexpression was determined by the immunohistochemical staining score (DAKO Hercep Test (TM)). Trastuzumab was applied at a loading dose of 4 mg/kg and a maintenance dose of 2 mg/kg. Results: Among 136 HER2 overexpressing patients (DAKO score 3+), 66 patients received first-line trastuzumab, 47 patients received trastuzumab as second-line therapy and 23 patients received trastuzumab beyond disease progression. There was no significant difference regarding the duration of trastuzumab-based treatment (first-line: 29.5 weeks vs. second-line: 25 weeks). Moreover, there was no difference in the response rate (first-line: 37.9% vs. second-line: 35.7%) or the median survival (p = 0.47 log rank). Patients who received >= 2 trastuzumab-based regimens for MBC survived significantly longer compared to those who had received only 1 regimen (>= 2 regimens: 62.4 months vs. 1 regimen: 38.5 months; p = 0.01 log rank). Conclusions: Trastuzumab is highly effective in the treatment of HER2 overexpressing MBC. Compared to historical controls, overall survival appears to be markedly prolonged, particularly in patients who received sequential trastuzumab-based treatment beyond disease progression

    When one splits spacetime into space plus time, the spacetime curvature (Weyl tensor) gets split into an "electric" part E_{jk} that describes tidal gravity and a "magnetic" part B_{jk} that describes differential dragging of inertial frames. We introduce tools for visualizing B_{jk} (frame-drag vortex lines, their vorticity, and vortexes) and E_{jk} (tidal tendex lines, their tendicity, and tendexes), and also visualizations of a black-hole horizon's (scalar) vorticity and tendicity. We use these tools to elucidate the nonlinear dynamics of curved spacetime in merging black-hole binaries.Comment: 4 pages, 5 figure
