Neoliberalism, consultants and the privatisation of public policy formulation: The case of Britain's rail industry
This paper identifies the importance of policy advisers, particularly consultants, in promoting neoliberal prescriptions in public policy formulation in the recent history of British Government. It examines a consultant-dominated attempt to reform British Rail in the 1980s and the fundamental contribution of advisers to the flawed fragmentation and subsequent privatisation of the rail industry. Concepts drawn from Latour's Sociology of Translation are adopted to examine the attempts by Conservative Governments and their private advisory allies to establish networks of support for privatisation. In each of the episodes along the path to privatisation the paper examines attempts to undermine opposition and gain acceptance of the proposed changes with the production of knowledge claims by consultants, that is Latour's process of purification, followed by the consequences for the rail industry. The paper uses critical financial analysis to contrast the knowledge claims made by consultants with the outcomes of rail privatisation, which include extensive, ongoing transfers from taxpayers to private companies. It concludes by highlighting the dangers ensuing from dogmatic and excessive neoliberal public policy formulation
Expression profiling during arabidopsis/downy mildew interaction reveals a highly-expressed effector that attenuates responses to salicylic acid
Plants have evolved strong innate immunity mechanisms, but successful pathogens evade or suppress plant immunity via effectors delivered into the plant cell. Hyaloperonospora arabidopsidis (Hpa) causes downy mildew on Arabidopsis thaliana, and a genome sequence is available for isolate Emoy2. Here, we exploit the availability of genome sequences for Hpa and Arabidopsis to measure gene-expression changes in both Hpa and Arabidopsis simultaneously during infection. Using a high-throughput cDNA tag sequencing method, we reveal expression patterns of Hpa predicted effectors and Arabidopsis genes in compatible and incompatible interactions, and promoter elements associated with Hpa genes expressed during infection. By resequencing Hpa isolate Waco9, we found it evades Arabidopsis resistance gene RPP1 through deletion of the cognate recognized effector ATR1. Arabidopsis salicylic acid (SA)-responsive genes including PR1 were activated not only at early time points in the incompatible interaction but also at late time points in the compatible interaction. By histochemical analysis, we found that Hpa suppresses SA-inducible PR1 expression, specifically in the haustoriated cells into which host-translocated effectors are delivered, but not in non-haustoriated adjacent cells. Finally, we found a highly-expressed Hpa effector candidate that suppresses responsiveness to SA. As this approach can be easily applied to host-pathogen interactions for which both host and pathogen genome sequences are available, this work opens the door towards transcriptome studies in infection biology that should help unravel pathogen infection strategies and the mechanisms by which host defense responses are overcome
A highly successful model? The rail franchising business in Britain
A crucial feature of rail privatisation in Britain was franchising. Passenger services were franchised in competitive bidding processes to train operators which were meant to function with declining subsidy. The paper adopts the framework of social cost-benefit analysis to examine rail privatisation's impact on three key groups; consumers, producers and the government. It establishes that privatisation did not achieve all the supposed benefits. Further, franchising only appears to be profitable through the use of calculative accounting practices, where by franchised train operators are portrayed as discrete business entities, whereas they are supported by very substantial, ongoing direct and indirect government subsidies

Evolutionary change? An evaluation of the McNulty report on rail
This article examines a major UK value-for-money study by Sir Roy McNulty in the context of the neoliberal public policy environment. This environment favoured rail's privatization, and subsequent reform attempts, which maintained the privatization model, have done little to address rail's fundamental problems. McNulty's proposals are examined in terms of their likely effects on the infrastructure authority and the train companies. The article concludes that, although McNulty correctly identified fragmentation as a key cause of rail's cost escalation, and noted the less fragmented nature of other European railways, its neoliberal focus meant that it missed the opportunity to reverse the process
