Europa, América Latina y la regionalización del mundo

Este texto fue presentado como conferencia inaugural del curso 2013-2014 del Máster Universitario “América Latina y la Unión Europea: una cooperación estratégica”, el 22 de octubre de 2013 en la Universidad de AlcaláEste escrito sobre Europa, América Latina y la regionalización del mundo constituye una reflexión sobre el papel de Europa y América Latina en el mundo global, y ha sido elaborado en un momento especialmente propicio ya que se ha hecho al finalizar la XXIII Cumbre Iberoamericana, tras la que surge la duda de si los países iberoamericanos ya no necesitan de España ni de Portugal para relacionarse con Europa. Asimismo, el momento es propicio también porque varios informes advierten de la ralentización del crecimiento en América Latina y porque nos encontramos en el cuarto aniversario del comienzo de la crisis del euro. El espacio económico mundial vive en la actualidad un doble proceso de integración. Por una parte la mundialización de los intercambios, de la producción y del sistema financiero. Y por otra un proceso de regionalización, de concentración en espacios regionales de los flujos comerciales, de las inversiones y de los circuitos financieros. Así se han configurado los cuatro grandes polos de actividad mundial: Norte América, Europa, el Sudeste Asiático y, de una forma menos integrada, América Latina. Se reflexionará en este escrito sobre dos de ellos: Europa y América Latina, así como de las relaciones entre ambos. Ocupada en sus problemas internos, la Unión Europea no debería olvidar las oportunidades que representa el desarrollo de América Latina. América Latina es mucho más europea que norteamericana. Y esa es una razón muy importante para fomentar nuestras relaciones y nuestras alianza

La presente tesis analiza la importancia de la teoría del control optimo como método de análisis conceptual y teórico de calculo en modelos económicos dinámicos y las perspectivas que ofrecen desarrollos posteriores. Mas adelante se pasa al análisis interpretativo de aparato asociado con los elementos matemáticos de la teoría de los juegos diferenciales. Robotic Pick-and-Place Time Optimization: Application to Footwear Production

This article considers the problem of optimizing the task sequences carried out by a dual-arm manipulator robot in a footwear production setting. The robot has to identify the pieces of a shoe put in a tray and pick-and-place them in a shoe mould for further processing. The shoe pieces arrive on a tray in random positions (patterns) and can be picked up in different order. In such a setting, a decision tree model is developed to recognize the pattern and predict the optimal sequence for picking the pieces up, thus, the picking and decision-making time is minimized. Two shoe models are considered for training and validating the solution proposed and the developed algorithm is applied in the real setting. There are not many studies which use the decision trees in sequencing and scheduling problems in robotics. The ndings of this article show that the decision tree method has advantages in task planning in a complex environment consisting of multiple trajectories and possible collisions between robot arms

Cyclic constitutive model for concrete

A constitutive model for concrete subjected to cyclic loadings in both compression and tension is presented. The proposed model is intended to provide improvements on modelling the cyclic behaviour of concrete structures in the context of computational programs based on a smeared crack approach. Particular emphasis has been paid to the description of the strength and stiffness degradation produced by the load cycling in both tension and compression, the shape of unloading and reloading curves and the transition between opening and closing of cracks. Two independent damage parameters in compression and in tension have been introduced to model the concrete degradation due to increasing loads. In the case of cyclic compressive loading, the model has been derived from experimental results obtained by other authors by considering the dependency of the cyclic variables with the damage level attained by the concrete. In the case of cyclic tension a simple model is adopted based on experimental observations. The main novelty of the proposed constitutive model lays in the fact that all the required input data can be obtained through the conventional monotonic compression and tension tests.Peer Reviewe

IMPACT ACOUSTIC ISOLATION OF ETHYLENE VINYL ACETATE PANELS

[EN] Ethylene Vinyl Acetate (EVA) foam is used in fitness facilities floors because of its shock absorption and isolation properties. Varying some material properties such as density and thickness, a range of these materials have been studied in order to evaluate their dynamic and acoustic behaviour. Two material properties (dynamic stiffness, and sound absorption coefficient) have been characterized according to the corresponding standards: ISO 9052 and ISO 10534-2. Experimental and Numerical Acoustic Characterization of Laminated Floors

[EN] This work has focused on characterizing laminated floors from the sound perception perspective. There are two main aspects in this work. The first is an alternative proposed for experimental characterization, which consists in recording the sound generated by the impact of a steel ball when it falls on a laminated floor from a known height. The second is a numerical hybrid FEM-FDTD model. The numerical model uses FEM to simulate the mechanical part of the experiment when the ball impacts the floor. The results are implemented into a FDTD algorithm to take into account the acoustic part of the problem and to obtain the sound pressure level of the microphone. This numerical model is useful for identifying laminated floors if the mechanical properties of the material are known, and to characterize them from the sound perception perspective.Gadea Borrell, JM.; Segura Alcaraz, JG.; Juliá Sanchis, E. Análisis forense de los cárteles descubiertos en España

El presente trabajo realiza un análisis forense de los cárteles sancionados por las distintas autoridades españolas de la competencia durante los últimos 25 años. Los resultados muestran cómo se ha producido un cambio sustancial tanto en el número como en las características de cárteles detectados por la autoridad de competencia en España desde la aprobación de la última Ley de Defensa de la Competencia de 2007. En los últimos ocho años (2007-2015) se han descubierto no solo más cárteles, sino también cárteles más estables y persistentes. Esto ha sido posible gracias a la entrada en vigor del programa de clemencia y de otros efectivos instrumentos de inspección, análisis, vigilancia y sanción. En los próximos años, la autoridad de competencia se enfrenta al reto de mantener el impulso de la política anticárteles tras las recientes sentencias judiciales que modifican algunos de los instrumentos a disposición de la autoridad de la competencia en la persecución efectiva de los cárteles

The leniency programme: obstacles on the way to collude

There is no honour among thieves. This aphorism concisely expresses why the leniency programmes in competition policy have become one of the most effective instruments in the fight against the cartels. In this work we describe the dissemination, evolution, and effects of the aforementioned programmes in the two decades since its implementation around the world, paying special attention to what is being done at the European Union level and in Spain. The empirical regularities obtained from the descriptive analysis of leniency decisions adopted by the European Commission and by the Spanish Competition Authority provide relevant information about the effectiveness of their corresponding programmes, as well as information about the underlying reasons why companies, in this context, submit applications for sanction exemption or reductions in the penalty amount. We conclude that still there is scope to increase substantially the dissemination and implementation of the leniency programme in Spain, and if the reforms are handled correctly, the programme is set to catch up and to be the main source of detecting and sanctioning of Spanish cartels in the next decad
