    An Australian National Compact – Something old, something new?

    The Australian Labor Party (ALP) formed government under Prime Minister Kevin Rudd in 2007 promising to consult with the not-for-profit sector on the development of a national compact. It was the government’s aim to forge a new settlement with the sector after eleven years of Liberal/National Coalition government during which contractual governance rather than relational governance was the norm. The provenance of the National Compact, launched in March 2010, can be traced back to similar framework documents for inter-sectoral cooperation in the United Kingdom (principally, The Compact) and Canada (the Accord). The National Compact) cannot be explained solely in terms of policy diffusion or the predilection of centre-right political parties for policy instruments of this sort. Rather, explanation requires a more nuanced contextual analysis of the political and policy environment within which these frameworks emerged. In this article we compare the range of factors contributing to the development of The Compact (UK), the Accord) (Canada) and the National Compact (Australia). We apply a similar analysis to policy frameworks in selected Australian states. We conclude that compacts arrive on the policy agenda via the opening of policy windows and through the actions of policy entrepreneurs. Policy windows and the attention of policy entrepreneurs might be both contextual and therefore, time-limited. We consider the range of factors that appear to have a bearing on the impact and durability of inter-sectoral policy frameworks in each jurisdiction in order to draw tentative conclusions about the prospects for the Australian National Compac

    Pauci-immune glomerulonephritis in individuals with disease associated with levamisole-adulterated cocaine: a series of 4 cases.

    Exposure to levamisole-adulterated cocaine can induce a distinct clinical syndrome characterized by retiform purpura and/or agranulocytosis accompanied by an unusual constellation of serologic abnormalities including antiphospholipid antibodies, lupus anticoagulants, and very high titers of antineutrophil cytoplasmic antibodies. Two recent case reports suggest that levamisole-adulterated cocaine may also lead to renal disease in the form of pauci-immune glomerulonephritis. To explore this possibility, we reviewed cases of pauci-immune glomerulonephritis between 2010 and 2012 at an inner city safety net hospital where the prevalence of levamisole in the cocaine supply is known to be high. We identified 3 female patients and 1 male patient who had biopsy-proven pauci-immune glomerulonephritis, used cocaine, and had serologic abnormalities characteristic of levamisole-induced autoimmunity. Each also had some other form of clinical disease known to be associated with levamisole, either neutropenia or cutaneous manifestations. One patient had diffuse alveolar hemorrhage. Three of the 4 patients were treated with short courses of prednisone and cyclophosphamide, 2 of whom experienced stable long-term improvement in their renal function despite ongoing cocaine use. The remaining 2 patients developed end-stage renal disease and became dialysis-dependent. This report supports emerging concern of more wide spread organ toxicity associated with the use of levamisole-adulterated cocaine

    The interplay between randomness and optimization has always been a major theme in the design of neural networks [3]. In the last 15 years, the success of reservoir computing (RC) showed that, in many scenarios, the algebraic structure of the recurrent component is far more important than the precise fine-tuning of its weights. As long as the recurrent part of the network possesses a form of fading memory of the input, the dynamics of the neurons are enough to efficiently process many spatio-temporal signals, provided that their activations are sufficiently heterogeneous. Even if today it is feasible to fully optimize deep recurrent networks, their implementation still requires a vast degree of experience and practice, not to mention vast computational resources, limiting their applicability in simpler architectures (e.g., embedded systems) or in areas where time is of key importance (e.g., online systems). Not surprisingly, then, RC remains a powerful tool for quickly solving dynamical problems, and it has become an invaluable tool for modeling and analysis in neuroscience

    Part-time learners in open and distance learning: revisiting the critical importance of choice, flexibility and employability

    In this article, we argue that, if open learning seeks to (re)assert a social justice mission, issues of openness and flexibility are more critical than ever. Drawing on qualitative data from a National Union of Students Wales/Open University study, which explored, in the voices of Welsh students, the identity, motivation and barriers faced by part-time distance learners, three key findings emerged. First, the chimaera of ‘choice’ – for part-time distance learners whose personal circumstances prevent any other mode of study; second, the vacuity of policy assertions around ‘flexibility’ in HE – what personalised learning means for part-time distance learners should be contested and re-examined; third, the mantra of ‘employability’ – for part-time distance learners, employability is a conundrum which needs to be understood in a far more inclusively nuanced way. We conclude that the voices of part-time distance learners need to be heard by policy makers and should inform open universities’ continuing efforts to enable vulnerable and marginalised learners to access HE

    Age estimation of Calliphora (Diptera: Calliphoridae) larvae using cuticular hydrocarbon analysis and Artificial Neural Networks

    Cuticular hydrocarbons were extracted daily from the larvae of two closely related blowflies Calliphora vicina and Calliphora vomitoria (Diptera: Calliphoridae). The hydrocarbons were then analysed using Gas Chromatography–Mass Spectrometry (GC–MS), with the aim of observing changes within their chemical profiles in order to determine the larval age. The hydrocarbons were examined daily for each species from 1 day old larvae until pupariation. The results show significant chemical changes occurring from the younger larvae to the post-feeding larvae. With the aid of a multivariate statistical method (Principal Component Analysis and Artificial Neural Networks), samples were clustered and classified, allowing for the larval age to be established. Results from this study allowed larvae to be aged to the day with at worst, 87% accuracy, which suggests there is great potential for the use of cuticular hydrocarbons present on larvae to give an indication of their age and hence potentially a valuable tool for minimum PMI estimations

    Impaired dendritic cell proinflammatory cytokine production in psoriatic arthritis

    Item does not contain fulltextOBJECTIVE: The pathogenesis of psoriatic arthritis (PsA) remains poorly understood. The underlying chronic inflammatory immune response is thought to be triggered by unknown environmental factors potentially arising from a defective immune function. We undertook this study to determine whether an impaired acute inflammatory response by dendritic cells (DCs) might compromise the clearance of bacteria and predispose to chronic inflammation. METHODS: We determined cytokine production by DCs from healthy controls and from patients with rheumatoid arthritis, PsA, and psoriasis in response to Mycobacterium tuberculosis, Mycobacterium avium paratuberculosis, and a range of other bacteria and Toll-like receptor (TLR) ligands. Phenotypic differences involved in cellular responses against (myco)bacteria were determined by quantitative polymerase chain reaction and flow cytometry. RESULTS: The secretion of proinflammatory cytokines by PsA DCs was impaired upon in vitro challenge with mycobacteria and TLR-2 ligands. This impairment was associated with elevated serum levels of C-reactive protein. The expression of TLR-2 and other receptors known to mediate mycobacterial recognition was unaltered. In contrast, the intracellular TLR inhibitors suppressor of cytokine signaling 3 and A20 were more highly expressed in DCs from PsA patients. PsA DCs further demonstrated up-regulated levels of ATG16L1, NADPH oxidase 2, and LL37, which are molecules implicated in the immune response against intracellular bacteria. CONCLUSION: Our findings indicate that DCs from PsA patients have a disordered immune response toward some species of (myco)bacteria. This might predispose to impaired immune responses to, and in turn impaired clearance of, these bacteria, setting the stage for the chronic inflammation of joints, entheses, skin, and the gut
