    Measuring Ecosystem Service Benefits: The Use of Landscape Analysis to Evaluate Environmental Trades and Compensation

    Ecosystem compensation and exchange programs require benefit analysis in order to guarantee that compensation or trades preserve the social benefits lost when ecosystems are destroyed or degraded. This study derives, applies, and critiques a set of ecosystem benefits indicators (EBIs). Organized around the concept of ecosystem services and basic valuation principles we show how GIS mappings of the physical and social landscape can improve understanding of the ecosystem benefits arising from specific ecosystems. The indicator system focuses on landscape factors that limit or enhance an ecosystem's ability to provide services and that limit or enhance the expected value of those services. The analysis yields an organized, descriptive, and numerical depiction of sites involved in specific mitigation projects. Indicator-based evaluations are applied to existing wetland mitigation projects in Florida and Maryland in order to practically illustrate the virtues and limits of the approach.Ecosystem Valuation, Wetlands, Spatial Analysis, Landscape Analysis

    Government involvement in high performance sport: An Australian national sporting organisation perspective

    The purpose of this paper is to examine the relationship between the Australian Sports Commission (ASC) and Summer Olympic National Sporting Organisations (NSOs) to determine the effect the relationship has on Olympic performance outcomes. Five Olympic NSOs were examined: Athletics Australia, Cycling Australia, Rowing Australia, Swimming Australia and Yachting Australia. All five NSOs represent sports in which Australia has consistently achieved strong results at previous Olympic Games. These NSOs receive significant funding from the ASC and, as such, are expected to achieve success at the Olympic Games. The ASC–NSO relationship was examined through an agency theory framework whereby the ‘contracts’ between the ASC (principal) and the NSOs (agents) were investigated through a survey, interviews and document analysis to identify potential management issues that may affect Olympic performance outcomes, such as agent or principal opportunism. The findings identified a lack of a collaborative high performance sport system in Australia, with the findings emphasising concerns over the ASC’s management of NSO programmes. While the ASC staff identified their organisation as the leader of high performance sport in Australia, the study’s NSO participants did not believe that the ASC had the capacity, capability and knowledge to fulfil this role.No Full Tex

    A study on the effect of a web-based teaching module and gender on accounting students’ ethical judgements

    Accounting educators face the increasingly important task of teaching ethics. Yet, there is little empirical evidence on the effectiveness of different ethics instructional methods on accounting students’ ethical judgements. This study examines whether the ethical decision making of accounting students differs (1) between those instructed through a web-based teaching module and those adopting a more traditional textbook-focused approach, and (2) between gender. A total of 156 students from a second-year financial accounting course participated in the study, with 90 students utilising the web-based module which was designed based on Rest’s (1979) model on ethics development. The other 66 students were instructed through a more traditional teaching approach based on regular class discussions using the ethical problems presented in the textbook. Subsequently, when presented with a whistle-blowing situation, the results of the study suggest that the attitudes and judgements of students instructed through the web-based module were more ethical than those utilising the traditional textbook module. Further, gender was found to impact ethical judgements but only among students who were exposed to the web-based module. The implications of the findings on accounting ethics education are discussed

    Overcoming child malnutrition in developing countries

    In 1995, 167 million children under five years old—almost one-third of developing-country children—were malnourished. Malnutrition causes a great deal of human suffering, and it is a violation of a child's human rights. It is associated with more than half of all deaths of children worldwide. People who survive a malnourished childhood are less physically and intellectually productive and suffer from more chronic illness and disability. The costs to society are enormous. Eradicating malnutrition remains a tremendous public policy challenge. Which types of interventions will have the greatest impact in reducing child malnutrition? The study on which this brief is based uses national data for 63 countries over 1970–96 to explore this question.     "One in three pre school children in the developing world is undernourished. As a consequence, their human rights are violated. In addition, they are more likely to have impaired immune systems, poorer cognitive development, lower productivity as adults, and greater susceptibility to diet-related chronic diseases such as hypertension and coronary heart disease later in life. Undernourished female preschoolers are likely to grow into undernourished young women who are more likely to give birth to babies who are undernourished even before they are born, thus perpetuating the inter-generational transmission of deprivation. Reducing these unacceptably high numbers remains a tremendous challenge to public policy. As a guide to the direction of future efforts, this research report examines the success of the efforts of the past 25 years to reduce preschooler undernutrition. The report uses an econometric model to identify the factors associated with the reduction in undernutrition. The formulation of the econometric model is guided by the widely accepted food-care-health conceptual model of child growth. The contributions of both underlying and basic determinants to reductions in undernutrition are assessed using the model. The potential of these factors to further reduce undernutrition is evaluated in a region-by-region priority-setting exercise. In addition, projections of child nutrition are made under various scenarios to the year 2020. What will it take to dramatically reduce undernutrition in the next 20 years?
