    A Sleeping Giant Awakes? The Rise of the Institutional Grammar Tool (IGT) in Policy Research

Available on open access from Taylor & Francis via the DOI in this recordThe institutional grammar tool (IGT) is an important and relatively recent innovation in policy theory and analysis. It is conceptualized to empirically operationalize the insights of the Institutional Analysis and Development (IAD) framework. In the last decade, political scientists have offered a number of applications of the IGT, mainly focused on disclosing and scrutinizing in-depth the textual configurations of policy documents. These efforts, involving micro-level analyses of syntax as well as more general classifications of institutional statements according to rule types, have underpinned empirical projects mainly in the area of environmental and common-pool resources. Applications of IGT are still in their infancy, yet the growing momentum is sufficient for us to review what has been learned so far. We take stock of this recent, fast-growing literature, analysing a corpus of 26 empirical articles employing IGTs published between 2008 and 2017. We examine these in terms of their empirical domain, hypotheses, and methods of selection and analysis of institutional statements. We find that the empirical applications do not add much to explanation, unless they are supported by research questions and hypotheses grounded in theory. We offer three conclusions. First, to exploit the IGT researchers need to go beyond the descriptive, computational approach that has dominated the field until now. Second, IGT studies grounded in explicit hypotheses have more explanatory leverage, and therefore should be encouraged when adopting the IGT outside the Western world.     The particle carriers of field-aligned currents in the Earth's magnetotail during a substorm

    Although the particle carriers of field-aligned currents (FACs) in the Earth's magnetotail play an important role in the transfer of momentum and energy between the solar wind, magnetosphere, and ionosphere, the characteristics of the FAC carriers have been poorly understood. Taking advantage of multiinstrument magnetic field and plasma data collected by the four spacecraft of the Cluster constellation as they traversed the northern plasma sheet boundary layer in the magnetotail on 14 September 2004, we identified the species type and energy range of the FAC carriers for the first time. The results indicate that part of tailward FACs is carried by energetic keV ions, which are probably originated from the ionosphere through outflow, and they are not too small (~2 nA/m2) to be ignored. The earthward (tailward) FACs are mainly carried by the dominant tailward (earthward) motion of electrons, and higher-energy electrons (from ~0.5 to 26 keV) are the main carriers

    Measuring Design Diversity: A New Application of Ostrom’s Rule Types

Available from Wiley / Policy Studies Organization via the DOI in this record.We draw on the Institutional Grammar Tool’s rule types to empirically analyze the design of four major procedural regulatory instruments in the 27 member states of the European Union and the UK. They are: consultation, regulatory impact assessment (RIA), freedom of information (FOI), and the Ombudsman. By adopting the IGT as conceptual lens to direct us towards a single measurement template applicable to a variety of action situations, we are able to derive measures that are conceptually robust and suitable for comparative analysis. With original data gathered on the official legal base in the 28 cases, we carry out principal components analysis. We identify design patterns across countries and instruments; the ‘specialization’ of each instrument in terms of rule type; and the components that best explain cross-country variation. In the conclusions we argue that to reframe the design features of the four instruments in conceptual, theoretical categories is not simply a taxonomical exercise but it extends to the territory of practice and reform.H2020 European Research Council (ERC

    The Institutional Grammar Tool meets the Narrative Policy Framework: narrating institutional statements in consultation

Available from Wiley via the DOI in this record.We compare the central analytical categories of two theoretical lenses on the public policy process anchored to categories based on language – the Narrative Policy Framework (NPF) and the Institutional Grammar Tool (IGT). Given the focus of this special issue on the NPF, we first theorize how the IGT can contribute to the development of NPF categories, but also how the former gains conceptual leverage from the latter. We argue that it is useful to consider jointly NPF and IGT as this expands the benefit of NPF usage for policy researchers – uncovering not only the stories policy actors tell but also what these stories mean in terms of institutional statements. We provide a demonstration of how the conversation between these two policy lenses may develop by analyzing original data on the design of consultation procedures in the European Union, Finland, Ireland and Malta.European Commissio

    Signatures of magnetic separatrices at the borders of a crater flux transfer event connected to an active X‐line

    In this paper, we present Magnetospheric Multiscale (MMS) observations of a flux transfer event (FTE) characterized by a clear signature in the magnetic field magnitude, which shows maximum at the center flanked by two depressions, detected during a period of stable southward interplanetary magnetic field. This class of FTEs are called “crater‐FTEs” and have been suggested to be connected with active reconnection X line. The MMS burst mode data allow the identification of intense fluctuations in the components of the electric field and electron velocity parallel to the magnetic field at the borders of the FTE, which are interpreted as signatures of the magnetic separatrices. In particular, the strong and persistent fluctuations of the parallel electron velocity at the borders of this crater‐FTE reported for the first time in this paper, sustain the field‐aligned current part of the Hall current system along the separatrix layer, and confirm that this FTE is connected with an active reconnection X line. Our observations suggest a stratification of particles inside the reconnection layer, where electrons are flowing toward the X line along the separatrix, are flowing away from the X line along the reconnected field lines adjacent to the separatrices, and more internally ions and electrons are flowing away from the X line with comparable velocities, forming the reconnection jets. This stratification of the reconnection layer forming the FTE, together with the reconnection jet at the trailing edge of the FTE, suggests clearly that this FTE is formed by the single X line generation mechanism

    Bilateral anterior dislocation of the shoulders at the start of a backstroke competition

    Bilateral anterior dislocation of the shoulders is very rare. A 20-year-old man presented with bilateral anterior shoulder dislocation as a result of a diving incident. He complained of pain and restriction of movement in both shoulders with abducted and externally rotated arms. Radiographs revealed that the shoulders were dislocated. The patient was treated with closed reduction and was able to resume swimming 3 months later. To our knowledge, this is the first bilateral anterior dislocation of the shoulders during a backstroke swimming competition that was caused by this mechanism of injury. The rarity of this lesion and its uncommon mechanism prompted us to relate this observation
