The Effect of Incumbent Bidding in Set-Aside Auctions: An Analysis of Prices in the Closed and Open Segments of FCC Auction 35
This paper examines the impact of an incumbent carrier’s participation in two simultaneously conducted auctions: one set-aside for non-incumbents and one open to all carriers. This paper estimates the extent to which prices in the closed auction were inflated by the participation of incumbents. This paper also estimates what prices would have been in the open auction had incumbents been excluded from bidding in the closed. It is found that an incumbent’s participation in the closed auction through a front, Alaska Native, enabled it to win more licenses at lower prices in FCC Auction 35. In contrast, non-incumbents won fewer licenses and paid more for what they won. The econometric techniques employed here to estimate prices in a “but for” world could be replicated in future damage analysis. Finally, this paper suggests an alternative method of screening bidders seeking access to set-aside auctions that would be consistent with the FCC’s goal of promoting competition in the wireless industry.Auctions, spectrum auctions, market design

Influx of calcium through voltage-dependent channels regulates processes throughout the nervous system. Specifically, influx through L-type channels plays a variety of roles in early neuronal development and is commonly modulated by G-protein-coupled receptors such as GABAB receptors. Of the four isoforms of L-type channels, only Cav1.2 and Cav1.3 are predominately expressed in the nervous system. Both isoforms are inhibited by the same pharmacological agents, so it has been difficult to determine the role of specific isoforms in physiological processes. In the present study, Western blot analysis and confocal microscopy were utilized to study developmental expression levels and patterns of Cav1.2 and Cav1.3 in the CA1 region of rat hippocampus. Steady-state expression of Cav1.2 predominated during the early neonatal period decreasing by day 12. Steady-state expression of Cav1.3 was low at birth and gradually rose to adult levels by postnatal day 15. In immunohistochemical studies, antibodies against Cav1.2 and Cav1.3 demonstrated the highest intensity of labeling in the proximal dendrites at all ages studied (P1–72). Immunohistochemical studies on one-week-old hippocampi demonstrated significantly more colocalization of GABAB receptors with Cav1.2 than with Cav1.3, suggesting that modulation of L-type calcium current in early development is mediated through Cav1.2 channels

Conservation status and updated census of Patella ferruginea (Gastropoda, Patellidae) in Ceuta: distribution patterns and new evidence of the effects of environmental parameters on population structure
The Strait of Gibraltar has important populations of the highly endangered patellid limpet Patella ferruginea. Between 2006 and 2010, an exhaustive census was carried out in Ceuta. The total coastline was divided into 17 sectors. The coast of each sector was examined by using 10 m transects. For the case of those sectors composed of breakwaters, jetties or islets, no transects were used, and instead, the total number of individuals was recorded. Each individual was measured to the nearest millimetre using a calliper. Moreover, the complete rocky shore length where the species could potentially be present was calculated, and an estimation of the total number of individuals that each sector could host was made. Results indicate that Ceuta could be home to around 44,000 individuals. The species found in Point Benzú, its westernmost limit of distribution on the North African coasts. The largest populations were recorded on the South Bay, with higher Mediterranean influence. Our results indicate that substrate roughness (topographic heterogeneity) and the area’s accessibility highly influence the abundance and population structure. Those populations located on high topographic heterogeneity substrates show higher recruitment rates and lower percentages of larger individuals, while medium to low rugosity surfaces presented the opposite pattern. Additionally, easily accessible areas (and frequented by humans) presented smaller average shell sizes. Implications of the results for conservation purposes are discussed
