Dipsacus gmelinii (Caprifoliaceae), a wetland species new to the Bulgarian flora
Dipsacus gmelinii is here reported as a new addition to the vascular flora of Bulgaria. It was recorded on Belene Island, in the Danube River. In the present paper, the species is described morphologically with an emphasis on carpomorphological characters. The distinctive differences from related species of the genus are also highlighted. Additionally, ecological conditions and floristic composition at the localities of the species, and phytosociological relationships of the communities in which it participates are discussed
Stratospheric nitrogen dioxide in the Antarctic
Several UV-visible spectrometers have been developed at the ISAC-CNR Institute. Differential Optical Absorption Spectroscopy (DOAS) methodology is applied to their measurements to monitor the amounts of stratospheric trace gases: mainly ozone (O-3) and nitrogen dioxide (NO2) which is involved in the ozone cycle. Observations of the scattered zenith-sky light were performed with one of these instruments installed at the Terra Nova Bay station (TNB), Antarctica. GASCOD (Gas Analyzer Spectrometer Correlating

spectra obtained with GASCOD and a high-resolution wavelength calibrated spectrum, is explained. Simple considerations allow for calculation of the NO2 concentration in the background spectrum used in DOAS analysis. For the period of activity of the GASCOD at TNB (1996-2003), the results of NO2 vertical column density (VCD) at twilight show a maximum in the summer and a minimum in the winter. Three years of measurements (2001-2003) are analysed in terms of stratospheric temperature and potential vorticity to obtain information about stratospheric warming that occurred in 2002 over Antarctica. The correlation between NO2 atmospheric content and stratospheric temperature is highlighted. The diurnal variations of NO2, which are controlled by photochemistry, show an unusual behaviour at high latitudes. Analysis of the a.m./p.m. ratios-the sunrise NO2 VC (a.m.) over the sunset VC (p.m.)-during different seasons and at various Solar Zenith Angles (SZA) is presented and discussed
Laparascopic-assisted endoscopic mucosal resection of a polyp in sigma and laparoscopic right hemicolectomy for adenocarcinoma in colon ascendens - case report
Today, endoscopic polypectomy has become a daily-performed routine procedure in the operating room. Almost every polyp in the colon can be removed endoscopically, but there are some problematic adenomas which are either large in size or difficult to approach. We present 80 years old white woman with a tubulovillous adenoma with high-grade dysplasia on a flat surface located in sigma with 4 x 5cm in size and also synchronously found in colon ascendens a well differentiated G1 adenocarcinoma with 2 x 2cm in size on a flat surface. The abdominal ultrasound did not find any liver metastases. Because of the difficult location and the size of the two lesions in the right and left colon, we make a decision for a laparoscopic-assisted endoscopic mucosal resection (piece-meal) of the polyp in sigma and for the adenocarcinoma in colon ascendens the procedure was followed by laparoscopic right hemicolectomy in one step approach. The both interventions were performed without complications and good postoperative period. Hybrid endoscopic and laparoscopic interventions are very effective approach that can resect large tubulovillous polyps and adenocarcinoma of the colon, with a lesser risk of complications. Combining the methods in one surgery save time, make endoscopy more easy to perform and can save one-half of the colon in cases of synchronous lesions of the colon. Scr Sci Med 2017; 49(3): 49-5
ODLUKA O PSPP-U NJEMAČKOG SAVEZNOG USTAVNOG SUDA – ESKALACIJA SUKOBA ILI POZIV NA UNAPREĐENJE METODA TUMAČENJA SUDA EUROPSKE UNIJE?
Autori u ovome radu analiziraju pitanje odnosa prava država članica i Europske unije u smislu uređenja pitanja Kompetenz-Kompetenz, tj. kroz prizmu odluka Suda Europske unije i njemačkog Saveznog ustavnog suda u predmetima Weiss i PSPP istražuju situaciju kada pojedina država članica tvrdi da je neko tijelo EU-a postupalo ultra vires (preko granica ovlasti dodijeljenih mu Osnivačkim ugovorima). Prikazuju proces uvođenja europske pravne stečevine u nacionalno ustavno uređenje te analiziraju uspostavlja li dosadašnji razvoj Europske unije kao zajednice koja utjelovljuje federalno načelo (na način sui generis) apsolutni ili ipak tek ograničeni primat europskog prava u odnosu na pravo država članica. Nude osvrt na kapitalna načela prava EU-a uvedena praksom Suda Europske unije te prateću judicijalizaciju politike, dok središnje mjesto zauzima odluka Suda Europske unije u predmetu Weiss te nastavna odluka njemačkog Saveznog ustavnog suda u predmetu PSPP. Komunikacija dva suda u ovim predmetima posljednji je nastavak u namjeri najvišeg njemačkog suda da nadzire i ustavlja širenje ovlasti Europske središnje banke u pitanjima ekonomske politike te se ne može prenaglasiti značaj njegove odluke da po prvi put u gotovo 70 godina članstva u europskoj integraciji odbije primijeniti akt tijela Europske unije. Rad završavaju iznošenjem mišljenja o ulozi Suda Europske unije u stvaranju projekta zajednice europskih naroda i stavljanjem prijedloga u kojem bi se smjeru trebao nastaviti razvijati odnos između EU-a i država članica kad je posrijedi nadređenost prava, a sve kako bi se ojačao legitimitet i demokratski potencijal EU-a
Multi-wavelength metal vapor laser systems for solving applied problems of atmospheric spectroscopy
Results of a cycle of experimental investigations of a multi-wavelength metal vapor laser system based on original configuration of a multi-medium metal vapor laser source are presented. Novelty of our approach consists in that two gas discharge active elements (on copper bromide and strontium vapors) are arranged in a common cavity, and each of them is pumped by an independent power supply unit, which allows them to be optimized independently for excitation conditions and thereby the output set of lasing wavelengths and their relative power distribution to be regulated. This makes the above described system promising for a number of scientific and technological applications. The total output power of 11 spectral components lying in the range 0.43–6.45 μm reached ~17 W. © (2015) COPYRIGHT Society of Photo-Optical Instrumentation Engineers (SPIE). Computer control of the spectral composition of the powerful laser system irradiation with a wide range of laser transitions on metal vapors
The results of the experimental study cycle of the multiwave metal vapor laser system on the basis of the original configuration of the multimedia laser emitter. The spectral parameters of the setup have been controlled using a personal computer (PC). This allows carrying out their independent optimization according to excitation conditions, and, therefore, promptly allocating the output set of oscillating wavelengths and their relative distribution in power, which makes the system attractive for scientific and technological application
