Affecting International Migration Trends through a Multi-Faceted Policy: Kazakhstan within Central Asia and the EAEU
This article assesses the implementation of migration policy in Kazakhstan over the past twenty years, focusing on the results attained through attempts to reverse Kazakhstan’s net negative migration trends. Our analysis traces the impact of socio-economic conditions on migration processes, using the example of the Central Asian and Eurasian Economic Union (EAEU)
member states including Kazakhstan. Consideration of further factors, such as ethnic repatriation,
also points to the uphill battle that Kazakhstan and other Central Asian countries face in
maintaining their skilled workforce and encouraging high skilled migrants to come into the
country. The results of the analysis reveal the causes of the low level of efficiency in the Republic
of Kazakhstan’s migration policy. Undocumented workers continue to play a major role in
industries outside of the highly skilled and household workers, yet they are often denied their
labor and human rights. The authors propose new approaches in the regulation of migration
activities aimed at improving the quality of life of prospective migrants, improving the socioeconomic conditions of the native population, and mitigating the further outflow of highly

STATE SUPPORT OF AGRICULTURE CREDITING IN KAZAKHSTAN
Inthisarticle, weinvestigated problems of availability of credit resources to subjects in agriculture.
For carrying out researchthere were used economical and statistical methods of the analysis. Crediting of agriculture
constantly increases in Kazakhstan, generally due to the state preferential crediting through NUH JSC “KazAgro”.
Despite various credit product and preferential terms of crediting, a circle of borrowers which can use the credit offer
of holding is limited. For increasing of availability of credit resources, firstly development of agricultural cooperatives
and introduction of the effective mechanism of insurance in agriculture is necessary. These measures will
help to increase the level of solvency of the borrower, to reduce branch risk of agricultural production and the possibility
of giving mortgage providing in the form of the earth or property. Secondly, practically there are no private
creditors and there are no conditions for their effective functioning in Kazakhstan. Thereforethe creation of cooperative
bank in Kazakhstan, that would promote the development of the competitive environment in the credit offer is

Environmental Components and Mechanism of Public-Private Partnership in the Area of Risk Insurance in Crop
Crop risk insurance in Kazakhstan is an urgent problem for agricultural producers and insurers, since agriculture is in the
zone of constant natural and economic risks, where the main share of risks is associated with weather events affecting the
production of agricultural crops. In order to reduce natural risks in agriculture, to ensure the protection of the property
interests of farmers in crop production from the consequences of adverse natural phenomena, measures are being taken by
the state and business, however, there are problems that both agricultural producers and insurers face.
Public-private partnership has established itself as a successful tool for interaction between business and the state, and now
in Kazakhstan a lot of work is being done for the qualitative growth and development of the PPP mechanism, which requires
more active interaction between the state and business in the field of crop production
Strategic Methods for Managing Risk Insurance in Crop Production
Doing any entrepreneurial activity takes place under conditions of risk and uncertainty. Agricultural production is distinguished
by a special risk environment, since it manifests natural and climatic risks that are very dangerous and have the maximum
effect on the final results of operations. At the same time, the economic damage caused by them is not only comparable to
the scale of the financial results of commodity producers, but periodically exceeds them. Households also suffer losses as a
result of the risks that are traditional for any commercial activity (production, marketing, financial): the size of these losses is
large, difficult to estimate, and the consequences are disastrous. Therefore, the complex impact of agricultural risks obliges
commodity producers to put stability and guaranteed result in the first place in the system of their interests
Integration of Financial Markets under the Conditions of the Eurasian Economic Union: Challenges and Opportunities
The focus on the regional financial integration became a center of attention due to enhancement of cooperation among member states
the Eurasian Economic Union and sustainable development. However, the reality of global experience demonstrated that such
practices have ambiguous effects on economies. The article discloses main issues of the integration of financial markets in the
framework of the Eurasian Economic Union through the analysis of preconditions and conditions of the formation of a single financial
market. The research examined development of financial trade between Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia,
creation of supranational bodies on regulation of the financial markets, formation of the developed financial infrastructure and favorable
investment climate. The research based empirical study of statistical and secondary data of the member states, and conclusion and
propositions on policies have been derived from the comparative analysis of the economies of these countries
COST-EFFECTIVENESS ANALYSIS OF NEW REMUNERATION PROJECT TOWARDS ACCOUNTABLE CIVIL SERVICE
The article considers main aspects of transparency and accountability of government initiatives on the example of the project of a new remuneration system for civil servants. Therefore, the author ana-lyzes the project’s cost effectiveness in the context of a three-year period and two pilot bodies in order to develop recommendations for improving transformation processes. A special formula was developed and calculations were made taking into account the method of cost-effectiveness analysis based on the factors of the conceptual model of the author’s dissertation research. Thus, in addition to the effects indicated in the media by the authorized body (the project developer) on the factor “Human capital”, the study also covers a wider range of aspects, namely, factors such as “Leadership”, “Strategy”, “Orga-nization”, “Resources” through the prism of “Citizen Centricity”. It was found that there were no signifi-cant positive changes in performance during the analyzed period. And in some areas of work (such as “Organization”, “Citizen Centricity”), there is a deterioration in results. Thus, the author summarizes the activities of local executive bodies as ineffective in relation to a two-fold increase in the wage fund. Tak-ing this into account and the identified “bottlenecks”, a number of recommendations for improving the activities, including legislative initiatives, are proposed. In general, the results of the study have direct practical significance, since they build a platform for scaling the analysis to the remaining pilot bodies in order to make timely changes during the piloting of the new remuneration system
OPTIMIZATION OF THE BUSINESS PROCESS FOR THE PROVISION OF LAND FOR THE CONSTRUCTION FACILITIES
The issue of efficient use of the land, as well as obtaining land from the government is one of the
urgent issues in Kazakhstan. The article assesses the current system of public services “Provision of a land plot for
the construction of a facility within the boundaries of a populated locality” This public service is provided for the
construction of social facilities or the implementation of investor projects that are necessary for economic
development. During the analysis, problems such as duplication of functions made by state bodies, dysfunctional
system of request according to the principle of “One window”, bureaucracy for the consideration and the approval of
a package of documents for granting the land plot were identified. To solve these problems, it was proposed to
optimize the business processes of the public service “Provision of a land plot for the construction of a facility within
the boundaries of a populated locality”, which allowed reducing the time, excluding duplicate functions, and
increasing the transparency of the activities of state bodies
Forecasting the financial results from enterprase activity
Statistical equations of dependence have been used in this article to forecast the financial activity of an enterprise. The selection of 6 primary factors of production is grounded, as directly affecting the effectiveness of financial resources, other current assets, bills payable. The results of the research show that the current financial situation of the enterprise is stable. According to the estimates the net profit will increase in the future. At the same time, of all these factors cash resources and other current assets had the maximum impact on net profit increase
Assessment of innovations effectiveness in the manufacturing industry of Kazakhstan
This article assesses the effectiveness of innovations in the manufacturing industry of Kazakhstan. Currently there are no indicators for innovative capacity in the domestic practice, to characterize its efficiency. The authors proporse to supplement the existing system of innovations performance assessment with the return indicator. The research findings demonstrate that the return of innovations implemented in manufacturing is usually very low, that is innovative activity is inefficient
