Gobernanza para el desarrollo económico local: el caso COPRODESU

In the last decades, there has been a great interest of urban and regional economy for the influence of institutions and colective action in economic development. This change of perspective have come a long with a new concept involved, called governance. The present work analyses an especific case of territorial governance, el Consejo para la Producción y el Desarrollo de Coronel Suárez (COPRODESU) in Argentina. Throughout this investigation we can see how this organization work, the diferent policies that the institution implemented and we can also identify their main strengths and weaknesses. Finally, the article shows some general aspects on the future of COPRODESU ́s work, as a main agent involved on economic development.En las últimas décadas, se ha producido en el seno de la economía urbana y regional un creciente interés por el rol que tienen las instituciones y la acción colectiva en el desarrollo económico. Esta nueva perspectiva ha venido de la mano de la noción de governance o gobernanza. El presente trabajo analiza un caso específico de governance territorial, el Consejo para la Producción y Desarrollo de Coronel Suárez (COPRODESU) en Argentina. A lo largo de la investigación se describe su proceso de gestación, las políticas implementadas por la entidad y se identifican sus principales fortalezas y debilidades. Finalmente, se brinda un panorama general respecto a su futuro como agente promotor del desarrollo económico

Organizaciones, redes, innovación y competitividad territorial : análisis del caso Bahía Blanca

En los últimos años, distintas corrientes de pensamiento económico están revalorizando el papel que juegan los ambientes o entornos locales en la acumulación de capital. Este artículo analiza el comportamiento de las organizaciones de apoyo a la producción del partido de Bahía Blanca con el propósito de entender en qué medida el sistema institucional es capaz de promover el desarrollo económico de la localidad. A tal efecto, se combinan estadísticas descriptivas tradicionales con análisis de redes sociales para evaluar la performance del tejido organizacional. Los principales resultados obtenidos arrojan que el medio institucional es poco dinámico, medido tanto en términos de comunicaciones como en cantidad de proyectos conjuntos.In the last years, different economic schools are reconsidering the role that local environment is playing in capital accumulation. This article analyzes the behaviour of institutional atmosphere in Bahia Blanca in order to understand if local organizations are capable of promoting economic development. To achieve that goal, the paper combines traditional statistics methods with social network analysis. The main results show that the institutional atmosphere is not playing an important role in promoting economic growth, measured in terms of communications and joint projects

Industry, organizations and economic development in the outskirts: the Bahía Blanca case

En las últimas décadas ha habido un creciente interés de la Economía Urbana y Regional por el estudio de los sistemas productivos locales. Esta predisposición al estudio de tales sistemas ha surgido a partir de considerar que su mejor análisis e interpretación podía facilitar el desarrollo socioeconómico de territorios periféricos. En este contexto, la siguiente investigación tiene como objetivo evaluar con rigurosidad científica las posibilidades de industrialización que registra Bahía Blanca. A lo largo del trabajo, se examina el comportamiento de las grandes plantas industriales, la dinámica de las pequeñas y medianas empresas y el funcionamiento del tejido institucional local. A modo de conclusión, se muestra que existen condicionamientos histórico-estructurales en el territorio objeto de estudio que limitan sus posibilidades de crecimiento.In the last decades the Urban and Regional Economy has been increasingly interested in the study of local productive systems. This trend to study such systems was a consequence of thinking that a better analysis and interpretation could facilitate the economic development in the outskirts. In this context, the following research aims to carry out a strict scientific evaluation of the possibilities Bahía Blanca has for its industrial growth. Some of the features herein analyzed are the behavior of big industrial plants, the dynamics of small and medium-sized enterprises and the performance of the institutional network in local economic development. Automated Detection of Electric Energy Consumption Load Profile Patterns

[EN] Load profiles of energy consumption from smart meters are becoming more and more available, and the amount of data to analyse is huge. In order to automate this analysis, the application of state-of-the-art data mining techniques for time series analysis is reviewed. In particular, the use of dynamic clustering techniques to obtain and visualise temporal patterns characterising the users of electrical energy is deeply studied. The performed review can be used as a guide for those interested in the automatic analysis and groups of behaviour detection within load profile databases. Additionally, a selection of dynamic clustering algorithms have been implemented and the performances compared using an available electric energy consumption load profile database. Analyzing The Software Sector In Bahia Blanca (Argentina) Using The Structure-Behavior-Performance And Capabilities Approach

From the emergence of the techno-economic paradigm of ICTs, numerous clusters of Software and Information Services (SIS) are consolidated in developed countries. In developing countries, and particularly in smaller cities, the growth of this sector constitutes a potential path of economic-productive diversification. The study aims to explore the origin and current performance of the SSI sector in the city of Bahía Blanca (Argentina). Análisis sobre el tratamiento de los vehículos históricos en Europa

La historia de la automoción es esencial para comprender el mundo contemporáneo. Los avances en este campo representan algunas de las invenciones más relevantes de la era moderna. Las piezas que se conservan, hasta el día de hoy, representan esta herencia y constituyen un importante Patrimonio que debe ser preservado por su amplio interés cultural. De aquí nace la denominación de “vehículo histórico”. Se considera vehículo histórico a estos eslabones que nos permiten reconstruir, a través de ellos, la historia de la automoción. Los vehículos históricos son ejemplares clásicos que nos muestran el modo de fabricación, las mecánicas y las formas de transporte de un tiempo pasado. Los estados reconocen, cada vez más, el importante componente cultural de los vehículos históricos. Al tratarse de modelos, en muchos casos obsoletos, necesitan de una regulación propia que les permita coexistir en un mundo de constante evolución y vanguardia. El objetivo de este trabajo es recopilar información relativa al marco regulador concerniente a los vehículos históricos en los distintos países de Europa. La intención es realizar un análisis posterior que permita estudiar cuáles son los modelos legales más eficientes y que mejor contribuyen a la conservación y proliferación de un Patrimonio Automovilístico Histórico.The automotive history is essential in order to understand the world we live in. The progress in this certain field has brought us some of the most relevant inventions of our time. The samples that survive to our days are part of a heritage that must be preserved due to its high cultural interest. This is why the label “historic vehicle” was created. The denomination “historic vehicle” defines a vehicle that allows us to reconstruct this history. Each sample shows us the procedures of production and assembly used at the time, as well as the mechanics and means of transport from the past. Governments do recognize the cultural interest of these pieces. With the aim of promoting the preservation of the automotive heritage, most of them have a specific legal regulation for this type of vehicles. The purpose of this project is compiling the legislation regarding historic vehicles among the European States, in order to identify the most efficient regulations that enhance the creation and conservation of the Automotive Heritage.Ingeniería en Tecnologías Industriale

Dynamic clustering segmentation applied to load profiles of energy consumption from Spanish customers

[EN] The following article describes the work of dynamic segmentation of daily load profiles throughout years 2008 and 2009, of a representative sample of Spanish residential customers. The technique applied is classification of the energy consumption time series of load profiles by means of dynamic clustering algorithms. The techniques used and analysis performed prove adequate as a fast tool to classify clients according to their energy consumption patterns, as well as to evaluate their overall energy consumption trends at a glance. The segmentation of the energy consumption load profiles is performed, and the results are analyzed and discussed.The works developed in this document have been possible thanks to Iberdrola Distribucion Electrica S.A.U. and the development of the GAD project. The GAD or "Active Demand Management" (in Spanish) project was a project supported by the Spanish Government, and participated by 14 different companies and 14 research centers. Visualidad de los paisajes agrícolas-culturales

[EN] The main objective of studing the landscape's visuality is to understand what are the links between society and environment. The visual analysis has a strong relation with social studies, thus the visuality needs public participation, not only cartographic analysis. The visuality approach is a qualitive way of reaching the landscape character assessment. This work is based on practical case studies around the eastern region of Spain. The discussion is focused on the categories and the relation of the components of visuality. This study shows the visuality of agricultural and cultural landscapes.[ES] El estudio de la visualidad de un paisaje tiene como principal objetivo el comprender cuáles son los modos reiterantes con los que una sociedad se relaciona con el medio, con su espacio habitado y que en ocasiones son determinantes para la dinámica del paisaje. De este modo se produce una imbricación analítica entre estudios visuales y sociales de percepción, a través de análisis cartográficos y experiencias de participación pública. El estudio de visualidad de un paisaje explora los aspectos cualitativos que definen las relaciones visuales entre el observador y su entorno. La visualidad caracteriza un paisaje, un territorio visualizado, las relaciones espaciales que se producen con mayor frecuencia entre una sociedad y su entorno. En el presente estudio, a partir de un análisis comparativo entre los resultados obtenidos de los estudios territoriales, visuales y de participación pública en los diferentes casos prácticos, se obtienen una serie de categorías de la visualidad del paisaje, es decir, una clasificación de los tipos de modos comunes de percepción del espacio geográfico y se realiza una discusión sobre la relación entre los diferentes componentes de la de la visualidad. La visualidad se estudia en más detalle para el caso de los paisajes agrícolas-culturales.[CA] L'estudi de la visualitat d'un paisatge té com a principal objectiu comprendre quins són els modes reiterantes amb els què una societat es relaciona amb el seu medi, amb el seu espai habitat i que en ocasions són determinants per a la dinàmica del paisatge. D'aquesta manera es produeix una imbricació analítica entre estudis visuals i socials de percepció, a través d'anàlisis cartogràfics i experiències de participació pública. L'estudi de visualitat d'un paisatge explora els aspectes qualitatius que defineixen les relacions visuals entre l'observador i el seu entorn. La visualitat caracteritza un paisatge, un territori visualitzat, les relacions espacials que es produeixen amb més freqüència entre una societat i el seu entorn. En el present estudi, a partir d'una anàlisi comparativa entre els resultats obtinguts dels estudis territorials, visuals i de participació pública en els diferents casos pràctics, s'obtenen una sèrie de categories de la visualitat del paisatge, és a dir, una classificació dels tipus de maneres comuns de percepció de l'espai geogràfic i es realitza una discussió sobre la relació entre els diferents components de la de la visualitat. Classification of customers based on temporal load profile patterns

[EN] The deployment of Advanced Metering Infrastructure (AMI) is providing to utilities large amounts of energy consumption data from their customers, in form of daily load profiles with energy consumed per hour or a smaller period. These data can yield valuable results when analyzed, in order to extract useful knowledge about the typical patterns of consumption of energy from the customers. The proper mechanisms and tools have to be developed and implemented for this objective. Big Data and Big Data Analytics systems will contribute to analyze this information and help to extract knowledge from the data, summarized in form of patterns or other mining knowledge, that will aid experts in decision support. In the present work a classification of customers based on their temporal load profiles is proposed. This classification procedure could be implemented in the current Big Data Analytics software systems, providing an added value to their statistical analysis options. Previous works in the literature present algorithms that allow to classify load profiles from customers by processing batch datasets and obtaining static patterns of load profiles. The proposed technique allows to analyze patterns not only in shape but also in their evolution or trend of energy consumption at each hour of the day through time.
