Governance of tuna industries: The key to economic viability and sustainability in the Western and Central Pacific Ocean
The Western and Central Pacific Ocean (WCPO) tuna fishery is an important global food resource, and the economies of many Pacific Islands Countries (PICs) rely heavily on tuna industries. This paper proposes that governance by PICs is the key to improving the sustainability and profitability of tuna industries in the region. 'Governance' is usually used to refer to corruption, but here is interpreted more broadly to encompass the whole process by which decisions regarding public life are made and enacted, by government and also civil society. Argument is supported by empirical material from an interview study with stakeholders and a survey of reports. © 2006 Elsevier Ltd. All rights reserved

Towards a Java Subtyping Operad
The subtyping relation in Java exhibits self-similarity. The self-similarity
in Java subtyping is interesting and intricate due to the existence of wildcard
types and, accordingly, the existence of three subtyping rules for generic
types: covariant subtyping, contravariant subtyping and invariant subtyping.
Supporting bounded type variables also adds to the complexity of the subtyping
relation in Java and in other generic nominally-typed OO languages such as C#
and Scala. In this paper we explore defining an operad to model the
construction of the subtyping relation in Java and in similar generic
nominally-typed OO programming languages. Operads, from category theory, are
frequently used to model self-similar phenomena. The Java subtyping operad, we
hope, will shed more light on understanding the type systems of generic
nominally-typed OO languages.Comment: 13 page
Global Diffusion in a Realistic Three-Dimensional Time-Dependent Nonturbulent Fluid Flow
We introduce and study the first model of an experimentally realizable
three-dimensional time-dependent nonturbulent fluid flow to display the
phenomenon of global diffusion of passive-scalar particles at arbitrarily small
values of the nonintegrable perturbation. This type of chaotic advection,
termed {\it resonance-induced diffusion\/}, is generic for a large class of

Visualization of 4D Q2PSK and CE Q2PSK in Ideal Bandlimited Channels
This paper presents new visualization techniques for 4D Quadrature-Quadrature Phase Shift Keying (Q2PSK), Saha’s Constant Envelope (CE) Q2PSK, and Cartwright’s CEQ2PSK in ideal bandlimited channels. The signal diagrams analyzed are: time-signal eye patterns for 4D passband signals, 2D complex trajectory diagrams of baseband signals, and time-signal eye patterns for the 1D outputs of the baseband matched filter. These methods may be applied to other multidimensional modulation systems to obtain insight into the effects of noise, interference, and channel filtering
Performance and Spectral Analysis of Q2PSK and CE Q2PSK Systems in Ideal Bandlimited Channels
The authors present theoretical performance analysis and simulation results for Quadrature-Quadrature Phase Shift Keying (Q2PSK), Constant Envelope (CE) Q2PSK, and trelliscoded 16D CEQ2PSK in ideal bandlimited channels of various bandwidths. The performance of receivers with and without channel estimation is reported. Spectral analysis is presented for each system, in addition to MSK and expanded uncoded 16D CEQ2PSK. We show that the effects of bandlimiting are most severe for Q2PSK. Knowledge of the channel information aids 4D CEQ2PSK the least. Only 6.8 dB of SNR is needed for the TCM system for a bit error rate of 10−5 for the narrowest channel bandwidth studied here, if the receiver has knowledge of the channel
Aperiodic invariant continua for surface homeomorphisms
We prove that if a homeomorphism of a closed orientable surface S has no
wandering points and leaves invariant a compact, connected set K which contains
no periodic points, then either K=S and S is a torus, or is the
intersection of a decreasing sequence of annuli. A version for non-orientable
