    Irrigation management transfer in sub-Saharan Africa: an analysis of policy implementation across scales

    This article explores how irrigation management transfer policies were implemented in Mali, Mozambique, Malawi and Zimbabwe. In Mali and Mozambique, where the irrigation bureaucracy controlled one large irrigation system, state agencies retained control over irrigation management despite reduced state funding. In Malawi and Zimbabwe, where the state irrigation systems and the irrigation bureaucracy were smaller, users have taken over irrigation management, but are having trouble sustaining irrigated agriculture. We show how irrigation management transfer policies were shaped by the interplay between international donors, macro-economic dynamics, national politics and the interactions with (and the nature of) irrigation infrastructure, bureaucracies and organized users.</p

    A century of tree line changes in sub-Arctic Sweden shows local and regional variability and only a minor influence of 20th century climate warming

    Aim Models project that climate warming will cause the tree line to move to higher elevations in alpine areas and more northerly latitudes in Arctic environments. We aimed to document changes or stability of the tree line in a sub-Arctic model area at different temporal and spatial scales, and particularly to clarify the ambiguity that currently exists about tree line dynamics and their causes. Location The study was conducted in the Tornetrask area in northern Sweden where climate warmed by 2.5 degrees C between 1913 and 2006. Mountain birch (Betula pubescens ssp. czerepanovii) sets the alpine tree line. Methods We used repeat photography, dendrochronological analysis, field observations along elevational transects and historical documents to study tree line dynamics. Results Since 1912, only four out of eight tree line sites had advanced: on average the tree line had shifted 24 m upslope (+0.2 m year-1 assuming linear shifts). Maximum tree line advance was +145 m (+1.5 m year-1 in elevation and +2.7 m year-1 in actual distance), whereas maximum retreat was 120 m downslope. Counter-intuitively, tree line advance was most pronounced during the cooler late 1960s and 1970s. Tree establishment and tree line advance were significantly correlated with periods of low reindeer (Rangifer tarandus) population numbers. A decreased anthropozoogenic impact since the early 20th century was found to be the main factor shaping the current tree line ecotone and its dynamics. In addition, episodic disturbances by moth outbreaks and geomorphological processes resulted in descent and long-term stability of the tree line position, respectively. Main conclusions In contrast to what is generally stated in the literature, this study shows that in a period of climate warming, disturbance may not only determine when tree line advance will occur but if tree line advance will occur at all. In the case of non-climatic climax tree lines, such as those in our study area, both climate-driven model projections of future tree line positions and the use of the tree line position for bioclimatic monitoring should be used with caution

    River Commoning and the State: A Cross‐Country Analysis of River Defense Collectives

    Grassroots initiatives that aim to defend, protect, or restore rivers and riverine environments have proliferated around the world in the last three decades. Some of the most emblematic initiatives are anti-dam and anti-mining movements that have been framed, by and large, as civil society versus the state movements. In this article, we aim to bring nuance to such framings by analyzing broader and diverse river-commoning initiatives and the state–citizens relations that underlie them. To study these relations we build on notions of communality, grassroots scalar politics, rooted water collectives, and water justice movements, which we use to analyze several collective practices, initiatives, and movements that aim to protect rivers in Thailand, Spain, Ecuador, and Mozambique. The analysis of these cases shows the myriad ways in which river collectives engage with different manifestations of the state at multiple scales. As we show, while some collectives strategically remain unnoticed, others actively seek and create diverse spaces of engagement with like-minded citizen initiatives, supportive non-governmental organizations, and state actors. Through these relations, alliances are made and political space is sought to advance river commoning initiatives. This leads to a variety of context-specific multi-scalar state–citizens relations and river commoning processes in water governance arenas

    Tree ring dynamics in mountain birch

    Variation in ring width in tree ring series of mountain birch (Betula pubescens ssp. czerepanovii) was analyzed and related to climate and herbivory. The effects of different defoliation levels were studied from natural outbreaks of the autumnal moth (Epirrita autumnata) and from experimental defoliations. Short-term variation in ring width was mainly positively correlated with the current year July followed by June temperature. A warm May resulted in wider rings, probably due to earlier budburst. Low defoliation levels (<12%) and 50% experimental defoliation had no effect on ring widths. The remaining foliage in the experiment showed increased photosynthetic capacity related to increased nitrogen content; this is presumably an important factor in maintaining growth performance after defoliation. Even after a defoliation level of 84% only a one-year reduction in stem growth was observed, but a slightly higher defoliation level (93%) resulted in a growth reduction during at least 4 years, which indicates that the defoliation-growth relationship is non- linear. Tree ring series display long-term dynamics characterized by regular periods of increased growth. These growth increases are preceded by outbreaks of Epirrita with complete defoliation and mortality of old stems and branches, and subsequent rejuvenation by means of sprouts at the tree base and new branches in the crown. This results in a long period of better growth of the surviving and new stems. The period of rapid growth is followed by a growth decline. Competition between stems within trees seems to be an important factor causing this decline, together with other consequences of tree size. It is suggested that an increased stem and branch surface area/leaf area ratio makes old stands susceptible for Epirrita outbreaks

    Outcomes from a pilot project on workplace culture observations: getting evaluation and outcomes on the agenda

    Abstract Aims and objectives: The overall aim of this mini project was to collaboratively engage in a learning activity that would provide evidence about the workplace culture to be used to inform other aspects of practice development work. The objectives were: to enhance observation skills; contribute to a team development activity; share and develop critical questions for use with local practice development action planning and build up active commitment to practice development work within the group. Design: A small pilot project embedded within a larger complex emancipatory practice development programme. Method: An unstructured observation method was used and followed up with facilitated critical reflection and dialogue. Results: The overall theme was Inconsistency and Contradictions. Seven contradictory sub-themes were found: light and dark; cleanliness and clutter; quiet and noise; calmness and busyness; conversation and chatter; communal and bedside; respect and disrespect. Conclusions: This pilot project shows that multi-dimensional small scale outcomes can be identified very early on in practice development. Testing and developing a practice development method and processes for wider scale use in an organisation is an important feature of micro level practice development within healthcare organisations. Implications for practice: A group of practitioners can learn to carry out and collate findings from observations within their own workplace. Becoming critically aware of context and culture is a process and it needs to be facilitated to ensure that learning progresses to collaborative action. Outcomes can be maximised by building in facilitation to promote reflection and dialogue. An observation method on workplace culture can form part of a diagnostic and evaluation portfolio at practice level which can contribute to larger scale evaluation, quality and clinical governance agendas

    Hydropower Politics in Northeast India: Dam Development Contestations, Electoral Politics and Power Reconfigurations in Sikkim

    Around the world, the development of large dams has been increasingly contested. India is no exception and has seen the mobilisation of powerful domestic and transnational socio-environmental movements against dams over more than four decades. In this context, the State of Sikkim in northeast India has been entangled in prolonged hydropower development conflicts since the late 1990s. This article analyses these conflictive entanglements between the Government of India, the State Government of Sikkim, power companies and Sikkim’s autochthonous tribe, the Lepchas. It zooms in on the period of 2011–2017, which saw an abrupt escalation of the conflicts to analyse the messy, deeply political and often unpredictable and contradictory world of dam construction and its contestations. Our analysis is informed by the power cube framework developed by John Gaventa. Our analysis shows how hydropower development is deeply intertwined with local patronage relationships. We show how local elections bring out dam conflict and the operation of power into the open, sometimes leading to abrupt and unexpected switches in positions in relation to hydropower development. We show that these switches should be seen not only as “strategic electoral tactics” but also and importantly as contentious political struggles that (re)configure power in the region. We show how in this process, powerful political actors continuously seek to stabilise power relations among the governing and the governed, choreographing a specific socio-hydraulic order that stretches way beyond simple pro- and anti-dam actors and coalitions as it is embedded in deep hydro(-electro) politics and power plays

    Four perspectives on water for global food production and international trade: incommensurable objectives and implications

    Virtual water flows, incorporated in global food trade has increased the last decade. The drivers and consequences are complex. These complex relations between humans and water resources are studied from different perspectives. In this article, an overview of four such perspectives on water in global food production and trade is provided. These four perspectives are: (1) Increasing water productivity for crop production, (2) Reducing water footprints, (3) National food security and import dependency; and (4) Local values and implications of water used in export food production. Each of the perspectives is valuable in the sense of representing different value frameworks, which represent contrasting norms and convictions, belief systems, and discourses; which are often incommensurable.</p
