    The Right to Education for Ethnic Minority Women and Girls in Vietnam

    The right to education is a fundamental human right that has been widely recognized by the United Nations and in core international human rights instruments.  Over the years as an active and responsible member of the international community, Vietnam has always worked on amending its laws to fulfill international commitments that would create an equal legal environment for the enjoyment of fundamental rights, including the right to access education. However, given their unique characteristics, ethnic minority women and girls still face discrimination and dual inequalities in their living environment, including those arising from both their ethnicity and gender. Difficulties in accessing education have led to a low percentage of ethnic minority women working in professional and technical jobs; most do simple jobs with low incomes. Barriers to education or employment generally arise due to gender stereotypes and male chauvinism. With this in mind, this article will focus on the following matters to address and resolve issues related to the right to education for ethnic minority women and girls in Vietnam: (i) an analysis of the international legal framework and Vietnam’s law on topics of gender equality in education for ethnic minority women and girls; (ii) a discussion on the reality of adopting rights to education for ethnic minority women and girls in Vietnam; (iii) identification of barriers and challenges that ethnic minority women and girls face when pursuing their educational rights; and (iv) recommendations for Vietnam to ensure the right to education for ethnic minority women and girls in the future.   Keywords: Human rights, minority’s rights, the right to education, gender equality, women’s rights

    An Application of Vector Autoregressive Model for Analyzing the Impact of Weather And Nearby Traffic Flow On The Traffic Volume

    This paper aims to predict the traffic flow at one road segment based on nearby traffic volume and weather conditions. Our team also discover the impact of weather conditions and nearby traffic volume on the traffic flow at a target point. The analysis results will help solve the problem of traffic flow prediction and develop an optimal transport network with efficient traffic movement and minimal traffic congestion. Hourly historical weather and traffic flow data are selected to solve this problem. This paper uses model VAR(36) with time trend and constant to train the dataset and forecast. With an RMSE of 565.0768111 on average, the model is considered appropriate although some statistical tests implies that the residuals are unstable and non-normal. Also, this paper points out some variables that are not useful in forecasting, which helps simplify the data-collecting process when building the forecasting system.Comment: International Conference on Computing and Communication Technologies (RIVF2022

    Ecpoc: an evolutionary computation-based proof of criteria consensus protocol

    Recently, blockchain technology has been applied in many domains in our life. Blockchain networks typically utilize a consensus protocol to achieve consistency among network nodes in a decentralized environment. Delegated Proof of Stake (DPoS) is a popular mechanism adopted in many networks such as BitShares, EOS, and Cardano because of its speed and scalability advantages. However, votes that come from nodes on a DPoS network tend to support a set of specific nodes that have a greater chance of becoming block producers after voting rounds. Therefore, only a small group of nodes can be selected to become block producers. To address this issue, we propose a new protocol called Evolutionary Computation-based Proof of Criteria (ECPoC), which uses ten criteria to evaluate and select a new block procedure in each round. Next, a set of optimal weights used for maximizing the network’s decentralization level is identified through the use of evolutionary computation algorithms. The experimental results show that our consensus significantly enhances the degree of decentralization in the selection process of witness nodes compared to DPoS.     Sulfur management strategies to improve partial sulfur balance with irrigated peanut production on deep sands

    Sands have favourable physical properties for harvesting peanut, but improving S and water use efficiency on these soils remains a challenge. We studied partial S balance in irrigated peanut crops on sands of Central Vietnam to identify key factors of S fertiliser management affecting S inputs and outputs. Field trials were conducted in the spring seasons of 2015 and 2016 to determine the effects of S application rates (0, 15, 30, 45 kg ha−1) on peanut yield and partial S balance. Sulfur balances were negative (-28.3 to 5.6 kg S ha−1) at rates < 30 kg S ha−1, while at higher rates of S fertiliser application that produced maximum pod yield (30 - 45 kg S ha−1), three of four sites showed neutral to slightly positive S balance (1.5 - 5.6 kg S ha−1). The negative partial S balance decreased with increasing S rates but was mostly attributable to the large S removal in peanut shoots (9.7 - 22.3 kg S ha−1) which are used on farms for animal feed. The negative partial S balance results in depletion of soil S reserves and hence efficient recycling of S on farms is critical for sustainable crop production on sands of VN
