    Language rights, intercultural communication and the law in South Africa

    This article seeks to explore the present language scenario in courts of law. The article makes use of section 6 of the Constitution of the Republic of South Africa (1996), as a point of departure. At face value this section seems to entrench the language rights of individuals. This would mean that individuals could request trials to be held in their mother tongues, with fluent and competent speakers of that mother tongue sitting on the bench. However, this has not materialised. Contrary to popular opinion, the article argues that individual language rights are to some extent entrenched in the Constitution, but there are no mechanisms to secure such rights in the public domain. The article argues that it is often only language privileges that are preserved in institutions such as the justice system. Legally speaking, there is an obligation on the State to provide interpreters to facilitate access to all eleven official languages in courts of law. This in itself presents numerous challenges. The article argues further that the corollary to this is that there is very little space for intercultural communication in courts of law (as defined by Ting-Toomey, 1999, and Gibson, 2002). There has been little or no capacity building in this regard. It is English, to some extent Afrikaans, and the western cultural paradigm, which prevails. The result is further communication breakdown and language intolerance.     New fossil remains of Homo naledi from the Lesedi Chamber, South Africa

    The Rising Star cave system has produced abundant fossil hominin remains within the Dinaledi Chamber, representing a minimum of 15 individuals attributed to Homo naledi. Further exploration led to the discovery of hominin material, now comprising 131 hominin specimens, within a second chamber, the Lesedi Chamber. The Lesedi Chamber is far separated from the Dinaledi Chamber within the Rising Star cave system, and represents a second depositional context for hominin remains. In each of three collection areas within the Lesedi Chamber, diagnostic skeletal material allows a clear attribution to H. naledi. Both adult and immature material is present. The hominin remains represent at least three individuals based upon duplication of elements, but more individuals are likely present based upon the spatial context. The most significant specimen is the near-complete cranium of a large individual, designated LES1, with an endocranial volume of approximately 610 ml and associated postcranial remains. The Lesedi Chamber skeletal sample extends our knowledge of the morphology and variation of H. naledi, and evidence of H. naledi from both recovery localities shows a consistent pattern of differentiation from other hominin species.SP201

    Background: Understanding and assessing fiscal sustainability is essential in ensuring financial and macro-economic stability. Fiscal sustainability has emerged as an important subject for Swaziland given the increasingly volatile government revenues especially those coming through the South African Customs Union (SACU), which threw the country into a severe fiscal crisis between 2010 and 2012, as well as the pressures on increased government spending in the post-fiscal crisis era.   Aim: This article primarily focuses on studying whether Swaziland’s fiscal policy remains on a sustainable path or whether corrective measures would be required.   Setting: Study focuses on Swaziland, a small open economy that is vulnerable to external shocks. The country also relies heavily on South African Customs Union (SACU) revenues.   Methods: The study employs a broad approach to assessing fiscal sustainability in Swaziland covering both deterministic and stochastic analysis. On the deterministic analysis, the article studies the evolution of debt given macro-economic variables and further estimates fiscal sustainability indicators such as the primary gap and tax-gap. From a stochastic analysis, the article uses the Trehan and Walsh Methodology as well as Hakkio and Rush Methodology.   Results: Fiscal sustainability indicators reflected that the country is on an unsustainable path with a primary gap and tax-gap of about 7% of gross domestic product (GDP) that has to be corrected. The econometric results also portray an evidence of ‘weak-form’ sustainability in the long-run. This is because public expenditures are rising at a faster pace than revenues thereby rendering government deficits unsustainable in the medium term. The econometric results also suggest a tax-spend hypothesis in the long-run, while short-run developments point to a spend-tax hypothesis. In both instances the correction measure is cutting expenditure, mainly recurrent expenditure.   Conclusion: The study recommends corrective measures (mainly cuts in government expenditure) for fiscal policy to be brought back into a sustainable path without which a fiscal crisis is imminent. The recommendations are mainly based on the fiscal sustainability indicators as they are more forward looking for the short to medium term. The article suggests fiscal rules based on these indicators

    Photocatalytic Degradation of Diazinon with a 2D/3D Nanocomposite of Black Phosphorus/Metal Organic Framework

    Metal–organic frameworks (MOFs) are promising materials for the removal and photodegradation of pesticides in water. Characteristics such as large surface area, crystalline structure and catalytic properties give MOFs an advantage over other traditional adsorbents. The application of MOFs in environmental remediation is hindered by their ability to only absorb in the UV region. Therefore, combining them with an excellent charge carrier 2D material such as black phosphorus (BP) provides an attractive composite for visible-light-driven degradation of pesticides. In the study, a nanocomposite of black phosphorus and MIL-125(Ti), defined as BpMIL, was prepared using a two-stage hydrothermal and sonication route. The as-prepared composite was characterized using transmission electron microscopy (TEM), scanning electron microscopy (SEM), X-ray diffraction (XRD), X-ray photoelectron spectroscopy (XPS), electrochemical impedance spectroscopy (EIS) and photoluminescence (PL) spectroscopy. These techniques revealed that the circular and sheet-like morphology of the nanocomposites had minimum charge recombination, allowing them to be effective photocatalysts. Furthermore, the photocatalysts exhibited extended productive utilization of the solar spectrum with inhibited recombination rate and could be applied in visible-light-driven water treatment. The photodegradation of diazinon in water was studied using a series of BpMIL (4%, 6% and 12% by mass) nanocomposites as a photocatalyst. The optimal composite was determined to be 4%BpMIL. The degradation parameters were optimized and these included photocatalyst dosage, initial diazinon concentration and pH of the solution. The optimal conditions for the removal and degradation of diazinon were: neutral pH, [diazinon] = 20 mg/L, photocatalyst dosage = 0.5 g/L, achieving 96% removal of the pesticide after 30 min with 4%BpMIL, while MIL-125(Ti) showed 40% removal. The improved photodegradation efficiency of the 4%BpMIL composite was attributed to Ti3+-Ti4+ intervalence electron transfer and the synergistic effect between MIL-125(Ti) and BP. The photodegradation followed pseudo-first-order kinetics with a rate constant of 1.6 × 10−2 min−1

    Perceptions on Irrigation Water Supply and Utilisation by Smallholder Agricultural Enterprises in Vhembe District of Limpopo Province, South Africa

    The study investigated perceptions on irrigation water supply and utilisation by Smallholder Agricultural Enterprises (SHAEs) in the Vhembe District of Limpopo Province. More (55.4%) SHAEs depended on surface water as the main source for irrigation. Surface water supply was ranked moderate in the majority of SHAEs, both for summer (58.6%) and winter (69.7%) irrigation and was regarded as always available (51.3%). Groundwater was the main source in 44.2% of SHAEs and was ranked very high for summer (55.7%) and winter (34.4%) irrigation. Groundwater was perceived to have the advantage of being always available in 83.6% of SHAEs while 64.9% complained about higher pumping costs. One in three (33.9%) SHAEs revealed they irrigated two to four times a day while one in five (18.7%) irrigated once every eight to 14 days. The mean amount of water used to irrigate was estimated at 5 300,88l +/- 20 762,91l. Almost two in three (62.6%) SHAEs experienced competition for water. Statistically, signification association was observed between the main source for irrigation and monthly income (X2 (1) = 7.10, p < 0.013) after the Bonferroni adjustment. It was determined that 51,3% of SHAEs with income </= R5000/month used surface water as the main source for irrigation compared to 69.6% with income > R5000/month
