    Muddy waters: critiquing the historical criminology method in the investigation of the Smiley Face murders theory

    As an emerging trans-disciplinary field, the operational use of historical criminology is a largely under-studied area. Examination of the use of archival research in studying cases connected to Gannon and Gilbertson’s Smiley Face murders theory indicates that there is clear potential for historical criminology to be used to revisit closed or cold investigations to determine if the official findings of the case are consistent with the evidence. In the case of the Smiley Face murders theory, taking a historical criminology approach has failed to prove the hypothesis of researchers; nevertheless, use of historical research methods has had some success in forcing a re-evaluation of several cases, and should be considered an important tool in future investigations of this nature

    Misconduct by police leaders in England and Wales: an exploratory study

    The study that this article is based on examined cases of alleged misconduct involving chief police officers and staff. It described the nature of cases that came to light, examined pathways that lead to misconduct, and suggested ways of mitigating risks. The study was based on interviews with key stakeholders and with investigating officers in chief officer misconduct cases since April 2008. Cases involving chief officer misconduct fell into two broad categories: those associated with professional decision-making, and those related to interpersonal conduct. In around a third of cases, no misconduct was found. There were various routes into misconduct. The ethical climate of a police force was a key determinant of chief officer misconduct. Behaviour was also shaped by individual vulnerabilities, including lack of support, lack of challenge, exposure to corrupting influences, and cognitive failures in decision-making. Various things can be done to mitigate the risk of chief officer misconduct: police leadership needs to develop a greater consensus on what constitutes misconduct; Chief Officers need to recognise the specific risks of cognitive failure that organisational leaders face, and the temptations of excepting themselves from rules and norms. There also needs to be an organisational ethos in which leaders can be challenged, and in which leaders are given the right sort of support when faced with ethical challenges. There needs to be more recognition of the impact of selection and training processes, and of performance management systems, on the ethical climate of police organisations

    Factors influencing experience in crowds – The participant perspective

Understanding how to optimise the participant experience of crowds is important. In the study presented in this paper, 5 focus groups were conducted (35 participants, age range: 21–71 years) and 55 crowd situations observed (e.g. transport hubs, sport events, retail situations). Influences on participant experience in crowds identified by the focus groups and observations included: physical design of crowd space and facilities (layout, queuing strategies), crowd movement (monitoring capacity, pedestrian flow), communication and information (signage, wayfinding), comfort and welfare (provision of facilities, environmental comfort), and public order. It was found that important aspects affecting participant experience are often not considered systematically in the planning of events or crowd situations.     Over the past four decades the police service strength in England and Wales grew by nearly a third. This was at a time when the population grew by just 10 per cent. This sustained period of growth came to an end with the 2010 spending review which called for a 20 per cent cut in government funding of the police. In this paper the expansion of the state police is examined, expansion that is all the more remarkable coming at a time of increased competition and – from the mid-1990s onwards – falling levels of recorded crime. But not only did the number of police officers increase, so too their roles and responsibilities, reflective of Simon’s (2007) governing through crime meta-narrative and symptomatic of the criminalization of social policy – or more specifically the ‘policification’ (cf. Kemshall and Maguire, 2001). In this context it is argued that enforced contraction could be a positive opportunity to reappraise what the state police ought to be doing. The policing task is conceptualized as being either wide policing or narrow policing. Examples are given where narrowing may be both possible and beneficial. It is acknowledged that other agencies are facing similar cuts and may not be able pick up tasks left by the police.
