    Access to the Civil Court System for Survivors of Child Sexual Abuse in Georgia: Observations and Recommendations from the Clinical Legal Education Experience

    Founded in January 2016, the Wilbanks Child Endangerment and Sexual Exploitation Clinic (the CEASE Clinic) represents survivors of child sexual abuse in juvenile court dependency matters and civil litigation and is the first of its kind in the nation. The CEASE Clinic was established through a generous donation by Georgia Law alumnus Marlan Wilbanks (JD ‘84) in response to a new Georgia law known as the Hidden Predator Act (the HPA) that went into effect on July 1, 2015. The HPA extended the statute of limitations for civil claims arising out of acts of child sexual abuse by providing a two-year retroactive window under which survivors who were previously barred from filing lawsuits could bring claims against their abusers. The CEASE Clinic’s mission is to provide direct legal services to survivors of child sexual abuse in a supportive, professional environment as well as to educate and prepare the next generation of lawyers and social workers to represent survivors. The clinic not only provides direct representation to survivors, but it also serves as a teaching center as part of the University of Georgia School of Law

    Naturalness Reach of the Large Hadron Collider in Minimal Supergravity

    We re-analyse the prospects of discovering supersymmetry at the LHC, in order to re-express coverage in terms of a fine-tuning parameter and to extend the analysis to scalar masses (m_0) above 2 TeV. We use minimal supergravity (mSUGRA) unification assumptions for the SUSY breaking parameters. Such high values of m_0 have recently been found to have a focus point, leading to relatively low fine-tuning. In addition, improvements in the simulations since the last study mean that this region no longer lacks radiative electroweak symmetry breaking. The best fine tuning reach is found in a mono-leptonic channel, where for mu>0, A_0=0 and tan beta=10 (corresponding to the focus point), all points in mSUGRA with m_0 < 4000 GeV, with a fine tuning measure up to 300 (570) are covered by the search, where the definition of fine-tuning excludes (includes) the contribution from the top Yukawa coupling. Even for arbitrarily high m_0, mSUGRA does not evade detection provided the gaugino mass parameter M_{1/2} < 460 GeV

The UK has led the world in supporting a new role in academia: the Research Software Engineer (RSE). This report describes the new expert community that has flourished in UK research, details the successes that have been achieved, and the barriers that prevent further progress

    Verb generation in children with spina bifida.

    We investigated verb generation in children with spina bifida meningomyelocele (SBM; n = 55) and in typically developing controls (n = 32). Participants completed 6 blocks (40 trials each) of a task requiring them to produce a semantically related verb in response to a target noun and an additional 40 trials on which they were simply required to read target nouns aloud. After controlling for reading response time, groups did not differ significantly in verb generation response time or learning. Children with SBM produced more non-verb errors than controls and tended to repeat their mistakes over blocks. Verb generation performance was associated with brain volume measures in participants with SBM. Congenital cerebellar dysmorphology is associated with impaired performance in verb generation accuracy, although not with increased response times to produce verb

    Investigation of Driving Force Variation During Swage Autofrettage, Using Finite Element Analysis

    Swaging is one method of autofrettage, a means of prestressing high-pressure vessels to increase their fatigue lives and load bearing capacity. Swaging achieves the required deformation through physical interference between an oversized mandrel and the bore diameter of the tube, as it is pushed along and through the bore of the tube. A finite element (FE) model of the swaging process, developed previously by the author in ANSYS, was configured for comparison with an earlier model; this allowed the accuracy of further properties of the ANSYS model to be investigated. Driving force was the main property of interest, specifically how it varied with mandrel slopes and parallel midsection, to allow direct comparison with the earlier model. The variation of driving force with respect to coefficient of friction was investigated; driving force increased in near proportion, but a subtle trend indicated a further study of stress component be made. This was followed by a two-pass swage process. Close agreement was found with empirical data and the discrepancies observed between the two models are explained by the relatively coarse mesh used by the earlier model. This further verifies the sensitivity of the model described here

    Statute of Limitations for Child Sexual Abuse Civil Lawsuits in Georgia

    Only 29% of child sexual abuse reports result in criminal charges being filed. As a result, most states have enacted civil statutes of limitations to allow survivors to file claims both against abusers and also those who owed them a duty of care and knew or should have known about the abuse. In 2015 the Georgia legislature passed the Hidden Predator Act (HPA) to amend the state’s civil statute of limitations. Under the HPA, survivors of child sexual abuse that occurred prior to July 1, 2015 were given a two-year retroactive window under which to file claims against their abusers. Notably, the open window excluded entities from liability. After the two-year window closed on June 30, 2017, survivors whose abuse occurred prior to July 1, 2015 could only sue until their twenty-third birthday. For those whose abuse occurred after July 1, 2015, the HPA created a delayed-discovery provision, allowing survivors over the age of twenty-three to file claims within two years of making the connection that the abuse caused their injuries. The Wilbanks Child Endangerment and Sexual Exploitation Clinic (“CEASE”) filed six claims under the open window provision of the HPA. Four of those claims have been successfully settled, one was decided favorably for the victim at a bench trial, and one was voluntarily dismissed by the client. Through its representation of survivors, CEASE found that even in cases where the abuse occurred thirty years prior to the date of filing, claims could be successful under Georgia law and that mediation could be a powerful healing tool for survivors. However, despite the passage of the HPA, CEASE observed several barriers for survivors to the civil justice system in Georgia. While the HPA, in theory, provided civil relief for survivors, in practice, the HPA did little to extend the statute of limitations or provide retroactive access to the civil justice system. Fewer than fifteen civil claims were filed under the retroactive window, six of which were filed by CEASE. Of the nearly 1,000,000 survivors of child sexual abuse in the state of Georgia, less than 0.000015% were able to file civil claims under the open window. Furthermore, because the delayed-discovery provision only applies to acts of child sexual abuse occurring on or after July 1, 2015 and where the victim is over the age of twenty-three, no delayed-discovery cases will be seen in Georgia courts for decades

    Differential Gene Expression at Coral Settlement and Metamorphosis - A Subtractive Hybridization Study

    A successful metamorphosis from a planktonic larva to a settled polyp, which under favorable conditions will establish a future colony, is critical for the survival of corals. However, in contrast to the situation in other animals, e.g., frogs and insects, little is known about the molecular basis of coral metamorphosis. We have begun to redress this situation with previous microarray studies, but there is still a great deal to learn. In the present paper we have utilized a different technology, subtractive hybridization, to characterize genes differentially expressed across this developmental transition and to compare the success of this method to microarray.\ud \ud Methodology/Principal Findings\ud \ud Suppressive subtractive hybridization (SSH) was used to identify two pools of transcripts from the coral, Acropora millepora. One is enriched for transcripts expressed at higher levels at the pre-settlement stage, and the other for transcripts expressed at higher levels at the post-settlement stage. Virtual northern blots were used to demonstrate the efficacy of the subtractive hybridization technique. Both pools contain transcripts coding for proteins in various functional classes but transcriptional regulatory proteins were represented more frequently in the post-settlement pool. Approximately 18% of the transcripts showed no significant similarity to any other sequence on the public databases. Transcripts of particular interest were further characterized by in situ hybridization, which showed that many are regulated spatially as well as temporally. Notably, many transcripts exhibit axially restricted expression patterns that correlate with the pool from which they were isolated. Several transcripts are expressed in patterns consistent with a role in calcification.\ud \ud Conclusions\ud \ud We have characterized over 200 transcripts that are differentially expressed between the planula larva and post-settlement polyp of the coral, Acropora millepora.
