Twenty years after the Colombian PoliticalConstitution was signed, the current researchaims at analyzing the state of thatdecentralizing alternative, taking into accounttwo essential elements – the democratization inthe exercise of the local power, and the responsibilities and the fiscal autonomy of the territorial entities, to the light of a governmental strategy of the Uribe Government – the socalled Social Recovery of the Territory -, within a concrete plan of a national government – the Frame Plan for the Integral Recovery of “Montes de María–” and several Municipal Development Plans, such as those from El Carmen de Bolívar, San Onofre, San Jacinto and Ovejas
Cardiovascular disease versus periodontal disease: chronic systemic infection as a link
Objective
: Analysis of the alleged connection between the periodontal and cardiovascular disease, with reference
to periodontal pathogens as a risk factor for heart disease.
Researching method
: A research was carried out at Medline/Pubmed. Included criteria and researching strategy.
The articles selection has been made taking into account key-terms appearing either in the title or in the summary.
Experimental studies in animals, clinical prospective studies performed with a minimum sample size (>30) and studies written in English have been included. The rejected criteria were the following: clinical retrospective studies
and/or studies carried out with a low sample size (n<30).
Results
: Within systemic diseases related to periodontal ones, the alleged link between periodontal and heart and
circulatory disease has been one of the most investigated in recent times. Different authors consider the existence
of a link between the diseases as such, inappropriate and implausible since both the diseases have risk factors in
common (age, gender, smoking, diet, oral hygiene and diabetes). However, speculations about the origin of the
diseases were raised when it was demonstrated that some bacteria species, bacteria proteins and lipopolysaccharide
are present at the plaques of atherosclerosis that obstruct the coronary arteries. The mechanisms of this connection
have been analyzed following an actualized review.
Conclusion
: Most of the experimental and clinical studies ensure that a positive association between periodontal
disease and heart disease has been found, once the con-founder factors have been eliminate

A comparative study of metastic and primitive tumors extra-celular matrix in nude rats, xenotransplanted with KB cells, using histochemical methods, was carried out. In both primitive and metastatic tumors it was possible to observe a qualitative and a quantitative variation of matricial components; coexistence of different kinds of fibers; small representation of elastic fibers; presence of acid and sulfated glycosaminoglycans and neutral polysacharyds, and also absence of basal membrane. It is suggested a small interaction between collagenic components and proteoglycan of primary tumors and the proteoglycan, whereas in métastasés this interaction is increased.
Determinants of bank efficiency: evidence from the Latin American banking industry
Purpose: The purpose of this paper is to analyze a variety of factors that can explain the differences in commercial bank efficiency among 17 countries in Latin America (LatAm). Design/methodology/approach: In a first stage, data envelopment analysis (DEA) and conditional efficiency analysis techniques are used to assess the relative efficiency level of 409 banks for the 2014-2016 period. The conditional efficiency approach considers environmental variables (that are beyond the manager’s control), which could influence the shape and the level of the boundary of the attainable set. In the second stage, the resulting conditional efficiency scores are correlated with internal variables (those that are under the manager’s control), which might affect the distribution of the inefficiencies. For this purpose, an econometric approach developed by Simar and Wilson (2007) is used. Findings: First stage scores reveal the heterogeneity of average efficiency within the region. Regarding the factors that may explain the differences in performance in the LatAm banking sector, the results allow us to state that certain internal variables such as bank size, the ratio of loans to total assets and the ratio of non-performing loans show the expected relationship to efficiency, in line with much of the previous literature. Originality/value: This is the first time that conditional efficiency and Simar and Wilson (2007) approaches have been applied at the same time to analyse the LatAm banking industry.Fil: Jiménez Hernandez, Ignacio.
