Struggling to a monumental triumph : Re-assessing the final stages of the smallpox eradication program in India, 1960-1980
The global smallpox program is generally presented as the brainchild of a handful of actors from the WHO headquarters in Geneva and at the agency's regional offices. This article attempts to present a more complex description of the drive to eradicate smallpox. Based on the example of India, a major focus of the campaign, it is argued that historians and public health officials should recognize the varying roles played by a much wider range of participants. Highlighting the significance of both Indian and international field officials, the author shows how bureaucrats and politicians at different levels of administration and society managed to strengthen—yet sometimes weaken—important program components. Centrally dictated strategies developed at WHO offices in Geneva and New Delhi, often in association with Indian federal authorities, were reinterpreted by many actors and sometimes changed beyond recognition
Evaluating the transferability of coarse-grained, density-dependent implicit solvent models to mixtures and chains
Previously, we described a coarse-graining method for creating local density-dependent implicit solvent (DDIS) potentials that reproduce the radial distribution function (RDF) and solute excess chemical potential across a range of particle concentrations [ E. C. Allen and G. C. Rutledge, J. Chem. Phys. 128, 154115 (2008) ]. In this work, we test the transferability of these potentials, derived from simulations of monomeric solute in monomeric solvent, to mixtures of solutes and to solute chains in the same monomeric solvent. For this purpose, “transferability” refers to the predictive capability of the potentials without additional optimization. We find that RDF transferability to mixtures is very good, while RDF errors in systems of chains increase linearly with chain length. Excess chemical potential transferability is good for mixtures at low solute concentration, chains, and chains of mixed composition; at higher solute concentrations in mixtures, chemical potential transferability fails due to the nature of the DDIS potentials, in which particle insertion directly affects the interaction potential. With these results, we demonstrate that DDIS potentials derived for pure solutes can be used effectively in the study of many important systems including those involving mixtures, chains, and chains of mixed composition in monomeric solvent.United States. The trapping of equatorial magnetosonic waves in the Earth’s outer plasmasphere
Abstract We investigate the excitation and propagation of equatorial magnetosonic waves observed by the Van Allen Probes and describe evidence for a trapping mechanism for magnetosonic waves in the Earth\u27s plasmasphere. Intense equatorial magnetosonic waves were observed inside the plasmasphere in association with a pronounced proton ring distribution, which provides free energy for wave excitation. Instability analysis along the inbound orbit demonstrates that broadband magnetosonic waves can be excited over a localized spatial region near the plasmapause. The waves can subsequently propagate into the inner plasmasphere and remain trapped over a limited radial extent, consistent with the predictions of near-perpendicular propagation. By performing a similar analysis on another observed magnetosonic wave event, we demonstrate that magnetosonic waves can also be trapped within local density structures. We suggest that perpendicular wave propagation is important for explaining the presence of magnetosonic waves in the Earth\u27s plasmasphere at locations away from the generation region. Flow Induced Organization and Memory of a Vortex Lattice
We report on experiments probing the evolution of a vortex state in response
to a driving current in 2H-NbSe crystals. By following the vortex motion
with fast transport measurements we find that the current enables the system to
reorganize and access new configurations. During this process the system
exhibits a long-term memory: if the current is turned off the vortices freeze
in place remembering their prior motion. When the current is restored the
motion resumes where it stopped. The experiments provide evidence for a
dynamically driven structural change of the vortex lattice and a corresponding
dynamic phase diagram that contains a previously unknown regime where the
critical current can be either or by applying an

An efficient and principled method for detecting communities in networks
A fundamental problem in the analysis of network data is the detection of
network communities, groups of densely interconnected nodes, which may be
overlapping or disjoint. Here we describe a method for finding overlapping
communities based on a principled statistical approach using generative network
models. We show how the method can be implemented using a fast, closed-form
expectation-maximization algorithm that allows us to analyze networks of
millions of nodes in reasonable running times. We test the method both on
real-world networks and on synthetic benchmarks and find that it gives results
competitive with previous methods. We also show that the same approach can be
used to extract nonoverlapping community divisions via a relaxation method, and
demonstrate that the algorithm is competitively fast and accurate for the

Managing digital coordination of design: emerging hybrid practices in an institutionalized project setting
What happens when digital coordination practices are introduced into the institutionalized setting of an engineering project? This question is addressed through an interpretive study that examines how a shared digital model becomes used in the late design stages of a major station refurbishment project. The paper contributes by mobilizing the idea of ‘hybrid practices’ to understand the diverse patterns of activity that emerge to manage digital coordination of design. It articulates how engineering and architecture professions develop different relationships with the shared model; the design team negotiates paper-based practices across organizational boundaries; and diverse practitioners probe the potential and limitations of the digital infrastructure. While different software packages and tools have become linked together into an integrated digital infrastructure, these emerging hybrid practices contrast with the interactions anticipated in practice and policy guidance and presenting new opportunities and challenges for managing project delivery. The study has implications for researchers working in the growing field of empirical work on engineering project organizations as it shows the importance of considering, and suggests new ways to theorise, the introduction of digital coordination practices into these institutionalized settings
