Net neutrality discourses: comparing advocacy and regulatory arguments in the United States and the United Kingdom
Telecommunications policy issues rarely make news, much less mobilize thousands of people. Yet this has been occurring in the United States around efforts to introduce "Net neutrality" regulation. A similar grassroots mobilization has not developed in the United Kingdom or elsewhere in Europe. We develop a comparative analysis of U.S. and UK Net neutrality debates with an eye toward identifying the arguments for and against regulation, how those arguments differ between the countries, and what the implications of those differences are for the Internet. Drawing on mass media, advocacy, and regulatory discourses, we find that local regulatory precedents as well as cultural factors contribute to both agenda setting and framing of Net neutrality. The differences between national discourses provide a way to understand both the structural differences between regulatory cultures and the substantive differences between policy interpretations, both of which must be reconciled for the Internet to continue to thrive as a global medium
Association between body mass index and risk of total knee replacement, the Singapore Chinese Health Study
SummaryPurposeData on the association between body mass index (BMI) and risk of knee osteoarthritis (KOA) are sparse for Asian populations who are leaner than Western populations. We evaluated the association between BMI and risk of total knee replacement (TKR) due to severe KOA among Chinese in Singapore.MethodsWe used data from the Singapore Chinese Health Study (SCHS), a population-based prospective cohort of 63,257 Chinese men and women, aged 45–74 years at enrollment from 1993 to 1998. Information on height, weight, diet and lifestyle factors were obtained via in-person interviews. TKR cases for severe KOA were identified via linkage with the nationwide hospital discharge database through 2011. Cox regression and weighted least squares regression were used in the analysis.ResultsThe mean BMI among cohort participants was 23.1 kg/m2, and more than two-thirds had BMI below 25 kg/m2. A total of 1649 had TKR attributable to severe KOA. Risk of TKR increased in a strong dose-dependent manner with increasing BMI throughout the 15–32 kg/m2 range and became less clear at BMI >32 kg/m2. In the BMI range 16–27 kg/m2, there was a 27% increase in TKR risk for each unit increase in BMI (P for trend < 0.001). Compared to BMI 19–20 kg/m2, the risk estimates of TKR were all statistically significant with increasing unit of BMI ≥21 kg/m2. Results were similar for men and women.ConclusionOur results provided evidence for a constant mechanical mechanism underlying BMI and KOA initiation and/or progression
Distribution of recycled crust within the upper mantle : insights from the oxygen isotope composition of MORB from the Australian-Antarctic Discordance

The definitive version was published in Geochemistry Geophysics Geosystems 10 (2009): Q12004, doi:10.1029/2009GC002728Geochemical heterogeneity within the mantle has long been recognized through the diversity of trace element and radiogenic isotopic compositions of mantle-derived rocks, yet the specific origin, abundance, and distribution of enriched material within the mantle have been difficult to quantify. In particular, the origin of the distinctive geochemical characteristics of Indian mantle has been debated for decades. We present new laser fluorination oxygen isotope measurements of mid-ocean ridge basalt from the Australian-Antarctic Discordance (AAD), an area where a particularly abrupt transition occurs between Pacific-type mid-ocean ridge basalts (MORB) and Atlantic-type MORB. These data show no distinction in average δ18O between Pacific- and Atlantic-type MORB, indicating that the origin of Indian-type mantle cannot be attributed to the presence of pelagic sediment. The combined radiogenic isotope, δ18O, and trace element characteristics of Indian-type MORB at the AAD are consistent with contamination of the Indian upper mantle by lower crustal material. We also present a compilation of available laser fluorination δ18O data for MORB and use these data to evaluate the nature and percentage of enriched material within the upper mantle globally. Data for each ocean basin fit a normal distribution, with indistinguishable means and standard deviations, implying that the variation in δ18O of MORB reflects a stochastic process that operates similarly across all ocean basins. Monte Carlo simulations show that the mean and standard deviation of the MORB data are robust indicators of the mean and standard deviation of the parent distribution of data. Further, although some skewness in the data cannot be ruled out, Monte Carlo results are most consistent with a normal parent distribution. This similarity in characteristics of the δ18O data between ocean basins, together with correlations of δ18O with radiogenic isotope and trace element characteristics of subsets of the data, suggest that the upper mantle globally contains an average of ∼5–10% recycled crustal material and that the depleted mantle in the absence of this component would have δ18O of ∼5.25‰. The Monte Carlo simulations also suggest that additional oxygen isotope data may be used in the future to test the ability of geodynamical models to predict the physical distribution of enriched domains within the upper mantle
Modern optical astronomy: technology and impact of interferometry
The present `state of the art' and the path to future progress in high
spatial resolution imaging interferometry is reviewed. The review begins with a
treatment of the fundamentals of stellar optical interferometry, the origin,
properties, optical effects of turbulence in the Earth's atmosphere, the
passive methods that are applied on a single telescope to overcome atmospheric
image degradation such as speckle interferometry, and various other techniques.
These topics include differential speckle interferometry, speckle spectroscopy
and polarimetry, phase diversity, wavefront shearing interferometry,
phase-closure methods, dark speckle imaging, as well as the limitations imposed
by the detectors on the performance of speckle imaging. A brief account is
given of the technological innovation of adaptive-optics (AO) to compensate
such atmospheric effects on the image in real time. A major advancement
involves the transition from single-aperture to the dilute-aperture
interferometry using multiple telescopes. Therefore, the review deals with
recent developments involving ground-based, and space-based optical arrays.
Emphasis is placed on the problems specific to delay-lines, beam recombination,
polarization, dispersion, fringe-tracking, bootstrapping, coherencing and
cophasing, and recovery of the visibility functions. The role of AO in
enhancing visibilities is also discussed. The applications of interferometry,
such as imaging, astrometry, and nulling are described. The mathematical
intricacies of the various `post-detection' image-processing techniques are
examined critically. The review concludes with a discussion of the

Measurement of the diffractive structure function in deep inelastic scattering at HERA
This paper presents an analysis of the inclusive properties of diffractive
deep inelastic scattering events produced in interactions at HERA. The
events are characterised by a rapidity gap between the outgoing proton system
and the remaining hadronic system. Inclusive distributions are presented and
compared with Monte Carlo models for diffractive processes. The data are
consistent with models where the pomeron structure function has a hard and a
soft contribution. The diffractive structure function is measured as a function
of \xpom, the momentum fraction lost by the proton, of , the momentum
fraction of the struck quark with respect to \xpom, and of . The \xpom
dependence is consistent with the form \xpoma where
in all bins of and
. In the measured range, the diffractive structure function
approximately scales with at fixed . In an Ingelman-Schlein type
model, where commonly used pomeron flux factor normalisations are assumed, it
is found that the quarks within the pomeron do not saturate the momentum sum

Measurement of inclusive D*+- and associated dijet cross sections in photoproduction at HERA
Inclusive photoproduction of D*+- mesons has been measured for photon-proton
centre-of-mass energies in the range 130 < W < 280 GeV and a photon virtuality
Q^2 < 1 GeV^2. The data sample used corresponds to an integrated luminosity of
37 pb^-1. Total and differential cross sections as functions of the D*
transverse momentum and pseudorapidity are presented in restricted kinematical
regions and the data are compared with next-to-leading order (NLO) perturbative
QCD calculations using the "massive charm" and "massless charm" schemes. The
measured cross sections are generally above the NLO calculations, in particular
in the forward (proton) direction. The large data sample also allows the study
of dijet production associated with charm. A significant resolved as well as a
direct photon component contribute to the cross section. Leading order QCD
Monte Carlo calculations indicate that the resolved contribution arises from a
significant charm component in the photon. A massive charm NLO parton level
calculation yields lower cross sections compared to the measured results in a
kinematic region where the resolved photon contribution is significant.Comment: 32 pages including 6 figure
Measurement of Jet Shapes in Photoproduction at HERA
The shape of jets produced in quasi-real photon-proton collisions at
centre-of-mass energies in the range GeV has been measured using the
hadronic energy flow. The measurement was done with the ZEUS detector at HERA.
Jets are identified using a cone algorithm in the plane with a
cone radius of one unit. Measured jet shapes both in inclusive jet and dijet
production with transverse energies GeV are presented. The jet
shape broadens as the jet pseudorapidity () increases and narrows
as increases. In dijet photoproduction, the jet shapes have been
measured separately for samples dominated by resolved and by direct processes.
Leading-logarithm parton-shower Monte Carlo calculations of resolved and direct
processes describe well the measured jet shapes except for the inclusive
production of jets with high and low . The observed
broadening of the jet shape as increases is consistent with the
predicted increase in the fraction of final state gluon jets.Comment: 29 pages including 9 figure
High-E_T dijet photoproduction at HERA
The cross section for high-E_T dijet production in photoproduction has been
measured with the ZEUS detector at HERA using an integrated luminosity of 81.8
pb-1. The events were required to have a virtuality of the incoming photon,
Q^2, of less than 1 GeV^2 and a photon-proton centre-of-mass energy in the
range 142 < W < 293 GeV. Events were selected if at least two jets satisfied
the transverse-energy requirements of E_T(jet1) > 20 GeV and E_T(jet2) > 15 GeV
and pseudorapidity requirements of -1 < eta(jet1,2) < 3, with at least one of
the jets satisfying -1 < eta(jet) < 2.5. The measurements show sensitivity to
the parton distributions in the photon and proton and effects beyond
next-to-leading order in QCD. Hence these data can be used to constrain further
the parton densities in the proton and photon.Comment: 36 pages, 13 figures, 20 tables, including minor revisions from

An NLO QCD analysis of inclusive cross-section and jet-production data from the ZEUS experiment
The ZEUS inclusive differential cross-section data from HERA, for charged and
neutral current processes taken with e+ and e- beams, together with
differential cross-section data on inclusive jet production in e+ p scattering
and dijet production in \gamma p scattering, have been used in a new NLO QCD
analysis to extract the parton distribution functions of the proton. The input
of jet data constrains the gluon and allows an accurate extraction of
\alpha_s(M_Z) at NLO;
\alpha_s(M_Z) = 0.1183 \pm 0.0028(exp.) \pm 0.0008(model)
An additional uncertainty from the choice of scales is estimated as \pm

First narrow-band search for continuous gravitational waves from known pulsars in advanced detector data
Spinning neutron stars asymmetric with respect to their rotation axis are potential sources of
continuous gravitational waves for ground-based interferometric detectors. In the case of known pulsars a
fully coherent search, based on matched filtering, which uses the position and rotational parameters
obtained from electromagnetic observations, can be carried out. Matched filtering maximizes the signalto-
noise (SNR) ratio, but a large sensitivity loss is expected in case of even a very small mismatch
between the assumed and the true signal parameters. For this reason, narrow-band analysis methods have
been developed, allowing a fully coherent search for gravitational waves from known pulsars over a
fraction of a hertz and several spin-down values. In this paper we describe a narrow-band search of
11 pulsars using data from Advanced LIGO’s first observing run. Although we have found several initial
outliers, further studies show no significant evidence for the presence of a gravitational wave signal.
Finally, we have placed upper limits on the signal strain amplitude lower than the spin-down limit for 5 of
the 11 targets over the bands searched; in the case of J1813-1749 the spin-down limit has been beaten for
the first time. For an additional 3 targets, the median upper limit across the search bands is below the
spin-down limit. This is the most sensitive narrow-band search for continuous gravitational waves carried
out so far
