High School Exit Examinations: When Do Learning Effects Generalize?
This paper reviews international and domestic evidence on the effects of three types of high school exit exam systems: voluntary curriculum-based external exit exams, universal curriculum-based external exit exam systems and minimum competency tests that must be passed to receive a regular high school diploma. The nations and provinces that use Universal CBEEES (and typically teacher grades as well) to signal student achievement have significantly higher achievement levels and smaller differentials by family background than otherwise comparable jurisdictions that base high stakes decisions on voluntary college admissions tests and/or teacher grades. The introduction of Universal CBEEES in New York and North Carolina during the 1990s was associated with large increases in math achievement on NAEP tests. Research on MCTs and high school accountability tests is less conclusive because these systems are new and have only been implemented in one country. Cross-section studies using a comprehensive set of controls for family background have not found that students in MCT states score higher on audit tests like the NAEP that carry no stakes for the test taker. The analysis reported in table 1 tells us that the five states that introduced MCTs during the 1990s had significantly larger improvements on NAEP tests than states that made no change in their student accountability regime. The gains, however, are smaller than for the states introducing Universal CBEEES. New York and North Carolina. The most positive finding about MCTs is that students in MCT states earn significantly more during the first eight years after graduation than comparable students in other states suggesting that MCTs improve employer perceptions of the quality of the recent graduates of local high schools
La estrategia Educativa 2020 o las limitaciones del Banco Mundial para promover el "aprendizaje para todos"
La nueva Estrategia Educativa 2020 del Banco Mundial establece las prioridades de reforma educativa en paises en vias de desarrollo para la decada siguiente. El titulo explicito de la estrategia, Aprendizaje para Todos, es un claro reconocimiento de que, mas alla de politicas centradas en el acceso, se debe hacer algo mas para asegurar que la educacion derive en experiencias positivas de aprendizaje. Sin embargo, como este articulo sostiene, las opciones de politicas explicitas y latentes en la Estrategia 2020 no son las mas adecuadas para lograr el Aprendizaje para Todos. El articulo desarrolla tres tipos de argumentos al respecto. El primero se refiere al fuerte apego del Banco a un conocimiento disciplinario y un enfoque metodológico que es insufi ciente para entender lo que aprenden los niños en la escuela y por que. El segundo argumento se refiere al sesgo pro-mercado de la Estrategia por lo que respecta a la reforma del sector publico y a nuevas formas de oferta educativa. En tercer lugar, el articulo senala las principales ausencias de la Estrategia, con especial atencion a las omisiones relacionadas con la compleja relación entre educación y pobreza.The World Bank's 2020 Education Strategy establishes the new education priorities in developing countries for the next decade. Its title, Learning for All, clearly recognizes that, beyond policies focusing on access, something else must be done to ensure that schooling involves positive learning experiences. However, as this paper argues, the 2020 Strategy explicit and latent policy options might not be adequate to achieve Learning for All. This paper develops three arguments on that matter. The fi rst one refers to the Bank's strong attachment to a disciplinary knowledge and a methodological approach that do not suffi ce to understand what children learn at school and why. The second one addresses its pro-market bias when it approaches the public sector reforms and the new forms of providing education. The last argument points out the main omissions of this Strategy, especially in what regards the complex relation between education and poverty
Why are migrant students better off in certain types of educational systems or schools than in others?
The main research question of this paper is the combined estimation of the effects of educational systems, school composition, track level, and country of origin on the educational achievement of 15-year-old migrant students. We focus specifically on the effects of socioeconomic and ethnic background on achievement scores and the extent to which these effects are affected by characteristics of the school, track, or educational system in which these students are enrolled. In doing so, we examine the ‘sorting’ mechanisms of schools and tracks in highly stratified, moderately stratified, and comprehensive education systems. We use data from the 2006 Programme for International Student Assessment (PISA) wave.
Compared with previous research in this area, the paper’s main contribution is that we explicitly include the tracks-within-school level as a separate unit of analyses, which leads to less biased results concerning the effects of educational system characteristics.
The results highlight the importance of including factors of track level and school composition in the debate surrounding educational inequality of opportunity for students in different education contexts. The findings clearly indicate that the effects of educational system characteristics are flawed if the analysis only uses a country- and a student level and ignores the tracks-within-school level characteristics. From a policy perspective, the most important finding is that educational systems are neither uniformly ‘good’ nor ‘bad’, but they can result in different consequences for different migrant groups. Some migrant groups are better off in comprehensive systems, while others are better off in moderately stratified systems
Extern vergleichende Prüfungen verbessern die Schülerleistungen
Weltweit steigt der Einsatz schulischer Leistungsüberprüfungen. Eine neue Studie des ifo Instituts, die die Auswirkungen von Reformen von Tests und Prüfungssystemen in 59 Ländern in den Jahren zwischen 2000 und 2015 anhand der PISA-Mikrodaten von über 2 Mio. Schülern untersucht, zeigt, dass die Einführung extern vergleichender Prüfungen die Schülerleistungen in Mathematik, Naturwissenschaften und Lesen verbessert. Im Gegensatz zu den externen Tests führt die Einführung von schulinternen Tests und Inspektionen der Lehrkräfte ohne externen Vergleich nicht systematisch zu besseren Schülerleistungen. Externe Vergleiche sind also wichtig, damit Prüfungen die Schülerleistungen verbessern

Overeducation and mismatch in the labor market
This chapter surveys the economics literature on overeducation. The original motivation to study this topic reports that the strong increase in the number of college graduates in the early 1970s in the United States led to a decrease in the returns to college education. We argue that Duncan and Hoffman's augmented wage equation—the workhorse model in the overeducation literature—in which wages are regressed on years of overschooling, years of required schooling, and years of underschooling is at best loosely related to this original motivation. Next, we discuss how overschooling and underschooling at the level of individual workers have been measured, and what the incidence of overschooling and underschooling is. We then analyze in more detail Duncan and Hoffman's wage equation. We discuss the potential problems with it due to endogeneity and measurement error, and we review the results from earlier studies using this specification. We conclude that because of the issues concerning endogeneity and measurement error, the estimated returns to required/under/overschooling cannot be interpreted as causal
Measuring educational efficiency at student level with parametric stochastic distance functions: an application to Spanish PISA results
The aim of the present paper is to examine the observed differences in Students’ test performance across public and private‐voucher schools in Spain. For this purpose, we explicitly consider that education is a multi‐input multi‐output production process subject to inefficient behaviors, which can be identified at student level using a parametric stochastic distance function approach. The empirical application of this model, based on Spanish data from the Programme for International Student Assessment implemented by the Organization for Economic Co‐operation and Development in 2003, allows us to identify different aspects of the underlying educational technology. Among other things, the results provide insights into how student background, peer group, school characteristics and personal circumstances interact with educational outputs. Moreover, our findings suggest that, once educational inputs and potential bias due to school choice endogeneity are taken into account, no further unexplained difference remains between students’ efficiency levels across public and private‐voucher schools.public schools, educational efficiency, stochastic frontier, distance function,
