Die – in jüngster Zeit immer deutlicher hervortretende – Doppelfunktion des Internets besteht darin, die politische Öffentlichkeit einerseits aus der traditionellen Dominanz «vermachteter» monologischer Abwärtskommunikation zu befreien und andererseits eine polyvalente Plattform zur Verfügung zu stellen, auf der alle Formen technisch gestützter Kommunikation ohne Medienbrüche prozessiert und ineinander übergeführt werden können. Dank zeitunabhängiger Verfügbarkeit aller Inhalte profiliert sich die Internet-Öffentlichkeit zudem durch eine historische Tiefendimension, die mit der kurzfristigen Aktualitätsorientierung der konventionellen Medien scharf kontrastiert. Der immensen Ausweitung niederschwelliger öffentlicher Partizipationschancen und (spontan-individuell bestimmter) interaktiver Horizontalkommunikationen stehen allerdings viel geringere Gewinne an kollektiver Organisations- und Aktionskapazität gegenüber, weil digitale politische Engagements vergleichsweise unverbindlich bleiben und weil im Stadium der Kampagne meist keine formalisierten Strukturen entstehen, wie sie für die nachfolgenden Stadien aktiver Konfliktaustragung und Politikrealisierung notwendig sind. Da traditionelle Eliten kaum an Onlinekommunikation teilnehmen, ist bisher keine integrierte Gesamtöffentlichkeit entstanden, die die Vorteile massenmedialer Diffusion und digitaler Kommunikation in sich vereinigt.The dual function of the internet - which has recently become more and more evident - is to free the political public sphere from the traditional dominance of "bequeathed" monological downward communication on the one hand, and to provide a polyvalent platform on which all forms of technically supported communication can be processed and merged without media breaks on the other. Thanks to the time-independent availability of all content, the internet public also distinguishes itself through a historical depth dimension that sharply contrasts with the short-term topicality orientation of conventional media. However, the immense expansion of low-threshold public participation opportunities and (spontaneously-individually determined) interactive horizontal communications is offset by much smaller gains in collective organisational and action capacity, because digital political engagements remain comparatively non-committal and because no formalised structures usually emerge in the campaign stage, as they are necessary for the subsequent stages of active conflict resolution and policy realisation. Since traditional elites hardly participate in online communication, no integrated overall public sphere has yet emerged that combines the advantages of mass media diffusion and digital communication

"Contrasting with various 'virtual communities', Second Life is a genuine 'virtual society' with the potential to provide a universal framework of interoperability between unlimited masses of individual as well as collective actors. By mirroring (end even amplifying) the acentrism and individualism of contemporary society, it is characterized by precarious member motivation, conservative conventionalism, a strong focus on money, a tendency toward class formation and a conspicuous deficit in politics and the public sphere. On the other hand, it contrasts with 'First Life' by offering malleable artifacts and situated environments which are likely to transform deeply the way people surf and interact on the net." On the functions and consequences of the Internet for social movements and voluntary associations

"Voluntary associations are particularly prone to embrace the new Net technologies, because on the basis of these new tools, they are better able to be what they always aspired to be: democratically constituted collectivities relying on a complex interplay between internal and external, vertical and horizontal, upward and downward, informal and formal, bilateral and multilateral communications. As the most flexible, adaptive of all media - the Internet has very different functions and consequences under different environmental conditions, so that it can be fitted into almost existing socio-cultural settings and is more likely to consolidate and strengthen them than to act as a causal agent of change. Likewise, the conclusion is warranted that primary face to face interactions as well as conventional mass media communications will not become obsolete with expanding computer-supported interactions. On the contrary, they may have to be expanded and intensified before the full potentials of online communication can be exploited." Beide neigen besonders dazu, die neuen Netztechnologien zu verwenden, da sie die Grundlage dafür bilden, dass die Gruppen leichter in der Lage sind, das zu sein, was schon immer angestrebt wurde, nämlich demokratisch konstituierte Gemeinschaften, die auf eine komplexe wechselseitige Beziehung zwischen interner und externer, vertikaler und horizontaler, informeller und formeller, bilateraler und multilateraler Kommunikation aufbauen. Als das flexibelste aller Medien bietet das Internet viele verschiedene Funktionen und Konsequenzen, so dass es in fast alle soziokulturellen Zusammenhänge passt und diese eher stärken und konsolidieren kann anstatt die Ursache für deren Wandel zu sein. Es wird geschlussfolgert, dass weder die Kommunikation von Angesicht zu Angesicht noch die konventionelle massenmediale Kommunikation durch die expandierenden computergestützten Interaktionen obsolet wird. Die vorliegende Untersuchung setzt sich auf theoretischer wie auf empirischer Ebene (Unternehmensbefragung, Schweiz) mit der Frage auseinander, wie das Auftreten und die Intensität von Wettbewerb mit der Humankapitalausstattung eines Unternehmens zusammenhängen. Auf der Basis eines Kontingenzmodells von Organisationen, das die kausalen Zusammenhänge zwischen Umwelteinflüssen und binnenorganisatorischen Strukturen betont, sucht der Verfasser die Hypothese zu erhärten, dass die Wettbewerbsintensität auf dem Absatzmarkt einen bedeutenden Einfluss auf die Nachfrage eines Unternehmens nach qualifizierter Arbeitskraft und seine Bereitschaft zur Weiterqualifizierung der eigenen Belegschaft hat. Political correctness: mental disorder, childish fad or advance of human civilization?

Der vorliegende Beitrag befasst sich mit dem Begriff der "Political Correctness"(PC). Nach einem kurzen Überblick über den Entstehungshintergrund und die unterschiedliche Auslegungen in verschiedenen Ländern geht der Autor auf die moralische Dimension ein. Der nächste Abschnitt befasst sich mit der normativen Kraft von Sprache und dem Rückfall in binäre Gut-Schlecht-Kategorien. Im Anschluss daran wird die kulturelle Dimension des Begriffs und die Gefahr des paternalistischen kulturellen Relativismus beleuchtet. Danach erörtert der Autor die Problematik der PC im Kontext liberaler Freiheitsrechte, die dazu führen können, dass Mehrheiten soziale Minderheiten unterdrücken und ausbeuten. In diesem Zusammenhang kommt es zu einer Verschiebung der Wertkategorie bei den Menschenrechten. Am Wichtigsten ist es nun, nicht von anderen beleidigt oder (verbal) vergewaltigt zu werden. Im Rahmen der PC-Ideologie folgt daraus eine Gesellschaftskonzeption, die sich in Anlehnung an Marx in die zwei konkurrierenden Klassen der Besitzenden und Besitzlosen einteilen lässt, wobei der Begriff der ökonomischen Klasse verallgemeinert auf alle Diskriminierten angewendet wird. Insofern ist der weiße männliche Europäer per se Diskriminierender. Abschließend wird der Frage nachgegangen, inwiefern PC das Verhalten verändert hat und wenn ja warum.Content: 1.
