    This publication is a follow-up study to MTI publication 00-01, Why Campaigns for Local Transportation Funding Initiatives Succeed or Fail: An Analysis of Four Communities and National Data. The earlier publication was case studies of four local ballot tax measures for transportation packages. The current study, Factors Influencing Voting Results of Local Transportation Funding Initiatives with a Substantial Rail Transit Component: Case Studies of Ballot Measures in Eleven communities, uses the same case study methodology as the prior study, and is expanded to 11 communities from the past four years. Some of the important conclusions identified by the study are as follows: 1) The combination of an energetic and credible opposition and a questionable reputation of the transit agency or transit system make it extremely difficult for a ballot measure to be successful; 2) When a community has no prior rail transit system, a comprehensive rail-only package is unlikely to be successful; 3)Without $1 million or more to spend on a combination of direct mail and television advertising it is difficult for proponents to be successful; 4) Developing a consensus transportation package depends on the specific details of the package and it is very difficult to generalize about the needed details; and 5) Under certain circumstances, voters do not appear to place significant importance on the existence or length of the expiration date of the tax used to fund the transportation package

    The Travel Behavior and Needs of the Poor: A Study of Welfare Recipients in Fresno County, California, MTI Report 01-23

    The passage of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 fundamentally transformed the provision of social assistance in the United States. Gone is Aid to Families with Dependent Children (AFDC), a program that entitled needy families with children to an array of benefits and public services. In its place is Temporary Assistance to Needy Families (TANF), a program that abolishes federal entitlements, provides flexible block grants to the states, mandates tough new work requirements, and imposes a five-year lifetime limit on the receipt of public assistance. Current welfare programs mandate employment for most recipients and offer temporary financial aid and short-term employment assistance to help recipients transition into the labor market. As a result of this fundamental restructuring of the U.S. welfare system, millions of welfare recipients are required to enter the paid labor market. Public agencies must establish programs to transition recipients into the labor market or risk dramatic increases in poverty rates. A growing number of studies suggest that reliable transportation-whether automobiles or public transit-is essential to linking welfare participants to employment opportunities. The purpose of this study is to: Understand the travel behavior of welfare participants; Examine strategies by which welfare participants overcome their transportation barriers; Identify the transportation needs of welfare participants living in the Central Valley; Examine the relationship between access to reliable transportation and employment status; and Develop a set of policy and planning recommendations to improve the transportation options of welfare recipients and other low-wage workers living in smaller, more rural, metropolitan areas

    Evaluation of the Valley Transportation Authority’s DO IT! Program A “Ladders of Opportunity Initiative” Program Funded by the Federal Transit Administration

    The U.S. Department of Transportation has increasingly demonstrated interest in developing programs that will enhance the workforce capacity of future transportation systems. To that end, the Department sponsored the 2015 Innovative Public Transportation Workforce Development program, directed by the Federal Transit Administration. This program sought to enhance the availability of skilled workers from targeted groups, including the underserved, underemployed, and/or minority groups into possible transit-oriented career paths. One of the 19 programs selected for funding was the “DO IT!” project proposed and developed by the Valley Transit Authority (VTA). VTA proposed to create an innovative education and training program that focused on attracting and ultimately hiring underserved, underemployed, and/or minority groups in its service area of Santa Clara County. The program was created with two major goals in mind: (1) to enable VTA to work with local youth who may not otherwise have the opportunity to be exposed to a career in public transportation – specifically in the area of transportation planning; and (2) to provide a ladder of opportunity into the middle class which will help strengthen our workforce and our intercity communities by building the critical skillset needed to maintain a competitive and efficient public transportation service.     Measuring the Performance of Livability Programs, MTI Report 12-06

    This report analyzes the performance measurement processes adopted by five large “livability” programs throughout the United States. It compares and contrasts these programs by examining existing research in performance measurement methods. The “best practices” of the examined performance measurement methods for each program are explored and analyzed with respect to their key characteristics. The report entails an appropriately comprehensive literature review of the current research on performance measurement methods from the perspective of various stakeholders including the public and government agencies. Additionally, the results of this literature review are used to examine the actual performance measures of the target programs from the perspective of different stakeholders. The goal of the report is to determine what did and did not work in these programs and their measurement methods, while making recommendations based on the results of the analysis for potential future programs

    Revisiting Factors Associated with the Success of Ballot Initiatives with a Substantial Rail Transit Component, Research Report 10-13

    This report presents the replication of an MTI study conducted in 2001 by Peter Haas and Richard Werbel. That research, itself a continuation of an earlier project completed in 2000, included an analysis of transportation tax elections in 11 urban areas across the nation and culminated in the identification of 17 community-level factors with potential impact on the success of ballot measures for sales tax increases to fund transportation packages with substantial rail components. Trends observed in these more recent case studies were generally highly consistent with the following findings from the 2001 study. Thus this analysis reaffirms the importance for community consensus amongst the business, elected and environmental communities, and accompanying depth of financial support. Once again, the difficulty of passing an initiative without well-funded, effective use of multimedia was validated, as was the importance of utilizing experienced campaign consultants. Some factors seemed less important in the current study than in 2001, including the effectiveness of presenting a multimodal package, the perception of benefits of a package being distributed throughout the voting district, the experience gained in recent transit elections, and the credibility of the transit agency. Finally, this compilation includes an exploration of “rebound” elections – those instances in which a failed measure is quickly followed by a successful one – and the factors that seem linked to achieving success in such instances

    Community concerns have been raised about the possible negative impacts of high-speed rail (HSR) service on equestrian areas. Although much is known about the impact of aircraft noise on wild and domestic animals, relatively little information is available on the potential impact of HSR service on equine populations. This study will explore possible conflicts between HSR construction and operations in areas used for equestrian ranching, recreation, and related activities, and identify geographic areas where such conflicts could occur

    Estimating Workforce Development Needs for High-Speed Rail in California, Research Report 11-16

    This study provides an assessment of the job creation and attendant education and training needs associated with the creation of the California High-Speed Rail (CHSR) network, scheduled to begin construction in September 2012. Given the high profile of national and state commitment to the project, a comprehensive analysis that discusses the education, training, and related needs created during the build out of the CHSR network is necessary. This needs assessment is achieved by means of: 1) analyzing current high-speed rail specific challenges pertaining to 220mph trains; 2) using a more accurate and robust “bottom-up” approach to estimate the labor, education, skills, and knowledge needed to complete the CHSR network; and 3) assessing the current capacity of railroad-specific training and education in the state of California and the nation. Through these analyses, the study identifies the magnitude and attributes of the workforce development needs and challenges that lie ahead for California. The results of this research offer new insight into the training and education levels likely to be needed for the emergent high-speed rail workforce, including which types of workers and professionals are needed over the life of the project (by project phase), and their anticipated educational level. Results indicates that although the education attained by the design engineers of the system signifies the most advanced levels of education in the workforce, this group is comparatively small over the life of the project. Secondly, this report identifies vast training needs for the construction workforce and higher education needs for a managerial construction workforce. Finally, the report identifies an extremely limited existing capacity for training and educating the high-speed rail workforce in both California and in the U.S. generally

    Exploring the Effectiveness of Transit Security Awareness Campaigns in the San Francisco Bay Area, Research Report 09-19

    Public involvement in alerting officials of suspicious and potentially harmful activity is critical to the overall security of a transit system. As part of an effort to get passengers and the public involved, many transit agencies have security awareness campaigns. The objective of this research is to learn how transit agencies seek to make security awareness campaigns effective and explore how they measure the effectiveness of such campaigns, if at all. This research project includes data from case studies of five major agencies that provide transit service in the San Francisco Bay Area region. The case study data are comprised of descriptions of the types of security awareness campaigns the agencies have implemented, the goals of the campaigns, and how they seek to make their campaigns effective, as well as whether and how these agencies measure and determine the effectiveness of their campaigns. A positive finding of this research is the consistency with which Bay Area transit organizations address the need for passenger awareness as part of their overall security program. However, none of the five agencies analyzed for this study measures the effectiveness of their campaigns. Whereas they all have a similar goal—to increase passenger awareness about security issues—little evidence exists confirming to what extent they are achieving this goal. The paper concludes with suggestions for using outcome measurements to provide a reasonable indication of a campaign’s effectiveness by capturing the public’s response to a campaign
