The Arecibo Galaxy Environment Survey VIII : Discovery of an Isolated Dwarf Galaxy in the Local Volume
The Arecibo Galaxy Environment Survey (AGES) has detected a nearby HI source
at a heliocentric velocity of +363 km/s . The object was detected through its
neutral hydrogen emission and has an obvious possible optical counterpart in
Sloan Digital Sky Survey (SDSS) data (though it does not have an optical
redshift measurement). We discuss three possible scenarios for the object : 1)
It is within the Local Group, in which case its HI properties are comparable
with recently discovered ultra-compact high velocity clouds; 2) It is just
behind the Local Group, in which case its optical characteristics are similar
to the newly discovered Leo P galaxy; 3) It is a blue compact dwarf galaxy
within the local volume but not associated with the Local Group. We find the
third possibility to be the most likely, based on distance estimates from the
Tully-Fisher relation and its velocity relative to the Local Group.Comment: 5 pages, 6 figures, accepted for publication in MNRAS. Minor

Fiscal consolidation strategy
In the aftermath of the global financial crisis and great recession, many countries face substantial deficits and growing debts. In the United States, federal government outlays as a ratio to GDP rose substantially from about 19.5 percent before the crisis to over 24 percent after the crisis. In this paper we consider a fiscal consolidation strategy that brings the budget to balance by gradually reducing this spending ratio over time to the level that prevailed prior to the crisis. A crucial issue is the impact of such a consolidation strategy on the economy. We use structural macroeconomic models to estimate this impact focussing primarily on a dynamic stochastic general equilibrium model with price and wage rigidities and adjustment costs. We separate out the impact of reductions in government purchases and transfers, and we allow for a reduction in both distortionary taxes and government debt relative to the baseline of no consolidation. According to the model simulations GDP rises in the short run upon announcement and implementation of this fiscal consolidation strategy and remains higher than the baseline in the long run. We explore the role of the mix of expenditure cuts and tax reductions as well as gradualism in achieving this policy outcome. A comparison of measured and calculated thermal stresses in a hybrid metal matrix composite spar cap element
A hybrid spar of titanium with an integrally brazed composite, consisting of an aluminum matrix reinforced with boron-carbide-coated fibers, was heated in an oven and the resulting thermal stresses were measured. Uniform heating of the spar in an oven resulted in thermal stresses arising from the effects of dissimilar materials and anisotropy of the metal matrix composite. Thermal stresses were calculated from a finite element structural model using anisotropic material properties deduced from constituent properties and rules of mixtures. Comparisons of calculated thermal stresses with measured thermal stresses on the spar are presented. It was shown that failure to account for anisotropy in the metal matrix composite elements would result in large errors in correlating measured and calculated thermal stresses. It was concluded that very strong material characterization efforts are required to predict accurate thermal stresses in anisotropic composite structures
Finite Size Effects in the Anisotropic \lambda/4!(\phi^4_1 + \phi^4_2)_d Model
We consider the model on a
d-dimensional Euclidean space, where all but one of the coordinates are
unbounded. Translation invariance along the bounded coordinate, z, which lies
in the interval [0,L], is broken because of the boundary conditions (BC's)
chosen for the hyperplanes z=0 and z=L. Two different possibilities for these
BC's boundary conditions are considered: DD and NN, where D denotes Dirichlet
and N Newmann, respectively. The renormalization procedure up to one-loop order
is applied, obtaining two main results. The first is the fact that the
renormalization program requires the introduction of counterterms which are
surface interactions. The second one is that the tadpole graphs for DD and NN
have the same z dependent part in modulus but with opposite signs. We
investigate the relevance of this fact to the elimination of surface

Comparing Probabilistic Models for Melodic Sequences
Modelling the real world complexity of music is a challenge for machine
learning. We address the task of modeling melodic sequences from the same music
genre. We perform a comparative analysis of two probabilistic models; a
Dirichlet Variable Length Markov Model (Dirichlet-VMM) and a Time Convolutional
Restricted Boltzmann Machine (TC-RBM). We show that the TC-RBM learns
descriptive music features, such as underlying chords and typical melody
transitions and dynamics. We assess the models for future prediction and
compare their performance to a VMM, which is the current state of the art in
melody generation. We show that both models perform significantly better than
the VMM, with the Dirichlet-VMM marginally outperforming the TC-RBM. Finally,
we evaluate the short order statistics of the models, using the
Kullback-Leibler divergence between test sequences and model samples, and show
that our proposed methods match the statistics of the music genre significantly
