Coulomb corrections to bremsstrahlung in electric field of heavy atom at high energies
The differential and partially integrated cross sections are considered for
bremsstrahlung from high-energy electrons in atomic field with the exact
account of this field. The consideration exploits the quasiclassical electron
Green's function and wave functions in an external electric field. It is shown
that the Coulomb corrections to the differential cross section are very
susceptible to screening. Nevertheless, the Coulomb corrections to the cross
section summed up over the final-electron states are independent of screening
in the leading approximation over a small parameter ( is
a screening radius, is the electron mass, ). Bremsstrahlung from
an electron beam of the finite size on heavy nucleus is considered as well.
Again, the Coulomb corrections to the differential probability are very
susceptible to the beam shape, while those to the probability integrated over
momentum transfer are independent of it, apart from the trivial factor, which
is the electron-beam density at zero impact parameter. For the Coulomb
corrections to the bremsstrahlung spectrum, the next-to-leading terms with
respect to the parameters ( is the electron energy) and

Polarization Structures in the Thomson-Scattered Emission Lines in Active Galactic Nuclei
A line photon incident in an electron-scattering medium is transferred in a
diffusive way both in real space and in frequency space, and the mean number of
scatterings changes as the wavelength shifts from the line center. This leads
to the profile broadening and polarization dependence on the wavelength shift
as a function of the Thomson optical depth . We find that the
polarization of the Thomson-scattered emission lines has a dip around the line
center when does not exceed a few. Various structures such as the
polarization flip are also seen. An application to an ionized halo component
surrounding the broad emission line region in active galactic nuclei is
considered and it is found that the polarization structures may still persist.

A Theory of Gamma-Ray Bursts
We present a specific scenario for the link between GRB and hypernovae, based
on Blandford-Znajek extraction of black-hole spin energy. Such a mechanism
requires a high angular momentum in the progenitor object. The observed
association of gamma-ray bursts with type Ibc supernovae leads us to consider
massive helium stars that form black holes at the end of their lives as
progenitors. We combine the numerical work of MacFadyen & Woosley with analytic
calculations, to show that about 1E53 erg each are available to drive the fast
GRB ejecta and the supernova. The GRB ejecta are driven by the power output
through the open field lines, whereas the supernova is powered by closed filed
lines and jet shocks. We also present a much simplified approximate derivation
of these energetics.
Helium stars that leave massive black-hole remnants in special ways, namely
via soft X-ray transients or very massive WNL stars. Since binaries naturally
have high angular momentum, we propose a link between black-hole transients and
gamma-ray bursts. Recent observations of one such transient, GRO J1655-40/Nova
Scorpii 1994, explicitly support this connection: its high space velocity
indicates that substantial mass was ejected in the formation of the black hole,
and the overabundance of alpha-nuclei, especially sulphur, indicates that the

An application of cluster detection to scene analysis
Certain arrangements of local features in a scene tend to group together and to be seen as units. It is suggested that in some instances, this phenomenon might be interpretable as a process of cluster detection in a graph-structured space derived from the scene. This idea is illustrated using a class of scenes that contain only horizontal and vertical line segments
Innovative public governance through cloud computing: Information privacy, business models and performance measurement challenges
Purpose: The purpose of this paper is to identify and analyze challenges and to discuss proposed solutions for innovative public governance through cloud computing. Innovative technologies, such as federation of services and cloud computing, can greatly contribute to the provision of e-government services, through scaleable and flexible systems. Furthermore, they can facilitate in reducing costs and overcoming public information segmentation. Nonetheless, when public agencies use these technologies, they encounter several associated organizational and technical changes, as well as significant challenges. Design/methodology/approach: We followed a multidisciplinary perspective (social, behavioral, business and technical) and conducted a conceptual analysis for analyzing the associated challenges. We conducted focus group interviews in two countries for evaluating the performance models that resulted from the conceptual analysis. Findings: This study identifies and analyzes several challenges that may emerge while adopting innovative technologies for public governance and e-government services. Furthermore, it presents suggested solutions deriving from the experience of designing a related platform for public governance, including issues of privacy requirements, proposed business models and key performance indicators for public services on cloud computing. Research limitations/implications: The challenges and solutions discussed are based on the experience gained by designing one platform. However, we rely on issues and challenges collected from four countries. Practical implications: The identification of challenges for innovative design of e-government services through a central portal in Europe and using service federation is expected to inform practitioners in different roles about significant changes across multiple levels that are implied and may accelerate the challenges' resolution. Originality/value: This is the first study that discusses from multiple perspectives and through empirical investigation the challenges to realize public governance through innovative technologies. The results emerge from an actual portal that will function at a European level. © Emerald Group Publishing Limited
