Gelatik Nomor 1 Heledulaa Utara Kota Timur, Kota [email protected] Abstract The implementation of the presidential threshold in the upcoming concurrent election 2019 leads to a crisis of legitimacy since the Act No. 7 of 2017 Considering General Election still accommodate presidential threshold as the requirement for nominating president candidate. This act is based on the vote results of the general election in 2014. However, this regulation is not in line with the principle of concurrent elections in which all political parties have their right to nominate president and vice president candidate. This study concludes that first, the mandate of the 1945 Constitution states that political parties and a coalition of these parties are allowed to nominate the president and vice president candidate. The threshold should follow the system of the election, meaning that coalition is, by nature, optional. It is not perceived as the obligation of the threshold nomination. Second, re-conceptualization of the presidential election should strengthen the presidential system by eliminating the dependency of the president on the political parties. It is expected that coalition, where all the involved parties are on an agreement to achieve a common goal, can be achieved if there is no obligation in the nomination threshold. As a result, a more cohesive presidential system emerges since the parties collaborate to create a strategic, long-term coalition

    The existence of non-free, K-free Abelian groups and modules (over some non-left perfect rings R) having prescribed endomorphism algebra is established within ZFC + 0 set theory. The principal technique used exploits free resolutions of non-free R-modules X and is similar to that used previously by Griffith and Eklof; much stronger results than have been obtained heretofore are obtained by coding additional information into the module X. As a consequence we can show, inter alia, that the Kaplansky Test Problems have negative answers for strongly K,-free Abelian groups of cardinality K1 in ZFC and assuming the weak Continuum Hypothesis

Dalam halnya pemanfaatan dalam penyebaran suatu masalah gizi (stunting). Stunting (kerdil) adalah kondisi dimana balita memiliki panjang atau tinggi badan yang kurang jika dibandingkan dengan umur. Kurangnya informasi yang menampilkan dan merangkum data-data yang terjadi masalah gizi(stunting) di satu wilayah, belum adanya penyajian informasi dan data yang secara geografis penderita stunting di wilayah dari terendah hingga yang tertinggi dan upaya pencegahan dalam peningkatan angka stunting di kabupaten pohuwato. Tujuan dari penelitian ini yaitu Merancang Sistem Informasi Geografis Sebaran Penderita Stunting Berbasis Web di Kabupaten Pohuwato. Metode yang digunakan pada penelitian ini adalah Metode GIS Development Guide.     The Impact of Per Capita Income and Labour Absorption toward Poverty Level in Gorontalo Province

    This research aims to investigate the impact of per capita income and labour absorption toward poverty level in Gorontalo Province during 2012-2017. This research uses time-series data model from secondary datasets that is obtained from Central Statistics Bureau (Badan Pusat Statistik, BPS). Main findings of this research shows that per capita income has negative impact on poverty level in Gorontalo province while labour absorption has positive impact on poverty level in Gorontalo Province.     Analisa Performansi Sistem Komunikasi Single-Input Multiple-Output Pada Lingkungan Indoor Menggunakan WARP

    Dalam sistem komunikasi nirkabel, salah satu permasalahan yang dihadapi adalah multipath fading. Hal ini mengakibatkan level daya yang bervariasi pada penerima sehingga terjadi outage ketika mengalami fading. Dalam lingkungan indoor, hal ini lebih sering terjadi karena hampir tidak ada line-of-sight antara pemancar dan penerima. Efek kanal multipath bisa diatasi dengan sistem komunikasi SIMO (Single-Input Multiple-Output). Sinyal yang diterima diolah menggunakan beberapa metode seperti Selection dan Maximal Ratio Combining dengan jumlah antena di penerima lebih dari satu. Implementasi juga bisa dilakukan pada WARP (Wireless Open-Access Research Platform) yang merupakan salah satu jenis SDR (Software Defined Radio). Modul tersebut digunakan sebagai pemancar dan penerima pada pengukuran kualitas performansi SIMO pada lingkungan indoor dengan metode-metode combining. Hasil unjuk kerja dibandingkan terhadap sistem SISO (Single-Input Single-Output). Hasil dari implementasi dan pengukuran pada penelitian ini menunjukan bahwa, dalam lingkungan indoor pada kondisi tertentu, sistem SIMO dengan metode selection combining memiliki diversity gain 2.3–2.5 dB, sedangkan maximal ratio combining memiliki diversity gain 2.5–4.6 dB lebih baik daripada SISO pada kondisi BER
