Super-Resolution for Overhead Imagery Using DenseNets and Adversarial Learning
Recent advances in Generative Adversarial Learning allow for new modalities
of image super-resolution by learning low to high resolution mappings. In this
paper we present our work using Generative Adversarial Networks (GANs) with
applications to overhead and satellite imagery. We have experimented with
several state-of-the-art architectures. We propose a GAN-based architecture
using densely connected convolutional neural networks (DenseNets) to be able to
super-resolve overhead imagery with a factor of up to 8x. We have also
investigated resolution limits of these networks. We report results on several
publicly available datasets, including SpaceNet data and IARPA Multi-View
Stereo Challenge, and compare performance with other state-of-the-art

Low-temperature luminescence analysis of drugs and poisons
It is the aim of this work to extend the use of phosphorescence as an analytical technique to a number of different classes of drugs and to study any structure–spectral correlations existing between them. Part of the present work is directed towards developing a technique capable of scanning thin-layer chromatograms and measuring the phosphorescence of separated components in situ. The sensitivity of phosphorescence and separatory function of thin-layer chromatography could thus be combined to produce a rapid, sensitive method capable of resolving small quantities of similar compounds, especially drugs and their metabolites, from complex mixtures
Tracking system study
A digital computer program was generated which mathematically describes an optimal estimator-controller technique as applied to the control of antenna tracking systems used by NASA. Simulation studies utilizing this program were conducted using the IBM 360/91 computer. The basic ideas of applying optimal estimator-controller techniques to antenna tracking systems are discussed. A survey of existing tracking methods is given along with shortcomings and inherent errors. It is explained how these errors can be considerably reduced if optimal estimation and control are used. The modified programs generated in this project are described and the simulation results are summarized. The new algorithms for direct synthesis and stabilization of the systems including nonlinearities, are presented

Consular Discretion in the Immigrant Visa-Issuing Process
This study examines the exercise of discretion by consular officers in deciding whether to issue or refuse immigrant visas in an effort to determine if these decisions are arbitrary or unlawful. The study begins by examining the procedures and factors mandated by the Immigration and Nationality Act for use in determining eligibility to immigrate. The study then discusses and compares the typical procedures and eligibility factors utilized by consular offices in the field. Next the study does an evaluation of extra-statutory factors affecting the consular officer\u27s determination including personal background, the effect of intermediaries, lack of time, the promotion system, and attitudes towards applicants and the immigration policy. The study concludes by making recommendations for limiting the discretion of consular officers in deciding whether to issue or refuse immigrant visas

Structure of vortices in rotating Bose-Einstein condensates
We calculate the structure of individual vortices in rotating Bose-Einstein
condensates in a transverse harmonic trap. Making a Wigner-Seitz approximation
for the unit cell of the vortex lattice, we derive the Gross-Pitaevskii
equation for the condensate wave function in each cell of the lattice,
including effects of varying coarse grained density. We calculate the Abrikosov
