REVENUE IMPACTS OF MPP BRANDED FUNDS: A FIRM LEVEL ANALYSIS
The USDA recently redirected the Market Access Program (MAP) to allocate all branded products export promotion funds to small firms and cooperatives. The redirection was, in part, a response to reports by the General Accounting Office that were critical of past allocations of export promotion funds to large, experienced exporters. This study uses a firm level analysis to examine firms' effectiveness in using Market Promotion Program (MPP, which is now the MAP) funds to increase revenues. Whereas point estimates suggested that smaller firms were more effective in translating MPP funds into increased revenue than larger firms, these point estimates for small firms were statistically indistinguishable from zero. In contrast, large firms showed an increase in revenue of greater than one dollar for every dollar of MPP funds. Further, the revenue increase was statistically significant. The use of the tethered satellite system to perform low density aerothermodynamics studies
The Tethered Satellite System (TSS) is a cooperative space system development activity of the U.S.A. and Italy. It is comprised of the Tether Satellite (TS) and the deployer. Within TSS, the Shuttle Tethered Aerothermodynamic Research Facility (STARFAC) concept has the potential to provide access to vast portions of the upper atmosphere for atmospheric and aerothermodynamic research. The feasibility and capability of the TSS to operate as a continuous open wind tunnel and to perform low density aerothermodynamic studies are investigated. This is accomplished through a modified version of the TS simulation program (SKYHOOK). The results indicate that STARFAC concept is both feasible and practical. The TS can go below 100 km but, if thrust is used, large velocity variation (delta V) maneuvers and an attitude control are required; if a satellite lift is considered, large tether tension is produced and an attitude control is required
Revenue Impacts of MPP Branded Funds: A Firm-Level Analysis

Adoption of Best Management Practices to Control Weed Resistance By Cotton, Corn, and Soybean Growers
This study examined adoption of ten best management practices (BMPs) to control weed resistance to herbicides. Using data from a survey of 1,205 U.S. cotton, corn, and soybean growers, count data models were estimated to explain the total number of practices frequently adopted. Ordered probit regressions were used to explain the frequency of individual BMP adoption. Growers practicing a greater number of BMPs frequently (a) had more education, but less farming experience; (b) grew cotton, (c) expected higher yields relative to the county average; and (d) farmed in counties with a lower coefficient of variation (CV) for yield of their primary crop. Yield expectations and variability were significant predictors of the frequency of adoption of individual BMPs. Most growers frequently adopted the same seven BMPs. Extension efforts may be more effective if they target a minority of growers and the three practices with low adoption rates. Creating a web-scale video collection for research
This paper begins by considering a number of important design questions for a
web-scale, widely available, multimedia test collection intended to support
long-term scientific evaluation and comparison of content-based video analysis and
exploitation systems. Such exploitation systems would include the kinds of functionality
already explored within the annual TRECVid benchmarking activity such as search, semantic
concept detection, and automatic summarisation.
We then report on our progress in creating
such a multimedia collection which we believe to be web scale and which will support a next generation of benchmarking activities for content-based video operations, and we report on our plans for how we intend to put this collection, the IACC.1 collection, to use
