    PPM demodulation for Reed-Solomon decoding for the optical space channel

    The use of Reed-Solomon (RS) block codes over the pulse position modulated (PPM) frames to obtain the largest degree of error correction is considered. Since RS codes can correct both symbol errors and symbol erasures, a question arises as to the best way to demodulate the PPM laser fields in order to generate the input symbols for the RS decoder. The method selected for demodulating (converting the received laser field to digital symbols) defines the erasure and transmitted symbols of the laser link, and therefore determines the work error probabilities of the system. Several demodulating schemes are considered, and the effect of each on RS decoding performance computed. This computation was carried out for various optical receiver models. It is shown that simple threshold decisioning of pulse slots produces performance that degrades as the background noise increases. This is caused by the generation of too many erasures for the RS decoder to handle. A decision scheme, delta-max demodulation which offers improvement over threshold decisioning by redefining the generation of an erasure is proposed

    Report on the EU-US Workshop on Large Scientific Databases

    This joint workshop was set up under the auspices of the Joint European Commission/National Science Foundation Strategy Group that met in Budapest in September 1998. The meeting derived from a joint collaboration agreement between the EC and NSF, signed by Dr. George Metakides (Director of Information Technologies for the EC) and Prof. Juris Hartmanis (Director of Computer and Information Science and Engineering at the NSF). Some themes that were identified include: digital libraries human-centered computing and virtual environments large scientific databases, and intelligent implants This report expresses the conclusions and recommendations of the Workshop on Large Scientific Databases, held in Annapolis, Maryland, USA in September 1999. The purpose of the workshop was to develop a report to the funding agencies outlining a possible solicitation to the research community, with emphasis on joint European-US work on Large Scientific Databases. Before the workshop, each participant submitted a position paper (these are available at the web site http://www.cacr.caltech.edu/euus). The results of the position papers, presentations, and group discussion are summarized in this report. There were 12 participants from Europe and 12 from the United States, and they are listed at the end of this report. The last section of this report describes possible funding mechanisms

    Computing Matveev's complexity via crystallization theory: the boundary case

    The notion of Gem-Matveev complexity has been introduced within crystallization theory, as a combinatorial method to estimate Matveev's complexity of closed 3-manifolds; it yielded upper bounds for interesting classes of such manifolds. In this paper we extend the definition to the case of non-empty boundary and prove that for each compact irreducible and boundary-irreducible 3-manifold it coincides with the modified Heegaard complexity introduced by Cattabriga, Mulazzani and Vesnin. Moreover, via Gem-Matveev complexity, we obtain an estimation of Matveev's complexity for all Seifert 3-manifolds with base D2\mathbb D^2 and two exceptional fibers and, therefore, for all torus knot complements.Comment: 27 pages, 14 figure

    Optical deep space communication via relay satellite

    The possible use of an optical for high rate data transmission from a deep space vehicle to an Earth-orbiting relay satellite while RF links are envisioned for the relay to Earth link was studied. A preliminary link analysis is presented for initial sizing of optical components and power levels, in terms of achievable data rates and feasible range distances. Modulation formats are restricted to pulsed laser operation, involving bot coded and uncoded schemes. The advantage of an optical link over present RF deep space link capabilities is shown. The problems of acquisition, pointing and tracking with narrow optical beams are presented and discussed. Mathematical models of beam trackers are derived, aiding in the design of such systems for minimizing beam pointing errors. The expected orbital geometry between spacecraft and relay satellite, and its impact on beam pointing dynamics are discussed

    Global analysis of muon decay measurements

    We have performed a global analysis of muon decay measurements to establish model-independent limits on the space-time structure of the muon decay matrix element. We find limits on the scalar, vector and tensor coupling of right- and left-handed muons to right- and left-handed electrons. The limits on those terms that involve the decay of right-handed muons to left-handed electrons are more restrictive than in previous global analyses, while the limits on the other non-standard model interactions are comparable. The value of the Michel parameter eta found in the global analysis is -0.0036 \pm 0.0069, slightly more precise than the value found in a more restrictive analysis of a recent measurement. This has implications for the Fermi coupling constant G_F.Comment: 5 pages, 3 table

    Paucity of qualitative research in general medical and health services and policy research journals: analysis of publication rates

    Abstract Background Qualitative research has the potential to inform and improve health care decisions but a study based on one year of publications suggests that it is not published in prominent health care journals. A more detailed, longitudinal analysis of its availability is needed. The purpose of this study was to identify, count and compare the number of qualitative and non-qualitative research studies published in high impact health care journals, and explore trends in these data over the last decade. Methods A bibliometric approach was used to identify and quantify qualitative articles published in 20 top general medical and health services and policy research journals from 1999 to 2008. Eligible journals were selected based on performance in four different ranking systems reported in the 2008 ISI Journal Citation Reports. Qualitative and non-qualitative research published in these journals were identified by searching MEDLINE, and validated by hand-searching tables of contents for four journals. Results The total number of qualitative research articles published during 1999 to 2008 in ten general medical journals ranged from 0 to 41, and in ten health services and policy research journals from 0 to 39. Over this period the percentage of empirical research articles that were qualitative ranged from 0% to 0.6% for the general medical journals, and 0% to 6.4% for the health services and policy research journals. Conclusions This analysis suggests that qualitative research it is rarely published in high impact general medical and health services and policy research journals. The factors that contribute to this persistent marginalization need to be better understood

    How can diagnostic assessment programs be implemented to enhance inter-professional collaborative care for cancer?

    BackgroundInter-professional collaborative care (ICC) for cancer leads to multiple system, organizational, professional, and patient benefits, but is limited by numerous challenges. Empirical research on interventions that promote or enable ICC is sparse so guidance on how to achieve ICC is lacking. Research shows that ICC for diagnosis could be improved. Diagnostic assessment programs (DAPs) appear to be a promising model for enabling ICC. The purpose of this study was to explore how DAP structure and function enable ICC, and whether that may be associated with organizational and clinical outcomes.MethodsA case study approach will be used to explore ICC among eight DAPs that vary by type of cancer (lung, breast), academic status, and geographic region. To describe DAP function and outcomes, and gather information that will enable costing, recommendations expressed in DAP standards and clinical guidelines will be assessed through retrospective observational study. Data will be acquired from databases maintained by participating DAPs and the provincial cancer agency, and confirmed by and supplemented with review of medical records. We will conduct a pilot study to explore the feasibility of estimating the incremental cost-effectiveness ratio using person-level data from medical records and other sources. Interviews will be conducted with health professionals, staff, and referring physicians from each DAP to learn about barriers and facilitators of ICC. Qualitative methods based on a grounded approach will be used to guide sampling, data collection and analysis.DiscussionFindings may reveal opportunities for unique structures, interventions or tools that enable ICC that could be developed, implemented, and evaluated through future research. This information will serve as a formative needs assessment to identify the nature of ongoing or required improvements, which can be directly used by our decision maker collaborators, and as a framework by policy makers, cancer system managers, and DAP managers elsewhere to strategically plan for and implement diagnostic cancer services

    Exploring the properties of the phases of QCD matter - research opportunities and priorities for the next decade

    This document provides a summary of the discussions during the recent joint QCD Town Meeting at Temple University of the status of and future plans for the research program of the relativistic heavy-ion community. A list of compelling questions is formulated, and a number of recommendations outlining the greatest research opportunities and detailing the research priorities of the heavy-ion community, voted on and unanimously approved at the Town Meeting, are presented. They are supported by a broad discussion of the underlying physics and its relation to other subfields. Areas of overlapping interests with the "QCD and Hadron Structure" ("cold QCD") subcommunity, in particular the recommendation for the future construction of an Electron-Ion Collider, are emphasized.     Branching ratios for the beta decay of 21Na

    We have measured the beta-decay branching ratio for the transition from 21Na to the first excited state of 21Ne. A recently published test of the standard model, which was based on a measurement of the beta-nu correlation in the decay of 21Na, depended on this branching ratio. However, until now only relatively imprecise (and, in some cases, contradictory) values existed for it. Our new result, 4.74(4)%, reduces but does not remove the reported discrepancy with the standard model.Comment: Revtex4, 2 fig

    How unique is the Asymptotic Normalisation Coefficient (ANC) method?

    The asymptotic normalisation coefficients (ANC) for the vertex 10^{10}B →\to 9^9Be + p is deduced from a set of different proton transfer reactions at different energies. This set should ensure the peripheral character of the reaction and availability of data for the elastic channels. The problems associated with the characteristics of the data and the analysis are discussed. For a subgroup of the set of available data, the uniqueness property of the extracted ANC is fulfilled.
