    Media and foreign policy in Turkey: the tezkere crisis of 2003

    On March 1, 2003, the Turkish Grand National Assembly (TGNA) debated a bill that would meet the US requests and authorize the deployment of roughly 62.000 4th Infantry Division troops to Northern Iraq via Turkish territory. The parliament favored the deployment of the US troops by 264 to 251 with 19 abstentions. However, considering the abstentions, the bill failed to achieve the absolute majority required for its ratification by only three votes (267 votes). Despite the strong opposition on the public level and in the parliament, this outcome was largely unexpected for both Washington and Ankara. More importantly, this unexpected consequence, which is known as the "Parliamentary Bill Crisis", has been regarded as a major turning point and set-back for US-Turkish relations. This study explicates the newspaper coverage of the decision-making process that led to the "Parliamentary Bill Crisis". With a content analysis of the media rhetoric during this process, this study aims to analyze how the media presented the issue and it also questions if a link exists between the media's framing of the issue and the ideological positioning of newspapers in Turkey. Furthermore, this study discusses the role of the media in Turkish foreign policy in general. With this aim in mind, articles from three Turkish daily newspapers; Milliyet, Yeni Şafak and Evrensel between the period between 26 October, 2002 and 1 March, 2003 was subject to content analysis. The results of the research suggest a clear division between the three newspapers in their framing of the issue and the effect of their ideological positions on this. This differentiation is mainly on the basis of, ideological-identity (leftist-religious) related factors on the one hand, and rationalist-cost benefit calculations (realpolitik) on the other. Lastly, the role of the media especially in relation to the Parliamentary Bill Crisis should be questioned via its role on affecting the domestic context in which the public debate took place, its rhetoric and its effect on the formation of the public opinion and directly its effect on the parliamentarians

Bugün hemen bütün ülkeler emek piyasası ile ilgili sorunlar yaşamaktadır. Avrupa Birliği Ülkeleri nüfusun yaşlanmasına bağlı olarak artan yaşlı bağımlılık oranı nedeniyle sorunlar yaşarken, Türkiye, sahip olduğu genç nüfusa istihdam olanakları yaratma konusunda sıkıntılarla mücadele etmektedir. Bir ülkenin işgücü piyasasının yapısı o ülkenin ekonomik göstergeleri kadar, sosyal yapısı hakkında da ipuçları sunmaktadır. İstihdamın sektörel dağılımı ne kadar ekonomik yapı hakkında bilgi veriyorsa, kadın ve erkek işgücüne katılım oranı o kadar sosyal hayata ilişkin ipuçları sunmaktadır. Bu nedenle ülkede var olan emek piyasası sorunlarını incelerken toplumsal cinsiyet faktörünü göz önüne almadan yapılan değerlendirmeler eksik kalabilmektedir.Labour markets are markets in which production and division rights are determined and formed in the direction of labour right which is the most basic right of an individual.     Tıp fakültesi öğrencilerinin kraniofasiyal ölçümlerinin antropometrik değerlendirmesi

    Amaç: Çalışmada Selçuk Üniversitesi Tıp Fakültesi 1 ve 2. sınıf öğrencilerinin kraniyal ve fasiyal bölgesinde yapılacak antropometrik ölçümler ile normal değerlerini belirlemeyi ve cinsiyetler arasındaki olası farklılıkları araştırmayı amaçladık.Gereç ve Yöntem: Çalışma, yaşları 18-24 arasında değişen toplam 200 sağlıklı birey 107 erkek, 93 kadın üzerinde yapıldı. Tıp Fakültesi 1 ve 2. sınıf öğrencilerinden oluşan gönüllüler üzerinde baş ve yüz ölçümleri, göz ölçümleri, burun ölçümleri ve ağız çevresindeki ölçümler olmak üzere 4 ana gruptan oluşan ölçümler alındı. Yapılan morfolojik değerlendirme sonucunda elde edilen veriler bilgisayar ortamına aktarılarak tanımlayıcı istatistikler yapıldı. Bulgular ve Sonuç: Çalışma sonucunda baş genişliği, filtrum uzunluğu ve ağız genişliği haricindeki tüm parametrelerin ortalamalarının istatistiksel olarak anlamlı ölçüde erkek bireylerde daha yüksek olduğu tespit edildi. Elde ettiğimiz veriler, diğer ülkelerde yapılan araştırma sonuçları ile farklılıklar göstermektedir. Bu da bize standart ölçümlerin ülkeden ülkeye farklılıklar gösterebileceğini ve kendi standartlarımızı belirleyerek kullanmamız gerektiğini göstermektedi

    Social exclusion and poverty: EU 2020 objectives and Turkey

    In this chapter The EU's 2020 Objectives concerning social exclusion and poverty and Turkey's vision on social exclusion and poverty based on tenth development plan and Justice and Development Party's 2023 vision is dealt. The EU has developed a growth strategy named 'EU 2020' in 2010. The objective concerning social exclusion and poverty of this strategy is to rescue as much EU citizens as possible from social exclusion and poverty and decreasing the number of EU citizens who live under poverty line by 20%. Although Turkey is not officially obliged to follow goals stated in EU 2020 objectives, it is integral for Turkey to pursue those principles in order to be harmony with the EU and reach her final aim of being a member of the EU. © 2015, IGI Global.     Although not openly identified in treaties until the Maastricht Treaty, health has always been a crucial area for the European Union (EU), since freedoms provided and regulations brought by common market also dealt with several sections of the health sector. All concerning parts of health sector have to be subject to both freedoms and regulations of single market system. Despite the value given to health and related issues, a separate or supranational policy dealing with health issues has not been formed by the EU. The member states keep their privilege on health policies. However, the EU does not stay completely aside of health issues; on the contrary, the EU got involved in certain areas of health, especially the ones which have cross-border implications. In this chapter, the matter of to what extent the EU got involved in health issues is researched and the question of if the EU has a concrete health policy is analyzed. © 2015, IGI Global.
